Project description (DE)

Ausgangssituation:
Der jordanische Staat sieht sich mit einer Reihe von grundlegenden Problemen konfrontiert: Krisen in den Nachbarländern, eine große Arbeitslosigkeit und hohe Schulden, die den Handlungsspielraum der Regierung einschränken.
Dadurch entsteht gesellschaftlicher Druck auf den Staat, Reformen für stärkere Bürger*innenbeteiligung und bessere Dienstleistungen voranzutreiben. Verbesserungsbedarf besteht bei der Qualität der Dienstleistungen, bei faktenbasierter und bedarfsorientierter Gesetzgebung sowie bei der Personalauswahl und Karriereentwicklung im öffentlichen Dienst.
Die jordanische Regierung hat sich zu mehr Transparenz und Beteiligung im Regierungshandeln verpflichtet. Die internationale Gemeinschaft unterstützt das Land dabei, umfassende wirtschaftliche und politische Reformen umzusetzen.

Ziel:
Das Handeln der jordanischen öffentlichen Verwaltung ist stärker an den Bedarfen der Bevölkerung ausgerichtet.

Vorgehensweise:
Das Projekt unterstützt die jordanische Regierung erstens dabei, eine übergeordnete Strategie zur ‎Reform der öffentlichen Verwaltung zu erstellen und zu verwirklichen. Dazu berät es das ‎Premierministeramt, baut Kompetenzen in der öffentlichen Verwaltung aus und fördert ‎Einzelmaßnahmen, um die Reformstrategie umzusetzen.‎
Zweitens fördert das Projekt staatliche Regulierung, die auf wissenschaftlichen Erkenntnissen und ‎den Bedarfen der Bevölkerung basiert. Dafür trainiert es Beschäftigte des öffentlichen Dienstes, ‎Politik- und Regulationsfolgen besser abzuschätzen. Zudem vernetzt es externe Fachorganisationen.‎
Drittens führt das Projekt Personalverwaltungsverfahren im öffentlichen Dienst ein, die auf ‎Kompetenz basieren. Hierzu berät es die öffentliche Verwaltung, kompetenzbasierte Stellenprofile zu ‎formulieren, und bietet Fortbildungen dazu an.‎
Viertens unterstützt das Projekt das Dienstleistungsangebot der öffentlichen Verwaltung besser an ‎die Bedarfe der Bevölkerung anzupassen. Dazu bietet es Trainingsangebote für Mitarbeiter*innen ‎von Bürger*innenbüros an, fördert die Modernisierung von Dienstleistungen und liefert ein Konzept ‎zur Qualitätssicherung von elektronischen Dienstleistungen.‎ 

 

Project description (EN)

Context:
The Jordanian Government is facing a series of fundamental problems – crises in neighbouring countries, widespread unemployment and high levels of debt – which are restricting the Government’s scope for action.
This situation is driving societal pressure on the state to push forward with reforms to increase public participation and improve services. The quality of services, fact-based and needs-based legislation and staff recruitment and career development in public service all require improvement.
The Jordanian Government has committed itself to boosting transparency and participation in government activities. The international community is helping the country to implement comprehensive economic and political reforms.

Objective:
The actions of the Jordanian public administration are focused more closely on the needs of the population.

Approach:
Firstly, the project is supporting the Jordanian Government with preparing and realising an ‎overarching strategy for reforming public administration. To achieve this, it is advising the Prime ‎Ministry, building public administration capacities and assisting with individual measures to ‎implement the reform strategy.‎
Secondly, the project is promoting state regulation based on academic research findings and the ‎needs of the population. For this purpose, it is training employees in public service to better assess ‎the consequences of policies and regulations. It is also connecting external specialist organisations.‎
Thirdly, the project is introducing HR management processes in public service that are based on ‎expertise by advising public administration on formulating skills-based job profiles and offering ‎training on this subject.‎
Fourthly, the project is supporting the public administration to improve the provision of services to ‎citizens. Therefore, it is training employees of Comprehensive Service Centres, modernizing ‎administrative services and providing a concept to review quality standards of e-government ‎services.‎
