Ausgangssituation
Bildung ist ein Menschenrecht und Hebel für nachhaltige Entwicklung. Eine gut ausgebildete Bevölkerung stärkt Armutsbekämpfung, wirtschaftliches Wachstum und gesellschaftliche Entwicklung. Bildung fördert Gleichstellung und soziale und wirtschaftliche Teilhabe. Trotz Fortschritten bleibt der Zugang zu guter Bildung eine Herausforderung. Über multilaterale Beiträge und Partnerländern unterstützt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) die Umsetzung des internationalen Bildungszieles (SDG 4): „Für alle Menschen inklusive, chancengerechte und hochwertige Bildung sicherzustellen sowie Möglichkeiten zum lebenslangen Lernen fördern".
Das BMZ verfolgt dafür einen ganzheitlichen Ansatz von frühkindlicher, Primär-, Sekundar-, beruflicher und Hochschulbildung bis zur Erwachsenbildung sowie formaler und nonformaler Bildung.

Ziel
Das BMZ und die deutsche Entwicklungszusammenarbeit leisten einen Beitrag zum Bildungsziel der Agenda 2023.

Vorgehensweise
Das Sektorvorhaben (SV) berät das Bildungsreferat des BMZ bei der Umsetzung SDG 4. Es entwickelt Strategien und Methoden und unterstützt das BMZ dabei, innovative Bildungsthemen zu identifizieren. Zudem berät das Vorhaben Hochschul- und Wissenschaftsinstitutionen und baut eine Servicestelle des BMZ auf. Das SV erstellt Konzepte und Strategiepapiere und bringt diese in globalen Diskurse ein und stärkt den Austausch und Vernetzung des BMZ mit relevanten Akteuren.
Zentrale Umsetzungspartner sind Global Partnership for Education (GPE), Education Cannot Wait (ECW), Global Partnership for Gender Equality in the Digital Age (EQUALS), die Internationale Arbeitsorganisation (ILO), die Organisation der Vereinten Nationen für Bildung, Wissenschaft und Kultur (UNESCO) und die Deutsche UNESCO-Kommission, das Kinderhilfswerk der Vereinten Nationen (UNICEF), die Europäische Kommission und staatliche Geber. Schwerpunkte sind Flucht und Kriesen, Geschlechtergerechtigkeit, Digitalisierung und Umwelt.
 

Education is a human right and a key driver of sustainable development. A well-educated population supports poverty reduction, economic growth and social development. Education promotes gender equality and enables social and economic participation. Despite progress, access to quality education remains a challenge.
Through multilateral contributions and in partner countries, the Federal Ministry for Economic Cooperation and Development (BMZ) supports the implementation of the international education goal (SDG 4): "Ensure inclusive, equitable and quality education for all and promote lifelong learning opportunities for everyone."
The BMZ pursues a comprehensive approach covering early childhood, primary, secondary, vocational and higher education, as well as adult education and formal and non-formal learning.

Objective
The BMZ and German development coorperation contribute to achieving the education goal of the 2030 Agenda.

Approach
The Sector Programme (SV) advises the BMZ’s education division on implementing SDG 4. It develops strategies and methods and supports the BMZ in identifying innovative education topics. The programme also advises higher education and research institutions and is establishing a BMZ service unit.
The SV prepares concepts and strategy papers, feeds them into global discussion and strengthens the BMZ’s exchange and networking with relevant stakeholders.
Key implementation partners include the Global Partnership for Education (GPE), Education Cannot Wait (ECW), the Global Partnership for Gender Equality in the Digital Age (EQUALS), the International Labour Organization (ILO), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the German UNESCO Commission, the United Nations Children’s Fund (UNICEF), the European Commission and bilateral donors.
Priority areas include displacement and crises, gender equality, digitalisation and the environment
