Aufgangssituation
Das Vorhaben „Torfmoormanagement und -rehabilitierung" (PROPEAT) wurde in die Wege geleitet, um die Emissionen aus den indonesischen Torfmoor- und Mangrovengebieten zu senken. Daneben sollen die Lebensgrundlagen in ländlichen Gemeinden verbessert werden.

Massive Flächenumwandlung und Missmanagement haben in einigen Regionen zur Degradation von Feuchtgebieten geführt. Dies hat auch negative soziale, wirtschaftliche und ökologische Auswirkungen.

Um dem entgegenzuwirken, sollen im Rahmen des Vorhabens Planungs- und Umsetzungskompetenzen zum Schutz und zur Rehabilitierung von Torfökosystemen und Mangrovenwäldern entwickelt werden. Hierfür werden auf die politische Ebene ausgerichtete Maßnahmen mit Aktivitäten zur Kompetenzentwicklung vor Ort kombiniert. Diese werden auf der Makro-, Meso- und Mikroebene umgesetzt. Auf nationaler Ebene gibt es eine enge Zusammenarbeit mit dem Umwelt- und Forstministerium, unter anderem in Form von Politikberatung.

Ziel
Die Landnutzung in den Torfökosystemen Indonesiens wird durch integrierte Planung umweltfreundlicher.

Vorgehensweise
PROPEAT setzt auf mehreren Ebenen an und bindet Akteure der nationalen, subnationalen und lokalen Ebene ein. Politikberatung soll eine integrative Planung erleichtern und sicherstellen, dass die Pläne für das Torfmoormanagement auf diesen Ebenen der Entwicklungsplanung berücksichtigt werden.

Daneben sollen angewandte Studien und die Entwicklung eines Pilotgebiets den Erkenntnisgewinn und die Dokumentation bewährter Praxis beim Management von Torfmooren und Feuchtgebieten unterstützen. Kompetenzaufbau bei den maßgeblichen Akteuren ist der zentrale Ansatzpunkt, um sicherzustellen, dass das Management von Torfmooren und Mangroven in den Projektgebieten umweltfreundlicher wird.

Context
The Peatland Management and Rehabilitation (PROPEAT) project was initiated in order to reduce emissions from Indonesia’s peatland and mangrove regions. Alongside this, the project aims to improve livelihoods in rural communities.

Massive land conversion as well as mismanagement have caused degradation in wetlands in certain regions. This has also led to negative social, economic and environmental impacts.

To counter such impacts, the project aims at developing planning and implementation skills to protect and rehabilitate peat ecosystems and mangrove forests. The module combines measures directed at policy and activities designed to develop capabilities on the ground. These are implemented at the macro, meso and micro levels. At national level, there is close cooperation with the Environment and Forestry Ministry, for example in the form of policy advice.

Objective
Land uses in peat ecosystems in Indonesia are becoming more environmentally friendly through integrated planning.

Approach
PROPEAT uses a multi-level approach and engages stakeholders at national, sub-national and local level. Policy advice is applied to facilitate integrative planning and to ensure that the peatland management plans are taken into account at those levels of development planning.

In addition, applied studies and a pilot area development are expected to support the learnings and documentation of best practices in peatland and wetland management. Improving capabilities among relevant actors is the main key of the project’s approach to ensure that peatland and mangrove management become more environmentally friendly in the intervention areas.
