Ausgangssituation
Die COVID-19-Pandemie führte in Lateinamerika und der Karibik zu einer der schlimmsten gesundheitlichen, wirtschaftlichen und sozialen Krisen der jüngeren Geschichte. Am schwersten traf es ärmere Bevölkerungen. Fast die Hälfte aller Beschäftigten in der Region hat keinen oder nur begrenzten Zugang zu sozialer Grundsicherung. Trotz bereits bestehender Haushaltsdefizite unternahmen die Regierungen enorme Anstrengungen, um die sozialen und wirtschaftlichen Folgen durch staatlich finanzierte Maßnahmen abzufedern. Jedoch mangelt es an Mechanismen und Erfahrungen, um diese Ausgaben effizienter, inklusiver und langfristig wirkungsvoller zu gestalten. Die vorherrschenden Produktions-, Verteilungs- und Konsummuster sowie ihre institutionelle und politische Verankerung sind oft auf kurzfristige Wirkungen ausgerichtet.

Ziel
Die Mitgliedstaaten der UN-Wirtschaftskommission für Lateinamerika und die Karibik sind im Bereich der Fiskal-, Sozial- und Industriepolitik gestärkt, eine transformative wirtschaftlichen Reaktivierung der COVID-19-Pandemie langfristig wirkungsvoll zu gestalten.

Vorgehensweise
Das Vorhaben stärkt das Beratungsangebot der UN-Wirtschaftskommission für Lateinamerika und die Karibik (CEPAL) in den Bereichen der Fiskal-, Sozial- und Industriepolitik. Dadurch sollen die Voraussetzungen für eine transformative wirtschaftliche Reaktivierung verbessert werden, um die COVID-19-Krise langfristig wirkungsvoll zu überwinden.

Das Vorhaben setzt dabei auf drei verschiedene Ansätze. Zum einen werden Kompetenzen von Fach- und Führungskräften durch Training und Erfahrungsaustausch von guten Praxisansätzen aufgebaut. Zum anderen berät das Vorhaben CEPAL bei ihrer Arbeit mit ausgewählten Ministerien und Behörden der verschiedenen Mitgliedsländer. Dadurch werden konkrete Veränderungen sowie länder- und ressortübergreifende Zusammenarbeit gefördert. Ergänzend werden strategische Kooperationen zwischen Politik, Zivilgesellschaft, Wirtschaft und Wissenschaft aufgebaut und Synergiepotenziale genutzt. 

Context
As a consequence of the COVID-19 pandemic, Latin America and the Caribbean is experiencing one of the worst health, economic and social crises in its recent history. The poorer population is the most severely affected. Almost half of all workers in the region have no or only limited access to social security systems. Despite existing budget deficits, governments have made enormous fiscal efforts to cushion the social and economic consequences. However, there is still a lack of tools and experience to make this spending more efficient, inclusive and effective in the long term. The prevailing patterns of production, distribution and consumption, as well as their institutional and political underpinnings, often focus on short-term impacts.

Objective
The member states of the UN Economic Commission for Latin America and the Caribbean have strengthened their capacity in the area of fiscal, social and industrial policy, enabling a transformative economic reactivation that contributes to overcoming the COVID-19 pandemic sustainably and effectively.

Approach
The project strengthens ECLAC's advisory services in the areas of fiscal, social and industrial policy. The goal is to enable a transformative economic reactivation to overcome the COVID-19 crisis sustainably and effectively.

The project takes a three-pronged approach. Firstly, it focuses on developing the competencies of experts and managers through training and the exchange of experience on best practice. Secondly, it advises ECLAC on its work with selected ministries and authorities in its member countries. This promotes concrete changes and fosters transnational and cross-sectoral cooperation. Thirdly, the project establishes strategic collaboration among policy-makers, civil society, the private sector and the academic and research community, and harnesses the potential for synergies. 

Situación de partida
La pandemia de COVID-19 ha provocado en América Latina y el Caribe una de las peores crisis sanitarias, económicas y sociales en su historia más reciente. Los grupos de población más pobres son los más afectados. Casi la mitad de los empleados y empleadas en la región no tienen acceso o solo tienen acceso limitado a la protección social básica. Pese a los déficits presupuestarios ya existentes, los Gobiernos han realizado grandes esfuerzos para paliar los efectos sociales y económicos con medidas financiadas por el Estado. Sin embargo, se carece de mecanismos y experiencia para gestionar estos gastos de forma más eficiente, inclusiva y eficaz a largo plazo. Los patrones dominantes de producción, distribución y consumo, así como la integración en el marco institucional y político, a menudo están orientados a la obtención de resultados a corto plazo.

Objetivo
Se ha fortalecido a los Estados miembros de la Comisión Económica para América Latina y el Caribe de las Naciones Unidas en el ámbito de la política fiscal, social e industrial con vistas a diseñar de manera eficaz a largo plazo una reactivación económica transformadora tras la pandemia de COVID-19.

Procedimiento
El proyecto refuerza la oferta de asesoramiento de la Comisión Económica para América Latina y el Caribe (CEPAL) de las Naciones Unidas en los ámbitos de política fiscal, social e industrial. De este modo, se espera mejorar las condiciones de cara a la reactivación económica transformadora para superar de forma eficaz a largo plazo la crisis de COVID-19.

En este contexto, el proyecto apuesta por tres enfoques diferentes. Por un lado, se desarrollan las competencias del personal experto y directivo mediante capacitación e intercambio de experiencias sobre buenas prácticas. Por otro lado, el proyecto asesora a la CEPAL en su trabajo con determinados ministerios y autoridades de los diferentes Estados miembros. De este modo, se fomentan cambios concretos, así como la cooperación entre países y ministerios. Complementariamente, se crean cooperaciones estratégicas entre la esfera política, la sociedad civil, el sector privado y la comunidad científica y se aprovechan los potenciales sinérgicos.
