Ausgangssituation
Bangladeschs Wirtschaft wächst schnell. Gleichzeitig zählt es zu den klimatisch anfälligsten Ländern der Welt. Um seine Auswirkungen auf den weltweiten Klimawandel zu verringern, hat sich Bangladesch beim Pariser Abkommen daher zu nationalen Klimazielen (Nationally Determined Contributions, NDCs) verpflichtet.
Die aktualisierten NDCs vom Jahr 2021 beinhalten Projekte zu erneuerbaren Energien und verbesserte Technologien für die Stromerzeugung.
Die effiziente Stromversorgung mit erneuerbaren Energien ist Voraussetzung für eine erfolgreiche Energiewende. Trotz ihres großen Potenzials spielen die Technologien jedoch bisher nur eine geringe Rolle beim geplanten Ausbau des Stromsystems.
Auf der Angebotsseite benötigen Staat und Wirtschaft eine abgestimmte Strategie, um erneuerbare Energien einzuführen. Auf der Nachfrageseite müssen Potenziale für Energieeffizienz besser identifiziert und Maßnahmen zur Energieeinsparung umgesetzt werden.
Ziel
Die Bedingungen für die Umsetzung einer „grünen" Energiewende in Bangladesch sind verbessert.
Vorgehensweise
Das Projekt zeigt Anwendungsfälle, Potenziale und Grenzen grüner Technologien auf. Dadurch will es ein förderliches politisches, regulatorisches und wirtschaftliches Umfeld schaffen und den Ausbau dieser Bereiche beschleunigen.
Hierfür entwickelt es den politischen und rechtlichen Rahmen im Energiewesen weiter und sensibilisiert politische Entscheidungsträger*innen für Aspekte der Energiewende.
Um die Entwicklung des Marktes voranzutreiben, unterstützt das Vorhaben die Zusammenarbeit zwischen staatlichen und privaten Institutionen im Energiewesen, zum Beispiel durch Dialogplattformen.
Zudem schafft es Voraussetzungen, um erneuerbare Energien- und Energieeffizienz-Technologien zu verbreiten, beispielsweise im Rahmen von Demonstrationen.

Context
Bangladesh has a rapidly growing economy. It is also one of the countries most vulnerable to climate change. To limit its impact on global climate change, Bangladesh committed to implement nationally determined contributions (NDCs) as part of the Paris Agreement.
The latest NDCs, published in 2021, include projects to develop renewable energies and optimise electricity generation technologies.
Supplying electricity efficiently using renewable energy sources is essential to ensuring a successful energy transition. Despite their great potential, new technologies have yet to play a significant role in plans to develop the country’s electricity system.
From a supply perspective, Bangladeshi state and economic actors must come to agreement on a common strategy for introducing renewable energies. From a demand standpoint, potential for energy efficiency needs to be identified more effectively and energy-saving measures implemented.
Objective
The conditions for bringing about a ‘green’ energy transition in Bangladesh have improved.
Approach
The project presents application scenarios, the potential and limits of eco-friendly technologies. In doing so, it aims to create a conducive political, regulatory and economic environment and accelerate the development of these fields.
This will be achieved by expanding the political and legal framework in the energy sector and by raising awareness among policy- and decision-makers on various aspects of the energy transition.
To stimulate development in the energy market, the project uses formats such as dialogue platforms to support cooperation between state and private sector institutions involved in the energy sector.
It also lays the foundations for facilitating the expansion of renewable energies and energy-efficient technologies, including in the context of demonstrations.
