Seit über 50 Jahren ist die Landverteilung ein zentraler Konfliktgegenstand und wird als einer der Ursprünge der andauernden gewaltsamen Auseinandersetzungen in Kolumbien betrachtet. Das Friedensabkommen zwischen Regierung und der ehemaligen Guerillaorganisation FARC sieht die Umsetzung einer Landreform vor. Voraussetzung für eine Landreform ist eine eindeutige Klärung der Eigentums- und Beschaffenheitsverhältnisse des Landes. Daher sollen diese in einem sogenannten Multizweckkataster erfasst werden. Dieser Prozess der Erfassung von Eigentumsverhältnissen des Landes soll mit Bürgerbeteiligung erfolgen. Die Partizipation der Bevölkerung an politischen Entscheidungsprozessen ist in Kolumbien jedoch nur gering ausgeprägt. Lokalen und nationalen Umsetzungsorganisationen mangelt es hierzu an Erfahrung und Kapazitäten, unterschiedliche partizipative Methoden gemeinsam mit der Zielbevölkerung zu entwickeln und anzuwenden. Das TZ-Vorhaben zielt daher darauf ab, die Voraussetzungen für eine aktive Beteiligung lokaler Gemeinschaften bei der Umsetzung des Multizweckkatasters zu verbessern. Dies soll mit Schulungen der Umsetzungsorganisationen zu Methoden der Kontextanalyse und Bürgerbeteiligung stattfinden. Gleichzeitig soll für Vernetzung zwischen den Umsetzungsorganisationen gesorgt und Gute Praktiken ausgetauscht werden. Eine verbesserte Beteiligung soll das Konfliktpotenzial senken und den Frieden langfristig absichern. Darüber hinaus ergänzt das Projekt das Darlehen der Weltbank zur Implementierung des Multizweckkatasters (100 Millionen US-Dollar). 

Context: The 2016 peace agreement between the government and the FARC foresees the implementation of land reform. This is intended to improve the living and working conditions of the rural population and to return stolen land. In particular, farmers, their communities and the various ethnic groups are affected. A prerequisite for land reform is a clarification of the ownership and composition of the territory. Therefore, these are to be recorded in a so-called multi-purpose cadaster. This process of recording ownership of the land is intended to take place with citizen participation. However, the participation of the population in political decision-making processes in Colombia is only slightly pronounced.
Objective: The project aims to improve the conditions for the active participation of local communities in the implementation of the multi-purpose cadaster. Improved participation is intended to reduce the potential for conflict and secure peace in the long term.
Approach: The multi-purpose cadaster shall be drawn up together with the local population. To this end, the implementation organizations are to be enabled to use instruments of citizen participation. The implementation organizations of the multipurpose cadaster are enabled by means of a set of instruments for conflict-sensitive context analysis to improve the conditions for the active participation of the local population.
 

Contexto: El Acuerdo Final de Paz entre las Fuerzas Armadas Revolucionarias de Colombia (FARC-EP) y el Estado Colombano considera la implementación de una reforma rural integral que busca contribuir a la transformación estructural del mundo rural colombiano, cerrando las brechas entre el campo y la ciudad y creando condiciones de bienestar y buen vivir para la población. Dicha reforma incluye la implementación del Catastro Multipropósito (CM) en las zonas más afectadas por el conflicto armado. Un eje central de la política de CM es la participación social. Sin embargo, un bajo nivel de confianza en las instituciones estatales y el tejido social fracturado por décadas de violencias han evidenciado un escenario retador al respecto.
Objetivo: mejorar las condiciones para la participación de las comunidades en la implementación del Catastro Multipropósito.
Enfoque: i) Desarrollo de capacidades para una mejor análisis de contexto; ii) Puesta en marcha de un piloto para la promoción de la participación en el Catastro Multipropósito implementado en un municipio seleccionado junto con las autoridades y la población local; iii) Apoyamos a nuestras contrapartes en el desarrollo de productos de conocimiento (e.j. materiales de aprendizaje, módulos de capacitación, sistematizaciones) en formatos digitales; iv) Apoyamos al Banco Mundial en su esfuerzo de fortalecer las capacidades comunitarias e institucionales para participar en la implementación del Catastro Multipropósito.
