Ausgangssituation
Kenia ist eine der zehn führenden Wirtschaftsnationen im südlich der Sahara gelegenen Teil Afrikas. Das Land verzeichnete in den vergangenen Jahren wirtschaftliche Erfolge. Kenia ist das industriell am weitesten entwickelte Land Ostafrikas. Trotzdem blieb der Beitrag der Industrie zur Gesamtwirtschaftsleistung mit etwa 20 Prozent auf demselben Niveau.
Für die anwachsende junge Bevölkerung fehlen Arbeitsplätze. Gleichzeitig mangelt es an qualifizierten Fachkräften in der Industrie, um die Produktivität zu steigern und Wachstum zu fördern. Dieser Mangel ist vor allem auf eine wenig beschäftigungsorientierte aber theorielastige Berufsausbildung in Kenia zurückzuführen.
Um der wachsenden Jugendarbeitslosigkeit entgegenzuwirken, räumt die kenianische Regierung der Berufsbildung in der jüngeren Vergangenheit einen höheren Stellenwert ein. Durch eine Berufsbildungsreform plant die Regierung, Zugang, Qualität und Relevanz der Ausbildung zu verbessern. Die Privatwirtschaft soll weiterhin stärker an der Gestaltung und Durchführung beruflicher Bildung beteiligt werden. Bislang fehlen allerdings Erfahrungen und gute Beispiele, wie die Zusammenarbeit mit der Privatwirtschaft in der Berufsbildung intensiviert und stärker institutionalisiert werden kann. Eine Lösung könnte die duale Ausbildung sein, bei der einzelne Ausbildungsmodulen in den Betrieben stattfinden. Inhaltliche, personelle und organisatorische Voraussetzungen für eine versuchshafte Durchführung von beschäftigungsorientierter und dualer Berufsbildung sind aber unzureichend.

Ziel
Inhaltliche, personelle und organisatorische Voraussetzungen für eine beschäftigungsorientierte und duale Berufsbildung sind verbessert.

Vorgehensweise
Die Vorhaben arbeitet schwerpunktmäßig im Großraum Nairobi. Hier ist ein Großteil der kenianischen Industrie angesiedelt.
Das Projekt unterstützt ausgewählte Unternehmen aus der Industrie bei der Entwicklung von Kompetenzen und durch Beratung. Die Unternehmen sollen eine aktive Rolle in der Entwicklung und Durchführung einer dualen Ausbildung einnehmen. Weiterhin fördert das Vorhaben den Aufbau von Fähigkeiten und Kompetenzen und unterstützt die Organisationsentwicklung in ausgewählten staatlichen Ausbildungsinstitutionen. Diese werden befähigt, den schulischen Teil der Ausbildung in enger Abstimmung mit den teilnehmenden Unternehmen umzusetzen. Zuletzt soll die duale Berufsbildung als innovatives Modell durch die kenianische Berufsbildungsreform fest verankert werden. Das Vorhaben berät in diesem Zusammenhang die zuständigen staatlichen Berufsbildungsstellen. 

Improving dual vocational training in Kenya

Context
Kenya is one of the ten leading economic nations in sub-Saharan Africa. In recent years, the country has enjoyed economic success. Industrially, Kenya is the most developed country in East Africa. Despite this, the contribution of industry to total economic output has remained at the same level, around 20 per cent.
There is a lack of jobs for the growing population of young people. At the same time, there is a lack of qualified professionals in industry to raise productivity and foster growth. This lack is due above all to vocational training in Kenya which is not geared strongly enough to employment and too focused on theory.
To counter the growing unemployment among young people, the Kenyan Government has recently begun to accord greater priority to vocational training. By reforming vocational training, the government plans to improve access to training, as well as quality and relevance. The private sector is to play a greater role in shaping and conducting training. However, until now there has been a lack of experience and positive examples of how cooperation with the private sector in vocational training could be stepped up and institutionalised to a greater degree. One solution could be dual training, in which individual training modules could take place in businesses. However, the requirements in terms of content, human resources and organisation for piloting job-oriented, dual vocational training are insufficiently developed.

Objective
The prerequisites for job-oriented, dual vocational training in terms of content, human resources and organisation have been improved.

Approach
The project is working mainly in the greater Nairobi area, where a large part of Kenyan industry is based.
The project supports selected industrial companies with developing competences and provides advice. The companies are to play an active role in developing and conducting dual training. The project is continuing its skills and competence-building work and is supporting organisational development in selected state training institutions. This will enable the latter to implement the school-based part of the training in close coordination with the participating companies. Lastly, dual vocational training will be firmly established as an innovative model by means of Kenyan vocational training reform legislation. The project is advising the respective state vocational training bodies in this respect.
