Ausgangssituation

Im Rahmen der Östlichen Partnerschaft (ÖP) fördert und intensiviert die EU ihre politischen, wirtschaftlichen, kulturellen und gesellschaftlichen Beziehungen zu ihren Nachbarn Armenien, Aserbaidschan, Belarus, Georgien, Moldau und Ukraine auf der Grundlage gemeinsamer Werte und unterstützt die Transformation in den Partnerländern zur Stärkung von Demokratie, Rechtstaatlichkeit und freier Marktwirtschaft. Darüber hinaus fördert sie auch die Beziehungen dieser Länder untereinander. Ziel ist es die Länder bei ihren politischen und wirtschaftlichen Reformen zur Annäherung an die EU zu unterstützen.

Die ähnlichen Herausforderungen und Reformbedarfe der Staaten der ÖP legen es nahe, sich regelmäßig und öffentlich über Lernerfahrungen bei der Umsetzung der Verwaltungsreformen auszutauschen und bei der Entwicklung von Lösungsansätzen und dem Testen von Pilotpro-jekten fachlich zu kooperieren. Reformorientierte Staaten der Östlichen Partnerschaft halten noch nicht in nötiger Qualität und Ausmaß ihre Verwaltungsreformen nach und benötigen Un-terstützung bei der Umsetzung ihrer Politiken zu Verwaltungsreform. Die vielfältigen Potenziale der ÖP und ihrer fachlichen Austauschplattformen werden nicht ausgeschöpft. Insgesamt wird die regionale Kooperation der ÖP-Staaten noch nicht ausreichend zur Umsetzung von Verwaltungsreformen im Einklang mit den SIGMA-Grundsätzen genutzt

Vorgehensweise

Alle 5 ÖP Länder arbeiten gemeinsam an der Umsetzung der fünf Teilmaßnahmen:
- Moderne und starke Parlamentsverwaltung
- Professioneller Öffentlicher Dienst
- Re-engineering der öffentli-chen Dienstleistungen
- Digital Transformation
- Governance Progress Board für die Östliche Partnerschaft
 

Context

The aim of the Eastern Partnership (EP) is to strengthen relations between the European Union (EU) and Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The governments of these countries (EP countries) are facing huge challenges and need to implement crucial and highly complex reforms.

However, the administrations of the EP countries are not very efficient and in need of financial, technical and human resources and skills. Democracy and good governance are key aspects of this transnational cooperation, and public administration reform is a cross-cutting issue. For example, the countries are discussing proposals for solutions to improve services for the population and the economy. In addition, public action needs be far more citizen-oriented, accessible and transparent in future.

Objective

Regional cooperation to implement administrative reforms in the Eastern Partnership countries has improved.

Approach

Depending on the interest in the reform, current knowledge base and political dynamics in the different states, up to six EP countries are working together, thereby contributing to three fields of action:

- The EP countries are making use of this exchange of experience to shape and implement their administrative reforms.
- The civil servants, public employees and political decision-makers are gaining additional competence to perform their tasks and functions in implementing administrative reforms.
- The content and results of administrative reforms are being disseminated through a variety of formats and methods based on digitalisation and e-governance.
