Ausgangssituation
Bosnien und Herzegowina leidet unter hoher Arbeitslosigkeit. Das Berufsbildungssystem entspricht nicht den Anforderungen der Wirtschaft und trägt nur geringfügig zur Beschäftigung und zur Förderung der wirtschaftlichen Wettbewerbsfähigkeit bei. Der landesweite Aufbau eines nachfrageorientierten, wettbewerbsfähigen Aus- und Weiterbildungssystems ist für das Land daher eine wesentliche Herausforderung auf dem Weg zu mehr Wirtschaftswachstum und Beschäftigung.

Ziel
An den Pilotstandorten ist eine kooperative und kompetenzbasierte Berufsbildung eingeführt.

Vorgehensweise
Gemeinsam mit seinen Partnern optimiert das Projekt unter anderem rechtliche Rahmenbedingungen, um die Berufsbildung in Bosnien und Herzegowina langfristig zu stärken.
So unterstützt es durch Beratungs- und Schulungsangebote Betriebe, Ministerien, Schulen, Schulbehörden und Lehrende bei der Gestaltung eines einheitlichen Berufsbildungssystems. Dazu gehört beispielweise eine verbesserte Kooperation zwischen Schulen und Betrieben, sodass sich Bildungsangebote stärker an den Anforderungen des Arbeitsmarktes orientieren. Durch diese Beratung können Beteiligte ihre Rollen besser wahrnehmen und gemeinsam zu einer qualitativ hochwertigen Berufsbildung beitragen.
Zudem wird der fachliche Austausch der Partner innerhalb des Landes gefördert. Das Ziel ist ein einheitlicheres Berufsbildungssystem, das für weitere Schritte in Richtung EU-Annährung notwendig ist. Plattformen und Netzwerke für den Austausch werden dazu auch auf regionaler und überregionaler Ebene gefördert.
Die Anpassung rechtlicher Dokumente an neue Anforderungen schafft darüber hinaus Rechtssicherheit und verankert Reformentscheidungen nachhaltig.
Der politische Partner ist das Ministerium für Zivile Angelegenheiten von Bosnien und Herzegowina. Die Implementierungspartner sind die relevanten Ministerien der ausgewählten Pilotregionen und deren nachgeordnete Institutionen. 

Context
Bosnia and Herzegovina suffers from high levels of unemployment. The technical vocational education and training (TVET) system fails to meet the requirements of the private sector and makes only a minor contribution to improving employment and economic competitiveness. Establishing a nationwide demand-oriented and competitive training system to generate greater economic growth and create more jobs is a major challenge for Bosnia and Herzegovina.

Objective
Cooperative and skills-based technical vocational education and training has been introduced at the pilot locations in Bosnia and Herzegovina.

Approach
Together with its partners, the project is optimising the legal framework to strengthen technical vocational education and training in Bosnia and Herzegovina in the long term.
It provides businesses, ministries, schools, school authorities and teachers with advice and training on designing a standardised TVET system. This includes improved cooperation between schools and businesses to ensure that education and training courses are better adapted to the requirements of the labour market. The advisory services help the actors involved to perform their roles more effectively and contribute to high-quality technical vocational education and training.
The project also promotes expert exchange between partners within the country. The aim is to create the more integrated TVET system required to take the next steps in the EU accession process. Exchange platforms and networks are promoted at regional and supraregional level.
The adaptation of legal documents to new requirements achieves legal certainty and consolidates reforms in the long term.
The Ministry of Civil Affairs of Bosnia and Herzegovina is the political partner. The relevant ministries and subordinate institutions in the selected pilot regions are the implementation partners.
