Ausgangssituation
Seit mehreren Jahren stehen eine sichere nationale Energieversorgung sowie die Positionierung des Landes als regionaler Energie-Hub im Fokus der Energiepolitik Ägyptens. Umfassende Maßnahmen, Reformen und internationale Kooperationen zielen darauf ab, die Integration von erneuerbaren Energien und die Energieeffizienz zu steigern sowie den Aufbau einer Marktwirtschaft für die Herstellung, Nutzung und den Export von grünem Wasserstoff zu unterstützen.
In der Vergangenheit hat Ägypten mehrere Strategien verabschiedet, um alle rechtlichen, institutionellen und finanziellen Anstrengungen des Landes auf die Förderung eines nachhaltigen Wirtschaftswachstums und einer emissionsarmen Entwicklung auszurichten: Egypt Vision 2030, Integrated Sustainable Energy Strategy (ISES) 2035, National Climate Change Strategy (NCCS) 2050 und die National Strategy for Low-Carbon Hydrogen.
Ägyptens Engagement zum Klimaschutz spiegelt sich unter anderem in Initiativen wie der National Water, Food, and Energy Security (NWFE) Plattform sowie durch seine Verpflichtungen im Rahmen der Klimarahmenkonvention der Vereinten Nationen wider.
Ziel
Die institutionellen und technischen Kapazitäten relevanter Akteure für die Minderung der Treibhausgasemissionen des ägyptischen Stromsektors sind gestärkt.
Vorgehensweise
Seit 2008 schafft das Vorhaben eine Koordinierungsplattform zwischen Ägypten und Deutschland zur Förderung von umweltfreundlichen Energiepraktiken mit Fokus auf die Reduktion von Treibhausgasemissionen im Energiesektor.
Dabei zielt das Vorhaben darauf ab, die Partnerinstitutionen durch einen Mehrebenansatz zu stärken:
• Aufbau von Wissen und Fähigkeiten der Mitarbeiter*innen in Partnerinstitutionen.
• Förderung von Partnerorganisationen: gezielte Beratung zu prozessualen, organisatorischen und technischen Fragen.
• Unterstützung nationaler Richtlinien: Politikberatung zur Entwicklung und Umsetzung der nationalen Strategien im Energiesektor.

Context
Over the last decade, Egypt has prioritised national energy security and positioned itself as a regional energy hub. This focus involves both domestic initiatives and international collaborations to expand renewable energy sources, improve energy efficiency, and invest in green hydrogen technologies.
Egypt has outlined several strategies, including the Egypt Vision 2030, the Integrated Sustainable Energy Strategy 2035, the National Climate Change Strategy 2050, and the National Low Carbon Hydrogen Strategy. These frameworks guide the country's legal, institutional, and financial efforts towards sustainable economic growth and low-emission development.
Objective
Improved institutional and technical capabilities within the Ministry of Electricity and Renewable Energy (MoERE) and its affiliated entities have successfully reduced greenhouse gas (GHG) emissions and production costs in the electricity system of Egypt.
Approach
Since 2008, the project has facilitated policy coordination and sustainable energy practices to foster collaboration between Egypt and Germany to promote low emission development within the electricity industry.
It focuses on enhancing its partner institutions through a multi-layered, demand-driven approach:
• Empowering individuals within partner institutions: Developing and refining technical, planning, and management skills.
• Promoting partner organisations: Supporting procedural, organisational and technical frameworks.
• Assisting national policies: Providing policy support and aiding in strategy implementation.
