Ausgangssituation
Das Leben in Marokkos ländlichen und stadtnahen Gebieten ist von Armut geprägt. Viele Menschen arbeiten in prekären Jobs in der Landwirtschaft und im Dienstleistungsbereich. Die Arbeit unterliegt saisonalen und jährlichen Schwankungen und hängt oft davon ab, ob ausreichend sauberes Wasser verfügbar ist. Das unsichere Einkommen macht es vielen Menschen im ländlichen Raum schwer, einen angemessenen Lebensstandard zu erreichen und zu halten.

Die schwierige Jobsituation wird durch den Mangel an moderner Wasser- und Sanitärinfrastruktur verschärft. Der Zugang zu Kanalisation und modernen sanitären Einrichtungen ist unzureichend. Nach aktuellen Schätzungen der marokkanischen Regierung sind nur zehn Prozent der Haushalte im ländlichen Raum an die Kanalisation angeschlossen – in den Städten sind es hingegen bereits 85 Prozent. Weniger als fünf Prozent des Abwassers auf dem Land werden ordnungsgemäß behandelt.

Wegen der schlechteren Lebensbedingungen wandern immer mehr Menschen aus den ländlichen Gebieten in die Städte ab.

Ziel
Öffentliche Investitionen und Privatwirtschaftsförderung haben langfristige Arbeitsplätze in der marokkanischen Wasser- und Abwasserwirtschaft geschaffen. Zudem wurden innovative Technologien und spezifische berufliche Qualifizierungen entwickelt und eingeführt.

Vorgehensweise
Das Projekt unterstützt nationale und regionale Institutionen darin, die Wasser- und Abwasserwirtschaft durch öffentliche Investitionen auszubauen und Arbeitsplätze zu schaffen.

Zusätzlich fördert das Projekt den Auf- und Ausbau einer innovativen Privatwirtschaft, die neue Technologien in der Wasser- und Sanitärversorgung entwickelt und anbietet.

Durch die Investitionen und die wachsende Privatwirtschaft steigt die Nachfrage nach entsprechend qualifiziertem Personal. Das Projekt unterstützt Ausbildungsstätten, entsprechende Ausbildungsangebote zu entwickeln.

Context
Poverty dominates life in rural areas and near cities in Morocco. Many people work in precarious jobs in agriculture and the service sector, where the workload fluctuates from season to season and year to year and often depends on whether enough clean water is available. This irregular income makes it hard for many people in rural areas to achieve and maintain a reasonable standard of living.

The difficult job situation is exacerbated by the lack of modern water and sanitation infrastructure. Access to sewerage and modern sanitary facilities is inadequate. According to the Moroccan government’s latest estimates, only 10 per cent of households in rural areas are connected to the sewerage system, compared to 85 per cent of households in cities. Less than 5 per cent of wastewater in rural areas is properly treated.

As living conditions are worse in rural areas, more and more people are migrating to the cities.

Objective
Public investment and private sector support have created long-term jobs in the Moroccan water and wastewater sector. Innovative technologies and specific vocational qualifications have also been developed and introduced.

Approach
The project supports national and regional institutions in developing the water and wastewater sector with public investment and in creating jobs.

The project also promotes the establishment and expansion of an innovative private sector that develops and offers new technologies for water supply and sanitation.

The investments and growing private sector increase demand for staff with suitable qualifications. The project supports training centres in developing relevant training courses.

Situation initiale
La pauvreté règne dans les zones rurales et périurbaines du Maroc. De nombreuses personnes ont un emploi précaire dans l’agriculture et les services. L’activité connaît des fluctuations saisonnières et annuelles et dépend souvent de la disponibilité en eau salubre. Du fait de l’insécurité des revenus, il est difficile pour de nombreuses personnes vivant en milieu rural d’atteindre et de maintenir un niveau de vie décent.

La situation professionnelle difficile est aggravée par le manque d’infrastructures modernes d’assainissement et d’approvisionnement en eau. Le raccordement au réseau d’assainissement et l’accès à des équipements sanitaires modernes sont insuffisants. Selon les dernières estimations du gouvernement marocain, seulement 10 % des ménages en milieu rural sont raccordés au réseau d’assainissement, tandis que ce taux est déjà de 85 % dans les villes. Moins de 5 % des eaux usées sont traitées de façon adéquate en milieu rural.

Compte tenu de la dégradation des conditions de vie, de plus en plus de personnes quittent les zones rurales pour les villes.

Objectif
Les investissements publics et le soutien au secteur privé ont créé des emplois à long terme dans le domaine de l’approvisionnement en eau et de l’assainissement au Maroc. En outre, des technologies innovantes et des qualifications professionnelles spécifiques ont été développées et déployées.

Approche
Le projet aide les institutions nationales et régionales à développer les secteurs de l’eau et de l’assainissement par l’investissement public et à créer des emplois.

Il encourage par ailleurs la mise en place et le développement d’un secteur privé innovant capable de mettre au point et de proposer de nouvelles technologies dans le domaine de l’eau et de l’assainissement.

Les investissements et la croissance du secteur privé entraînent une augmentation de la demande de personnel qualifié. Le projet aide les centres de formation à développer des offres de formation correspondantes.
