Ausgangssituation

Im Herbst 2015 haben alle Mitgliedsstaaten der Vereinten Nationen die „Agenda 2030 für nachhaltige Entwicklung" unterzeichnet. Darin enthalten sind 17 Ziele für eine nachhaltige wirtschaftliche, soziale und ökologische Entwicklung („Sustainable Development Goals" – SDGs).

Die SDGs stehen im Mittelpunkt der deutschen Entwicklungszusammenarbeit (EZ) und geben die Inhalte der Aktivitäten vor. Um die 17 Ziele zu erfüllen, ist die Entwicklungszusammenarbeit auf die Mittel und das Engagement der deutschen, europäischen, internationalen und lokalen Wirtschaft angewiesen. Nur so wird die Grundlage für ein sozial gerechtes und ökologisch nachhaltiges Wachstum geschaffen, das zu mehr Beschäftigung und weniger Armut beiträgt.

Ziel

Öffentliche und private Partner*innen arbeiten enger zusammen, um die SDGs der Agenda 2030 zu erreichen.

Vorgehensweise

Das Sektorvorhaben unterstützt privatwirtschaftliches Engagement, indem es das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) bei der Themenentwicklung berät, Netzwerke und Projekte mit aufbaut und Innovationen und Produkte entwickelt. Verschiedene Komponenten des Projekts fördern zusammen mit der Wirtschaft, dem BMZ und anderen Organisationen öffentliche und private Akteur*innen:
—Die „BMZ-Beratung" unterstützt das BMZ bei der Kooperation mit der deutschen und europäischen Wirtschaft: Das Team leistet fachliche Beratung sowohl zur konkreten Umsetzung als auch zur strategischen Ausrichtung und Weiterentwicklung des Themengebiets „Zusammenarbeit mit der Wirtschaft".
—Die „Produktentwicklung" schafft innovative Ansätze für die Zusammenarbeit mit Unternehmen. Ein Beispiel dafür ist die digitale Plattform leverist.de. Unternehmen finden hier Geschäftsmöglichkeiten in Entwicklungs- und Schwellenländern, die zu einer langfristigen Entwicklung beitragen. Über die Plattform können Unternehmen Kontakt mit Expert*innen der EZ vor Ort aufnehmen und gemeinsam Kooperationen anstoßen.
—Das Themenfeld „Nachhaltige Entwicklung durch Tourismus" hat das Ziel, Tourismus in der EZ zu verankern. Hierzu werden Veranstaltungen organisiert und das BMZ sowie die Auslandsprojekte der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH aus dem Bereich Tourismus erhalten fachliche Beratung. Das Tourismus-Team des Vorhabens entwickelt darüber hinaus Angebote und Handreichungen wie zum Beispiel digitale Trainings im Bereich Tourismus. Außerdem wird durch den Branchendialog „Tourismus für nachhaltige Entwicklung" die Zusammenarbeit mit der Tourismuswirtschaft und das gemeinsame Engagement der Branche zur Erfüllung der SDGs gefördert.
—Die „Strategische Partnerschaft Technologie in Afrika (SPTA)" ist ein Netzwerk der deutschen EZ und rund 200 europäischer Unternehmen. Ziel ist die Entwicklung öffentlich-privater Kooperationsprojekte zu Technologie und Innovation in Afrika. Die Partner*innen arbeiten in Expertengruppen thematisch zu Bildung, Energie, Gesundheit, E-Governance, Landwirtschaft und Mobilität. Angestoßen wurde das Netzwerk von Günter Nooke, dem Persönlichen Afrikabeauftragten der Bundeskanzlerin im BMZ.
—Das „lab of tomorrow" (lot) bringt nachhaltige unternehmerische Lösungen für konkrete Bedarfe in Entwicklungs- und Schwellenländern hervor. In den lot-Prozessen entwickeln interdisziplinäre Teams innovative Geschäftsmodelle für konkrete Herausforderungen, wie beispielsweise die Reduzierung von Plastikmüll in Thailand. In den Teams arbeiten Unternehmen, Expert*innen und Akteur*innen aus Politik und Zivilgesellschaft aus Europa und den Zielländern zusammen und leisten mit ihren Ideen langfristig einen Beitrag zur lokalen Wirtschaft und Gesellschaft und der Umsetzung der SDGs.
—Die „Unternehmensallianz Energie" wird aus dem Sektorvorhaben heraus koordiniert. Sie besteht aus Unternehmen und Verbänden aus der Wertschöpfungskette „grüner Wasserstoff und PtX-Produkte" – von der Energiegewinnung bis zum Anlagenbau. Das BMZ hat die Allianz 2019 ins Leben gerufen, um die Technologien und Kompetenzen der Wirtschaft frühzeitig in seine Planungen einzubinden. Grüner Wasserstoff, aus dem klimaneutrale synthetische Kraftstoffe gewonnen werden können, bietet eine große Chance für die Partnerländer der deutschen EZ. – beispielsweise durch zusätzliche qualifizierte Arbeitsplätze, höhere Exporteinnahmen sowie eine Verbesserung der lokalen Energieversorgung.

 

Context

In the second half of 2015, all United Nations member states signed the 2030 Agenda for Sustainable Development. It contains 17 goals for sustainable economic, social and ecological development (known as the Sustainable Development Goals, or SDGs).

The SDGs are at the heart of German development cooperation work and determine the content of its activities. To achieve the 17 goals, development cooperation relies on funding and commitment from the German, European, international and local private sector. Only in this way can we lay the foundations for socially equitable and environmentally sustainable growth that helps to increase employment and reduce poverty.

Objective

Partners from the public and private sector cooperate more closely in order to achieve the 2030 Agenda’s SDGs.

Approach

The sector project supports private sector participation by advising the German Federal Ministry for Economic Cooperation and Development (BMZ) on devising topics, helping set up networks and projects, and developing innovations and products. Together with the private sector, BMZ and other organisations, various components of the project promote public and private stakeholders:
—BMZ Advisory Services supports BMZ in its cooperation with the German and European private sector. The team provides expert advice on specific implementation and on the strategic orientation and further development of the Private Sector Cooperation topic.
—Product Development devises innovative approaches for cooperation with companies. One example is the leverist.de digital platform. It informs companies about business opportunities in developing countries and emerging economies that contribute towards sustainable development. Via the platform, companies can contact local development cooperation experts and initiate cooperation arrangements.
—"Sustainable Development through Tourism" aims to mainstream tourism in development cooperation. This is achieved, for instance, by organising events and providing specialist advice to BMZ and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH projects outside Germany in the field of tourism. In addition, the project's tourism team develops services and draws up handouts on subjects such as digital training in the field of tourism. Furthermore, the sector dialogue on tourism for sustainable development promotes cooperation with the tourism industry and the sector’s collective engagement towards fulfilling the SDGs.
—The Strategic Partnership Technology in Africa (SPTA) is a network connecting German development cooperation and around 200 European companies. Its aim is to develop public-private cooperation projects relating to digitalisation and innovation in Africa. The partners work in thematic expert groups on education, energy, health care, e-governance, agriculture and mobility. The network was initiated by Günter Nooke, the German Federal Chancellor's Personal Representative for Africa in BMZ.
—The lab of tomorrow (lot) encourages an entrepreneurial spirit in order to address specific challenges in developing countries and emerging economies. In the lot processes, interdisciplinary teams develop innovative business models to address specific challenges, such as reducing plastic waste in Thailand. In the teams, companies, experts and stakeholders in the fields of policy-making and civil society from Europe and the target countries work together and contribute sustainably with their ideas to the local economy and society, and to implementing the SDGs.
—The Corporate Energy Alliance is coordinated from within the sector project. It comprises companies and associations from the green hydrogen and PtX products value chain – from generating energy to constructing facilities. BMZ launched the alliance in 2019 in order to integrate industrial technologies and skills into its planning at an early stage. Green hydrogen, which can be used to produce climate-neutral synthetic fuels, presents a great opportunity for German development cooperation’s partner countries for example, in terms of additional skilled jobs, higher export revenues and improved local energy supply.
