Ausgangssituation
Die Wirtschaft Marokkos ist in den letzten Jahren kontinuierlich, aber insgesamt mäßig, gewachsen. Das trägt dazu bei, die Lebensbedingungen der marokkanischen Bevölkerung zu verbessern.

In Marokko herrscht jedoch weiterhin ein enormes Stadt-Land-Gefälle. Bisher haben vor allem die besser ausgebildeten Menschen in urbanen Gebieten von dieser Entwicklung profitiert. In ländlichen Gebieten gibt es dementgegen nach wie vor wenige berufliche Perspektiven. Hier sieht sich die Bevölkerung mit großen sozialen und finanziellen Problemen konfrontiert.
Die Arbeitslosigkeit liegt in der Gesamtbevölkerung nach offiziellen Angaben bei zehn Prozent. Bei Jugendlichen ist die Problematik noch gravierender: Fast ein Viertel der jungen Menschen geht keiner Beschäftigung nach. Insbesondere auf dem Land entstehen nicht genügend Arbeitsplätze, um Schul- und Studienabgänger*innen in ausreichendem Maße in die Berufswelt zu integrieren. Gleichzeitig fehlt es an Ausbildungsplätzen. Das gesellschaftliche Klima sowie die weitere positive Entwicklung des Landes sind gefährdet.
Die vorhandenen natürlichen Ressourcen bieten große Marktpotenziale für grüne Wirtschaftstätigkeiten und Berufe in der Branche. Bisher schöpft das Land dieses Potenzial jedoch kaum aus.

Ziel
Die Beschäftigungssituation Jugendlicher in ländlichen Gebieten ist verbessert.

Vorgehensweise
Das Projekt unterstützt arbeitslose oder nur zeitweise beschäftigte Jugendliche in ländlichen Gebieten mit geringer oder ohne Ausbildung. Ihre Beschäftigungs- und Einkommenssituation soll grundlegend verbessert werden.
Dafür werden Bildungsangebote zu ökologisch nachhaltigen Berufen entwickelt, den sogenannten „Green Jobs". Darüber hinaus bietet das Vorhaben technische Beratung und Finanzierungen an. Das Angebot richtet sich insbesondere an Klein- und Kleinstunternehmen sowie an junge Unternehmer*innen im grünen Bereich, wie beispielsweise der Fischwirtschaft oder der Verarbeitung von Wald und Naturprodukten. Auf diese Weise entstehen mehr qualifizierte Jobs für Jugendliche und Frauen.
Auch ein dezentral organisiertes Beratungs- und Trainingsnetzwerks zu grüner Beschäftigung soll entstehen. Dieses gibt den Menschen auf dem Land und in den Bergregionen über das Projektende hinaus die Möglichkeit, bei der Umsetzung ihrer Ideen professionelle Beratung in Anspruch zu nehmen. Auf diesem Weg ist eine langfristige Entwicklung in der Region möglich.
Der Plan sieht vor, dass bis zum Jahr 2022 mindestens 2.000 Jugendliche im Alter zwischen 16 und 35 Jahren einer neuen Beschäftigung nachgehen. Mindestens ein Drittel davon sollen Frauen sein. Ziel ist außerdem, mindestens 1.000 Jugendliche und zehn Existenzgründer*innen zu unterstützen, durch ihre Projekte ihr Einkommen zu steigern. Eine besondere Rolle nimmt hierbei das nationale Aus- und Weiterbildungszentrum ein. Die Planungen wurden gemeinsam mit der marokkanischen Abteilung für Gewässer und Wälder und der „Mohamed V. – Stiftung für Solidarität" entwickelt und sind auf Berufe in ländlichen Gebieten spezialisiert. Das Zentrum soll Jugendlichen über das Projektende hinaus dabei helfen, ihre Berufs- und Einkommenssituation zu verbessern. Durch die Schaffung von Green Jobs werden gleichzeitig die natürlichen Ressourcen und die Naturschutzgebiete aufgewertet.
 

Context
In recent years, Morocco’s economy has recorded constant, but moderate growth. This is helping to improve the living conditions of the Moroccan population.
However, there is still a huge rural-urban divide in Morocco. Up to now, it has predominantly been the more highly qualified people in urban areas who have benefited from this development. In contrast, people in rural areas continue to have very few career prospects. Those living here are faced with major social and financial problems.
According to official figures, the unemployment rate in the population as a whole is ten per cent. The problem is even more serious among young people, nearly a quarter of whom are not in any form of employment. In the countryside in particular, not enough jobs are being created to sufficiently integrate school leavers and university graduates into the world of work. At the same time, there is a lack of training placements. The country’s social climate and continued positive development are at risk.
Although the available natural resources offer great market potential for green economic activities and careers in this sector, the country has up to now hardly tapped this potential.

Objective
The employment situation for young people in rural areas is improved.

Approach
The project supports young people in rural areas who are unemployed or only in temporary employment and who have little if any training. It strives to achieve a fundamental improvement in their employment and income situation.
To this end, it is developing training courses for ecologically sustainable careers, referred to as ‘green jobs’. In addition to this, the project provides technical advisory services and funding. The offer is particularly aimed at micro and small enterprises and young entrepreneurs in areas related to the environment such as fishing or processing wood and natural products. This is giving rise to an increased number of qualified jobs for young people and women.
The project also strives to create a decentrally organised advice and training network for green employment. This will allow people in rural areas and in mountainous regions to obtain professional advice on implementing their ideas even after the project has ended. This can facilitate long-term development in the region.
The plan is for at least 2,000 young people between the ages of 16 and 35 to find new employment by the year 2022. At least a third of them are to be women. A further goal is to support at least 1,000 young people and ten company founders in increasing their incomes through their projects. The national education and training centre plays a particular role here. The plans, which have been drawn up with the Moroccan Department of Water and Forests and the ‘Mohammed V Foundation for Solidarity’, are specifically tailored to careers in rural areas. The centre is to continue helping young people improve their employment and income situation after the end of the project. By creating green jobs, it will simultaneously be protecting natural resources and nature reserves.
 

Situation initiale
L’économie marocaine a connu au fil des dernières années une croissance somme toute modeste, mais continue. Cela a contribué à l’amélioration des conditions de vie de la population marocaine.
Les disparités entre villes et zones rurales demeurent cependant considérables. Jusqu’à présent, les principaux bénéficiaires de cette évolution sont les personnes les mieux formées des zones urbaines. Dans les zones rurales, les perspectives professionnelles restent en revanche rares. La population y est confrontée à de graves problèmes sociaux et financiers.
Selon les sources officielles, le chômage au niveau national avoisine les 10 %. Chez les jeunes, la situation est encore plus grave puisque près d’un quart des jeunes est sans emploi. En particulier dans les zones rurales, les emplois disponibles ne sont pas suffisamment nombreux pour intégrer de manière satisfaisante les diplômé.e.s au monde du travail. Il manque en même temps des places d’apprentissage. Le climat social et les autres évolutions positives dans le pays sont menacés.
Or, les ressources naturelles existantes offrent un fort potentiel de marché pour les activités économiques vertes et les professions liées à ce secteur. Pourtant, le pays n’exploite guère ce potentiel.

Objectif
La situation en matière d’emploi des jeunes est améliorée dans les zones rurales.

Approche
Le projet soutient des jeunes sans emploi ou exerçant seulement une activité temporaire dans les zones rurales. Il s’agit essentiellement de jeunes n’ayant qu’un faible niveau de formation, voire aucune formation. Leur situation en matière d’emploi et de revenus doit s’améliorer radicalement.
Des offres de formation pour des métiers écologiquement durables, les « emplois verts », sont mises au point à cet effet. Le projet propose par ailleurs des conseils techniques et services financiers. L’offre s’adresse notamment aux petites entreprises et aux micro-entreprises ainsi qu’aux jeunes entrepreneur.e.s travaillant dans le secteur agricole, comme la pisciculture ou la transformation de produits forestiers et naturels. Plus d’emplois qualifiés pour les jeunes et les femmes peuvent ainsi être créés.
Il convient également de mettre en place un réseau décentralisé de conseil et de formation relatifs aux emplois verts. Les habitants des zones rurales et des régions de montagne auront ainsi la possibilité, même après la fin du projet, de bénéficier de conseils professionnels pour la mise en œuvre de leurs idées. De cette manière, la région pourra se développer sur le long terme.
Le plan prévoit qu’au moins 2 000 jeunes de 16 à 35 ans pourront accéder à un emploi d’ici à 2022. Au moins un tiers de ces jeunes devrait être des femmes. Autre objectif également visé : apporter un soutien à 1 000 jeunes et dix créateur.rice.s d’entreprise au moins pour que leurs projets améliorent leurs revenus. Le centre national de formation initiale et continue joue ici un rôle particulier. Les plans, qui ont été dressés conjointement avec le Département des Eaux et Forêts et la « Fondation Mohammed V pour la Solidarité », ciblent les métiers dans les zones rurales. La vocation du centre est d’aider les jeunes, au-delà du terme du projet, à améliorer leur situation professionnelle et leurs revenus. La création d’« emplois verts » permet en même temps de valoriser les ressources naturelles et les zones naturelles protégées.
