Ausgangssituation
Das schnelle Stadtwachstum in Ecuador führt vielerorts zu sozialer Ungleichheit, hohem Ressourcenverbrauch und steigenden Treibhausgasen.

Das Land hat daher politische Rahmenbedingungen geschaffen. Dazu gehört die ecuadorianische Agenda für nachhaltigen Lebensraum (AHSE 2036). Zur Umsetzung der Agenda müssen Städte ihr Handeln stärker an den nationalen Vorgaben ausrichten, zukunftsfähige Projekte entwickeln und so ihren Zugang zur Klimafinanzierung verbessern.

Ziel
Nationale und lokale Regierungsinstitutionen setzen die AHSE 2036 und stadtrelevante Klimaschutzbeiträge messbar um.

-Vorgehensweise
Das Vorhaben unterstützt National- und Lokalregierungen dabei, den Zugang zu Klimafinanzierung zu verbessern. Darüber hinaus erhalten sechs Pilotstädte Unterstützung, um Maßnahmen für klimafreundliche und soziale Stadtentwicklung zu planen sowie leichter Klimafinanzierungen zu erhalten. Zusätzlich trägt das Vorhaben mit einem Messsystem dazu bei, Fortschritte zur AHSE 2036 und den nationalen Klimaschutzzielen zu erfassen.

Das Vorhaben arbeitet in drei Bereichen:

- Es fördert die Kooperation zwischen Städten bei der nationalen Stadtentwicklungspolitik und mobilisiert Klimafinanzierung zur Wirtschaftsbelebung (Green Recovery).
- Es berät die Städte Ambato, Cuenca, Lago Agrio, Latacunga, Loja und Portoviejo dazu, wie sie Investitionsprojekte ausarbeiten sowie Maßnahmen finanzieren und umsetzen.
- Der Wissensaustausch bei Veranstaltungen zwischen Städten und lokalen sowie nationalen Beteiligten baut ferner das Verständnis für soziale Stadtentwicklung und Klimaschutz aus. 

Context
In many places in Ecuador, the rapid urban growth has led to social inequality, high resource consumption and increasing greenhouse gas emissions.

Therefore, the country has created a policy framework to steer growth. This includes Ecuador’s 2036 agenda for sustainable urban development (AHSE 2036). To implement the agenda, the cities need to align their actions to a greater extent with national rules, develop future-oriented projects and thus improve their access to climate finance.

Objective
National and local government institutions implement the AHSE 2036 and city-relevant climate protection contributions in a measurable manner.

Approach
The project supports the national and local governments in improving access to climate finance. Furthermore, six pilot cities are receiving support to plan measures for climate-friendly and social urban development and obtain climate finance more easily. In addition, the project is setting up a system to measure progress made towards achieving AHSE 2036 and the national climate targets.

The project operates in three fields of activity:

- It promotes cooperation between cities on national urban development policy and mobilises climate finance for economic recovery (green recovery).
- It advises the cities Ambato, Cuenca, Lago Agrio, Latacunga, Loja and Portoviejo on developing investment projects and on financing and implementing measures.
- Moreover, knowledge exchange at events between cities and local or national stakeholders improves the understanding of social urban development and climate protection.
 

Situación de partida
En muchos lugares en Ecuador, el crecimiento urbano acelerado genera desigualdad social, un alto consumo de recursos y el aumento de las emisiones de gases de efecto invernadero.

Por ello, el país ha creado condiciones políticas marco. Entre las iniciativas destacan la Agenda Hábitat Sostenible del Ecuador (AHSE 2036). No obstante, para avanzar en la implementación de la AHSE 2036, las ciudades deben ajustar más sus acciones a las disposiciones nacionales y desarrollar proyectos con proyección de futuro para mejorar así su acceso al financiamiento climático.

Objetivo
Las instituciones gubernamentales nacionales y locales implementan de forma mensurable la AHSE 2036 y las contribuciones a la protección del clima relevantes para las ciudades.

Procedimiento
El proyecto apoya al Gobierno nacional y a las administraciones locales con el fin de que mejoren su acceso al financiamiento climático. Además, seis ciudades piloto reciben apoyo para planificar medidas para un desarrollo urbano respetuoso con el clima y socialmente justo, así como obtener financiamiento climático con mayor facilidad. Asimismo, el proyecto contribuye, mediante un sistema de medición, a registrar los avances en la implementación de la AHSE 2036 y los objetivos nacionales de protección del clima.

El proyecto trabaja en tres áreas:

- Fomenta la cooperación entre ciudades en lo referente a la política nacional de desarrollo urbano y moviliza fondos de financiamiento climático orientados a la recuperación económica (Green Recovery).
- Asesora a las ciudades de Ambato, Cuenca, Lago Agrio, Latacunga, Loja y Portoviejo en lo que respecta a la elaboración de proyectos locales de inversión y al financiamiento y la implementación de medidas.
- El intercambio de conocimiento a través de eventos entre las ciudades y los actores locales y nacionales amplía la conciencia sobre el desarrollo urbano socialmente justo y la protección del clima.
