Ausgangssituation:
Mit 2.148 Kilometern Küstenlinie und zahlreichen noch erhaltenen Naturräumen verfügt Algerien über ein vielfältiges Naturerbe. Die zunehmende Ansiedlung von Städten, Industrien, Infrastrukturen und die Übernutzung bestimmter Ressourcen stören jedoch die Küstenökosysteme. Im Jahr 2015 verabschiedete Algerien eine Strategie für ein integriertes Küstenzonenmanagement 2020-2030, die darauf abzielt, die Umwelt und die Biodiversität an der Küste zu schützen und gleichzeitig eine umweltgerechte Nutzung zu gewährleisten. Das Projekt ist Teil dieser Strategie.

Ziel:
Die ökologischen, wirtschaftlichen und planerischen Bedingungen für ein integriertes Küstenzonenmanagement in Algerien sind verbessert.

Vorgehensweise:
Das Projekt hat in einem ersten Schritt die Nationale Strategie für Integriertes Küstenzonenmanagement 2020-2030 aktualisiert und einen budgetierten Aktionsplan entwickelt, der sich in der Umsetzung befindet. Darüber hinaus berät es die Partnerorganisationen zum Datenmanagement, zu geografischen Informationssystemen und zur Kommunikation.
Zudem fördert das Projekt die organisatorischen, unternehmerischen und technischen Fähigkeiten der Ressourcennutzer*innen, um Ökosystemdienstleistungen zu entwickeln. Dabei fördert es auch die Vermarktung durch Verträge mit der Privatwirtschaft.
Um die Verwaltung von Schutzgebieten zu verbessern, unterstützt das Projekt die Kompetenzen des Verwaltungspersonals sowie des Personals von zivilgesellschaftlichen Organisationen. Das Projekt berät Mitarbeitende dazu, wie sie methodische und technische Leitlinien für Managementpläne von Meeres- und Küstenschutzgebieten entwickeln können. So wurde Anfang September 2023 als Resultat der deutsch-algerischen Kooperation das Schutzgebiet der Monts de l’Edough ausgewiesen, das sowohl die Küste als auch das dahinterliegende Land unter Schutz stellt.
Ein weiterer Schwerpunkt des Projekts liegt darin, neue Küsten- und Meeresschutzgebiete zum Beispiel als Nationalparks auszuweisen und den Schutzstatus bestehender Schutzgebiete zu aktualisieren.
 

Initial Situation:
With a coastline measuring 2,148 kilometres and a multitude of unspoilt natural areas, Algeria has a diverse natural heritage. However, the increasing settlement of towns, industry, infrastructure, and the overexploitation of certain marine resources are disrupting coastal ecosystems. In 2015, Algeria adopted a strategy for integrated coastal zone management for 2020-2030 that aims to protect the environment and coastal biodiversity while ensuring environmentally sustainable use. The project is part of this strategy.

Goal:
The environmental, economic, and planning conditions for integrated coastal zone management in Algeria have improved.

Procedure:
In a first step, the project updated the National Strategy for Integrated Coastal Zone Management 2020-2030 and developed a budgeted action plan, which is now being implemented. It also advises the partner organisations on data management, geographical information systems and communication.
Furthermore, the project is strengthening the organisational, entrepreneurial, and technical skills of resource users for the development of ecosystem services. It also promotes marketing through contracts with the private sector.
To improve the management of protected areas, the project is developing the skills of administrative staff and staff at civil society organisations. The project advises staff on how to develop methodological and technical guidelines for management plans for marine and coastal protected areas. As a result of the Algerian-German cooperation, Monts de l'Edough was declared a protected area at the beginning of September 2023, with protection for the coast and the land behind it.
The project also focuses on identifying new coastal and marine protected areas, and classifying them as national parks, for example, and on updating the status of existing protected areas.
 

Situation de départ:
Avec ses 2148 kilomètres de côtes et ses nombreux espaces naturels encore préservés, l’Algérie possède un patrimoine naturel varié. Cependant, l’implantation croissante de villes, d’industries, d’infrastructures et la surexploitation de certaines ressources perturbent les écosystèmes côtiers. En 2015, l’Algérie a adopté la stratégie de gestion intégrée des zones côtières 2020-2030 qui vise à protéger l’environnement et la biodiversité côtière tout en garantissant une utilisation respectueuse de l’environnement. Le projet s’inscrit dans le cadre de cette stratégie.

Objectif:
Les conditions écologiques, économiques et de planification de la gestion intégrée des zones côtières en Algérie sont améliorées.

Procédure:
Dans un premier temps, le projet a mis à jour la stratégie nationale de gestion intégrée des zones côtières 2020-2030 et développé un plan d’action budgétisé qui est en cours de mise en œuvre. En outre, il conseille les organisations partenaires sur la gestion des données, les systèmes d’information géographique et la communication.
Par ailleurs, le projet promeut les capacités organisationnelles, entrepreneuriales et techniques des utilisateur·rice·s de ressources afin de développer les services écosystémiques. Ce faisant, il encourage également la commercialisation par le biais de contrats avec le secteur privé.
Afin d’améliorer la gestion des aires protégées, le projet soutient les compétences du personnel administratif ainsi que du personnel des organisations de la société civile. Le projet conseille les collaborateur·rice·s sur la manière de développer les lignes directrices méthodologiques et techniques pour les plans de gestion des aires marines et côtières protégées. Ainsi, début septembre 2023, la coopération germano-algérienne a abouti au classement de l’aire protégée des Monts de l’Edough comprenant à la fois la côte et l’intérieur des terres.
Un autre point fort du projet consiste à classer de nouvelles aires côtières et maritimes protégées, par exemple en parcs nationaux, et à actualiser le statut de protection des aires protégées existantes.
