Project description (DE)

Ausgangssituation
Mit seiner Gesundheitsstrategie 2019-2030 „Healthy Person - Prosperous Country" will Kirgisistan eine flächendeckende Gesundheitsversorgung entwickeln, die Erbringung von Gesundheitsdienstleistungen verbessern und die Qualität der medizinischen Grundversorgung erhöhen. Obwohl das Land bei der Verwirklichung der Ziele für nachhaltige Entwicklung im Gesundheitswesen Erfolge erzielt hat, gibt es immer noch Probleme bei der Gewährleistung der medizinischen Grundversorgung. Mehr als 50 Prozent aller Todesfälle im Land gehen auf Herz-Kreislauf-Erkrankungen zurück. Die Müttersterblichkeit liegt derzeit bei 60 pro 100.000 Lebendgeburten. Damit weist Kirgisistan die höchsten Zahlen in der gesamten Euro-Region der Weltgesundheitsorganisation auf. Die COVID-19-Pandemie hat die Schwächen des Gesundheitssystems deutlich zu Tage treten lassen und gezeigt, wie wichtig die medizinische Grundversorgung für die Pandemievorsorge ist.

Ziel
Die Qualität der medizinischen Grundversorgung ist verbessert, wobei der Schwerpunkt auf der Mutter-und-Kind-Gesundheit liegt.

Vorgehensweise
Kirgisistan ist seit den 1990er Jahren ein Partnerland der deutschen Entwicklungszusammenarbeit. Das Projektteam unterstützt das kirgisische Gesundheitsministerium bei der Entwicklung eines integrierten Modells für die medizinische Grundversorgung. Dazu gehört die Neugestaltung der hausärztlichen Versorgung durch die Einführung eines integrierten, multidisziplinären, teambasierten Versorgungskonzepts und die Verbesserung des Qualitätsmanagementsystems. Die Einführung von digitalen Lösungen für Gesundheitsanwendungen wird ebenfalls unterstützt.
Das Projekt steht im Einklang mit der Nationalen Entwicklungsstrategie 2018-2040 und der Nationalen Gesundheitsstrategie 2019-2030. Es trägt dazu bei, bleibende Ergebnisse zu erzielen, indem es die Müttersterblichkeit sowie die Sterblichkeitsrate von Neugeborenen und Kindern unter fünf Jahren senkt und auf eine flächendeckende Gesundheitsversorgung hinarbeitet.

Context
Kyrgyzstan’s health- strategy Healthy person – Prosperous Country (2019-30) aims to pursue universal health coverage, improve health service delivery and improve the quality of primary health care (PHC) services. While the country has had success in working on health-related Sustainable Development Goals (SDG), there are still problems with PHC service delivery. Cardiovascular disease accounts for more than 50 per cent of all deaths in Kyrgyzstan, while maternal mortality is 60 per 100,000 live births. These figures are the highest across the WHO Euro region. The COVID-19 pandemic has further exposed weaknesses in the system and underlined the importance of PHC for pandemic management.

Objective
The quality of primary health care services is improved, with a particular focus on mother and child health.

Approach
Kyrgyzstan has been a partner country for German development cooperation since the 1990s. The project team supports the Ministry of Health in creating an integrated model for PHC. This includes the redesign of family medicine services by introducing an integrated, multidisciplinary team based approach to care and strengthening the quality management system. Implementation of digital health solutions will also be supported.
The project works in line with the National Development Strategy 2018-2040 and the National Health Strategy 2019-2030. It contributes to sustainable development by reducing maternal mortality, reducing neonatal and under 5 mortality and working toward UHC.
