Ausgangssituation:
Nach dem Erdbeben 2023 ist es für die erdbebenbetroffenen Städte in der Türkei noch schwer, kommunale Dienstleistungen in vollem Umfang zu erbringen, zum Beispiel für soziale Leistungen sowie die Wasser-, Abwasser- und Abfallwirtschaft. Den Verwaltungen fehlen ausreichende Strukturen, um ihre Aufgaben vollständig zu erfüllen. Darunter leiden die gesamte Bevölkerung und besonders Flüchtlinge und andere benachteiligte Gruppen, die auch wenig Möglichkeiten haben, an der Lokalpolitik teilzuhaben und ihre Interessen einzubringen. Auch die Wirtschaft hat sich vielerorts noch nicht ausreichend erholt, um aus eigener Kraft einen klimafreundlichen Umbau von Wirtschaft und Gesellschaft vorantreiben zu können und um Bewohner*innen gute wirtschaftliche Perspektiven für ein selbstbestimmtes Leben zu bieten.

Ziel:
Besonders vom Erdbeben betroffene Gemeinden der Türkei können ihre öffentlichen Dienstleistungen auf eine Weise verbessern, die bürgerschaftliches Engagement beim sozialen und wirtschaftlichen Wiederaufbau ermöglicht und alle Gruppen in der Bevölkerung einbezieht.

Vorgehensweise:
Das Vorhaben wird mit finanziellen Mitteln des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) sowie der Europäischen Union (EU) unterstützt. Es ist in diesen Bereichen aktiv:
-Es unterstützt erdbebenbetroffene Kommunen bei der Planung und Wiederherstellung öffentlicher Dienstleistungen.
-Es berät lokale Verwaltungen darin, bürgerschaftliches Engagement in diesen Prozessen zu sichern und zu nutzen.
-Diese Partizipation sichert bedarfsgerechte Dienstleistungen, die nicht nur der türkischen Bevölkerung, sondern auch Flüchtlingen und anderen benachteiligten Gruppen zugutekommen.
 

Content:
In the aftermath of the 2023 earthquake, it is still difficult for the affected municipalities in Türkiye to deliver a full range of local services, for example in the case of social services, water, sanitation and waste management. The administrations’ structures fall short of what they need to be able to fulfil all their responsibilities. The entire population is suffering as a result, especially refugees and other disadvantaged groups, who also have few opportunities to participate in local politics and assert their interests. In many areas, the private sector has not yet recovered enough to be able to drive forward a climate-friendly transformation of the economy and society on its own, or to offer residents good economic prospects that would enable them to lead self-determined lives.

Objective:
The municipalities particularly affected by the earthquake in Türkiye are able to improve their public services in a way which facilitates civic engagement in social and economic recovery and includes all sections of the population.

Approach:
The project is supported by funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). It is active in the following areas:
-It supports earthquake-affected municipalities in planning and restoring public services.
-It advises local administrations on incorporating and utilising civic engagement in these processes.
-This participation ensures that services are needs-based and benefit not only the Turkish population, but also refugees and other disadvantaged groups

 

Mevcut durum:
Türkiye’de 2023 depreminin ardından, etkilenen belediyelerinin sosyal hizmetler, su ve atık yönetimi gibi temel hizmetler konusunda tam kapsamlı yerel hizmet sunmalarında halen zorluklar yaşanmaktadır. Belediye yönetimlerinin kurumsal yapıları, henüz tüm hizmetlerini sağlayabilecek düzeyde değildir. Bu durumdan tüm toplum etkilenmektedir; özellikle yerel siyasete katılım ve kendi ihtiyaçlarini ortaya koymak konusunda kısıtlılıkları olan mülteciler ve diğer kırılgan gruplar mağduriyet yaşamaktadır. Özel sektör pek çok bölgede henüz yeterince toparlanamadığı için, ne ekonomiyi ve toplumu iklim dostu bir dönüşüme tek başına taşıyabilecek durumdadır ne de insanlara kendi ayakları üzerinde durabilecekleri bir ekonomik gelecek sunabilmektedir.

Amaç:
Türkiye’de özellikle depremden etkilenen belediyeler, kamu hizmetlerini iyileştirerek toplumsal ve ekonomik iyileşme sürecine sivil katılımı kolaylaştıran ve toplumun tüm kesimlerini kapsayan bir yaklaşım geliştirebilmektedir.

Kapsam:
Proje, Alman Federal Ekonomik İş Birliği ve Kalkınma Bakanlığı (BMZ) ve Avrupa Birliği (AB) tarafından finanse edilmekte ve aşağıdaki alanlarda faaliyet göstermektedir:
-Depremden etkilenen belediyelerin kamu hizmetlerini planlaması ve yeniden tesis etmesi süreçlerine destek.
-Yerel yönetimlere bu süreçlere sivil katılımı gerçekleştirme ve bu katılımı etkin şekilde kullanma konusunda danışmanlık.
-Bu katılım, hizmetlerin ihtiyaçlara dayalı olmasını ve yalnızca Türkiye vatandaşlarının değil, mülteciler ile diğer dezavantajlı grupların da bu hizmetlerden faydalanmasını sağlamaktadır.
