Ausgangssituation:
Die fortgeschrittene Regionalisierung in Marokko ist eine neue territoriale Architektur, die eine Modernisierung und Demokratisierung der öffentlichen Verwaltung auf der Ebene der Gebietskörperschaften anstrebt und damit eine nachhaltige wirtschaftliche und soziale Entwicklung in den Regionen unterstützt.
Der neue Verfassungs- und Rechtsrahmen hat die Rolle der Regionen konsolidiert. Er klärt und spezifiziert ihre Aufgaben, sorgt für eine starke Verwaltung der Region, legt einen Mechanismus für die Durchführung regionaler Projekte fest und verbessert die Finanzlage der Region durch steuerliche Mittel und Zuweisungen aus dem Staatshaushalt. Zudem wird die Rolle der Bürger*innen und der Zivilgesellschaft, vor allem der Frauen und der Jugend, durch partizipative Mechanismen für den Dialog, die Konsultation und das Recht, Petitionen einzureichen, gefestigt.

Ziel:
Der Prozess der Regionalisierung wird in drei Pilotregionen Marokkos unterstützt.

Vorgehensweise:
Im Mittelpunkt des Vorhabens stehen vier Handlungsfelder. Um die fortgeschrittene Regionalisierung zu unterstützen, Reformen durchzuführen und fachliche Beratung für drei Pilotregionen zu leisten, soll das Vorhaben

• den Zugang zu regionalen Daten sicherstellen und gewählte Mitglieder und Verwaltungspersonal bei der Analyse und dem Management von Daten im Zusammenhang mit der regionalen Entwicklung unterstützen;
• ein standardisiertes und strukturiertes Verfahren für die Entwicklung und Evaluierung regionaler Projekte in Zusammenarbeit mit regionalen Entwicklungsorganisationen schaffen;
• die Beteiligung und Zusammenarbeit von Regionalverwaltungen und Regionalräten bei einer bedarfsorientierten Regionalplanung unter Berücksichtigung der Geschlechtergleichstellung fördern;
• mit einem digitalen Zeitplan, einer Austauschplattform und Aktivitäten wie der Dokumentation bewährter Verfahren und der Moderation von Veranstaltungen zum Wissensaustausch die Koordination zahlreicher Akteure in der Regionalplanung erleichtern.
 

Context:
Advanced regionalisation in Morocco is a new territorial architecture that aims to modernise and democratise public administration at the level of local authorities, thereby supporting sustainable economic and social developments in the regions.
The new constitutional and legal framework has consolidated the role of regions. It clarifies and specifies their missions, provides strong administration for the region, establishes a mechanism for implementation of regional projects and enhances regional financial resources through fiscal resources and allocations from the state budget. Additionally, it reinforces the role of citizens and civil society, especially women and youth, through participatory mechanisms for dialogue, consultation and the right to submit petitions.

Objective:
The process of regionalisation is supported in three pilot regions in Morocco.

Approach:
The project revolves around four areas of intervention. It aims to support the implementation of advanced regionalisation, carry out reforms and provide technical assistance to three pilot regions by:
• providing access to regional data and support to elected members and administrative staff in the analysis and management of data related to regional development.
• creating a standardised and structured process for the development and evaluation of regional projects in cooperation with regional development organisations.
• promoting the participation and cooperation of regional administrations and regional councils in needs-oriented regional planning, taking into account gender equality.
• facilitating multi-actor coordination in regional planning with a digital schedule, an exchange platform and activities like documenting best practices and facilitating events for knowledge exchange.
