Ausgangssituation
Mit etwa 102 Millionen Einwohner*innen ist Ägypten das am dichtesten besiedelte Land des Mittleren Ostens und eines der bevölkerungsreichsten Länder in Afrika. Das Land erzeugt 100 Millionen Tonnen Abfall im Jahr (20,7 Millionen Tonnen davon sind kommunaler Abfall). Die Entsorgungsrate beträgt in Städten 40 bis 85 Prozent und im ländlichen Raum 0 bis 35 Prozent.
Die Regierung des Landes hat neben anderen diesem Thema durch das Gesetz zur Abfallwirtschaft (202/2020) klar politische Priorität gegeben. Reformen sollen eine klimaverträgliche Abfallwirtschaft schaffen und den Übergang zu einer Kreislaufwirtschaft einleiten. Um Strategien in den einzelnen Wirtschaftszweigen zu entwickeln, wurde die Aufsichtsbehörde für die Abfallwirtschaft (Waste Management Regulatory Authority, WMRA) ins Leben gerufen. Ein Großteil der Strategien ist bereits etabliert, allerdings braucht es für eine erfolgreiche Umsetzung noch institutionelle und personelle Kompetenzen. Gleichermaßen fehlen kohärente gesetzliche Vorschriften, die grüne privatwirtschaftliche Investitionen fördern.
Ziel
Staatliche Einrichtungen, Unternehmen der Privatwirtschaft und NGOs setzen sich stärker für die Förderung eines klimafreundlichen Umgangs mit Abfall und für eine Kreislaufwirtschaft in Ägypten ein.
Vorgehensweise
Das Projekt geht mit seinem Ansatz auf unterschiedlichen Ebenen vor, indem es:
Auf der Makroebene
- die relevanten Regierungseinrichtungen bei der institutionellen Entwicklung und Umsetzung ihrer Strategien unterstützt,
- den Übergang von einer linearen, ressourcenintensiven und klimaschädlichen Wirtschaft hin zur Kreislaufwirtschaft unterstützt,
- die Klimaaspekte dieser Maßnahmen berücksichtigt, um Klimaschutz- und Anpassungspotenziale wirksam einzusetzen und Klimawandelthemen in die Zielsetzungen der unterschiedlichen Wirkungszweige einzubringen.
Auf der Mesoebene
- die zuständigen Angestellten der unterschiedlichen Regierungseinrichtungen berät und weiterbildet, damit sie bei der Ausübung ihrer Aufgaben und Vollmachten auf die dargelegten Ziele hinarbeiten,
- grüne Unternehmer*innen und zivilgesellschaftliche Einrichtungen dazu befähigt, klimaverträgliche Initiativen für die Schaffung einer Kreislaufwirtschaft umzusetzen.

Context
With approximately 102 million inhabitants, Egypt is the most densely populated country in the Middle East and one of the highest populated countries in Africa. It generates 100 million tonnes of waste per year (including 20.7 million tonnes of municipal waste). However, the level of waste collection varies between 40 to 85 per cent in urban areas and 0–35 per cent in rural areas. The government has clearly positioned this issue as a political priority, among other things by passing the waste management law (202/2020). Its reform process aims at establishing a climate-sensitive waste management system and transforming to a circular economy. The Waste Management Regulatory Authority (WMRA) has been set up to implement sectoral strategies and most of the relevant strategies are already in place. However, there is still a certain lack of institutional and personnel capabilities for successful implementation, as well as a lack of coherent regulations to stimulate "green" private sector investment.
Objective
State institutions, private companies and non-governmental organisations have stepped up their efforts to promote a climate-friendly waste management and circular economy in Egypt.
Approach
The project follows a multi-level approach, which proceeds as follows:
At macro level
- assisting the relevant government bodies in the institutional development and implementation of their strategies,
- working to transform from a linear, resource and climate-intensive economy into a circular one,
- taking into account the climate aspect of these measures to leverage mitigation and adaption potential and mainstream climate-change aspects into sector policies.
At meso level
- counselling and training the relevant government employees to perform their mandate and tasks in a manner targeted towards the stated reform goals,
- enabling green entrepreneurs and civil society organisations to implement climate-sensitive circular economy initiatives.
