Ausgangssituation
Das kamerunische Gesundheitssystem steht vor zahlreichen Herausforderungen. So haben Frauen, Kinder und besonders schutzbedürftige Menschen nur erschwert Zugang zu Gesundheitsleistungen. Dies trifft in besonderer Weise auf die reproduktive Gesundheit und psychosoziale Unterstützung zu. Hinzukommt, dass es in Kamerun seit 2018 eine wachsende Zahl an Binnenvertriebenen gibt, die vor den Konflikten in der Region Nordwest und Südwest fliehen. Darüber hinaus hat die Covid-19-Pandemie neue Herausforderungen mit sich gebracht, bei denen es darum geht, die Datenerhebung und -analyse zu verbessern sowie die grundlegenden staatlichen Leistungen aufrechtzuerhalten.

Ziel
Die Erbringung von qualitativ hochwertigen Gesundheitsleistungen, einschließlich der sexuellen und reproduktiven Gesundheit, hat sich für alle Bevölkerungsgruppen in Kamerun verbessert. Dies betrifft auch Binnenvertriebene und Bedürftige.

Vorgehensweise
Das Projekt arbeitet mit dem kamerunischen Gesundheitsministerium und anderen relevanten Akteuren zusammen, um die Qualität von Gesundheitsleistungen für die Bevölkerung zu verbessern. Hierzu gehören auch Binnenvertriebene und verarmte Menschen.

Die wichtigsten Aktivitäten des Vorhabens zielen darauf ab:
- Den Zugang zu qualitativ hochwertiger sexueller und reproduktiver Gesundheit und die Fähigkeiten zur Qualitätssicherung von Mitarbeiter*innen im Gesundheitsbereich zu verbessern.
- Gesundheit auf kommunaler Ebene zu fördern.
- Die Digitalisierung voranzubringen und datenbasierte Prozesse zur Entscheidungsfindung zu fördern.
- Für Binnenvertriebene und bedürftige Menschen mit Unterstützung von GOPA/Health Focus Consortium psychosoziale Unterstützung zur Verfügung stellen.
- Das Gesundheitsministerium, zusammen mit der lokalen NGO dabei zu unterstützen, in Gefängnissen ein Servicepaket zur Verfügung zu stellen.
- Die internationale Nichtregierungsorganisation CARE bei der Umsetzung eines menschenrechtsbasierten Ansatzes zur Förderung der Gesundheit für alle zu unterstützen. 

Context
Cameroon’s health system faces many challenges. Women, children and vulnerable people have difficulties accessing health services, in particular reproductive health and psychosocial support services. In addition, since 2018, Cameroon has been facing a growing number of internally displaced people (IDPs) fleeing conflict in the north-west and south-west regions. Moreover, the COVID-19 pandemic has brought new challenges related to managing the response and maintaining essential services.

Objective
The provision of quality health services, including sexual and reproductive health and psychosocial support to populations, including IDPs and the poor is improving in Cameroon.

Approach
The project collaborates with the Ministry of Health of Cameroon (MOH) and other relevant parties to improve the provision of quality health services for the population, including displaced and destitute people.

The main project activities aim to:

- Improve access to quality sexual and reproductive health and rights (SRHR) and family planning (FP) services by training health staff, providing equipment, making contraceptives available and introducing affordable standardised prices in health facilities.
- Improving the quality-management skills in healthcare staff by introducing modern quality concepts.
- Promoting health at community level by supporting the Regional Funds for Health Promotion (RFHP) in their activities.
- Advancing digitisation and supporting data-based decision making by supporting the MOH in implementing its National Strategic Plan for Digital Health (NDHSP) and improving the National Health Information System (NHIS)
- Providing psychosocial support to IDPs and the poor with the support of the GOPA/Health Focus consortium.
- Supporting the MOH, with a local NGO (JAPSSO), to provide a package of services in prisons to combat HIV/AIDS, malaria and tuberculosis.
- Supporting the international NGO CARE to implement a human rights-based approach to promote health for all. 

Situation initiale
Le système de santé camerounais est confronté à de nombreux défis. Ainsi, les femmes, les enfants et les personnes particulièrement vulnérables n'ont que difficilement accès aux prestations de santé. C'est particulièrement vrai pour la santé reproductive et le soutien psychosocial. À cela s'ajoute le fait que depuis 2018, le Cameroun compte un nombre croissant de personnes déplacées à l'intérieur du pays, qui fuient les conflits dans les régions du Nord-Ouest et du Sud-Ouest. En outre, la pandémie de Covid-19 a entraîné de nouveaux défis qui nécessitent d'améliorer la collecte et l'analyse des données et de maintenir les services publics de base.

Objectif
La prestation de services de santé de qualité, y compris la santé sexuelle et reproductive, s'est améliorée pour tous les groupes de population au Cameroun. Cela concerne également les personnes déplacées internes et les personnes dans le besoin.

Approche
Le projet collabore avec le ministère camerounais de la santé et d'autres acteurs concernés afin d'améliorer la qualité des services de santé pour la population. Cela inclut les personnes déplacées internes et les personnes appauvries.

Les principales activités du projet visent à :
- Améliorer l'accès à une santé sexuelle et reproductive de qualité et les capacités d'assurance qualité du personnel de santé.
- Promouvoir la santé au niveau communal.
- Faire progresser la numérisation et promouvoir les processus décisionnels basés sur les données.
- Fournir un soutien psychosocial aux personnes déplacées et aux personnes dans le besoin avec le soutien de GOPA/Health Focus Consortium.
- Aider le ministère de la Santé, en collaboration avec l'ONG locale, à fournir un ensemble de services dans les prisons.
- Soutenir l'ONG internationale CARE dans la mise en œuvre d'une approche basée sur les droits de l'homme pour promouvoir la santé pour tous.
