Als Reaktion auf den arabischen Frühling und als Zugeständnis an die Forderungen nach mehr Demokratie veranlasste König Mohamed VI von Marokko im Jahr 2011 eine Verfassungsreform, die in einem Referendum von einem Großteil der Bevölkerung angenommen wurde. Im Vergleich zur Verfassung von 1996 bietet sie der Regierung und dem Parlament mehr politischen Hand-lungsspielraum gegenüber dem König, schreibt die Unabhängigkeit der Justiz fest und hat weit-reichende Grund- und Menschenrechte verankert. Fünf Jahre nach ihrer Verabschiedung hinkt die Umsetzung der in der Verfassung verankerten Rechte jedoch noch hinterher. In diesem Zu-sammenhang gilt für den Governancesektor die Rede des marokkanischen Königs nach den Par-lamentswahlen im Oktober 2016 zur Eröffnung der 10. Legislaturperiode des Parlaments als rich-tungsweisend. Seinen Schwerpunkt legte er dabei auf die Notwendigkeit der öffentlichen Verwal-tungen, den/die Bürger/in als Kunden und Partner zu begreifen und transparentes sowie effizien-tes Verwaltungshandeln sowie bürgerorientierte Kommunikation zu stärken.
Die stärker werdende Kritik der Bevölkerung an der mangelnden Umsetzung der Reformen, die durch die Verfassung angekündigt wurden, sowie an dem intransparenten Verwaltungshandeln unterstreichen, dass aktuell die Bürgerorientierung bei der Umsetzung von Reformen in Marokko noch nicht ausreichend berücksichtigt ist (Kernproblem).
Das Modulziel lautet: Die Bürgerorientierung bei der Umsetzung von ausgewählten Reformen in Marokko ist verbessert.
Dafür setzt das Vorhaben an folgenden Handlungsfeldern an: (1) Stärkung der Kapazitäten der Partner für eine transparente Dienstleistungserbringung, (2) Stärkung der Partnerkapazitäten für eine zielgruppenorientierte Kommunikation der Reformen, und (3) Kapazitätsstärkung für das Management von Reformen.
Das Vorhaben ist als Fonds konzipiert (im Folgenden Struktur- und ordnungspolitischer Fonds, SOF) und dient als flexibles Instrument, um schnell auf politisch prioritäre Anfragen der Partner zu reagieren. Zu den potentiellen Antragstellern des SOF zählen nationale und subnationale staatliche Institutionen, insbesondere Sektorministerien und unabhängige öffentliche Institutio-nen. Im Vordergrund des Ansatzes steht, die Fähigkeiten der Partner zu unterstützen, Dienstleis-tungen in ihrem Sektor transparenter und somit für die Bürger/innen einfacher zugänglich zu ma-chen. Darüber hinaus ist die Erweiterung der Kommunikationskompetenzen staatlicher Akteure eine zentrale Zielsetzung, um die besonders von Reformen betroffenen Zielgruppen wirksam zu erreichen (z.B. Jugendliche im Thema Datenschutz, Unternehmen in Bezug auf Wettbewerbspo-litik oder Menschen mit Behinderung in Bezug auf ihre Rechte). Gleichzeitig fördert das Vorha-ben die Verankerung von besseren Managementkapazitäten für die Konzeption und Umsetzung von Reformen (z.B. Entwicklung von Strategien und Aktionsplänen, wirkungsorientierte Planung).
Die TZ-Maßnahme hat eine Laufzeit von 3 Jahren (von 01/2018 bis 12/2020) mit Kosten des deutschen TZ-Beitrags von bis zu 2.000.000 EUR.
 

Morocco has initiated a number of ambitious reforms since the new Moroccan Constitution was adopted in 2011. Moroccan society is increasingly developing a sense of citizenship and is becoming consistently more aware of the importance of having a lawful state with a transparent, impartial, and efficient judicial system.
In order to help develop stronger institutions and for the reform process to function properly, these institutions—as well as other public sector entities—need active support. Efforts have already been made in the way reform projects are designed and managed. It is of utmost importance that these efforts be pushed further, while continuously introducing innovative project management approaches to increase flexibility and efficiency.

The Fund for regulatory and policy advice in Morocco has promoted innovative initiatives to improve public services and make them more citizen-oriented.

Since 2011, the Fund for regulatory and policy advice in Morocco has achieved a great measure of success in assisting Moroccan institutions. The project has covered a wide range of social and economic reforms, including topics such as improving the business climate, accessibility of administration, promotion of data protection, and migrant integration.
In its current phase, the Fund for regulatory and policy advice in Morocco is implemented in close cooperation with the Services of the Head of Government. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports several different projects, which are proposed by a number of public institutions. These projects aim to put the Moroccan citizen at the very heart of the reform process. The Fund supports its partners in further developing capabilities to offer more transparent public services, to communicate better about reforms that are undertaken, and to better manage these reforms.
The Fund for regulatory and policy advice in Morocco is an innovative tool, with a focus on flexibility and speed - adapting to its partners’ specific needs is a particular strength of the project. At the start of a new phase of the project, ministries and other public institutions are asked to propose projects which the Fund can support. Its Steering Committee then shortlists proposals which align with government priorities and the Fund’s goals and have potential for scaling and for the integration of innovative approaches.
Moreover, it provides technical and financial assistance to the shortlisted projects during their implementation. The support offered can take place at different steps of the projects, such as fine-tuning of the project design, communicating to specific target groups, exchanging knowledge and experience with others, or networking with national and international institutions. The Services of the Head of Government ensure that the projects are aligned with the government’s priorities and are responsible for project concertation and communication at the national level.
The Fund for regulatory and policy advice in Morocco currently supports projects led by four public institutions:
1. ANLCA: the national agency fighting illiteracy.
2. ONDE: the national observatory for children’s rights.
3. OFPPT: a public institution offering professional development education.
4. APDN: a government body incentivising and promoting the economic development of northern Morocco.

ANLCA
•Producing a TV series made up of 30 literacy courses, to reach a wide (and younger) audience.
•Supporting the agency in better realising its mission at the regional level, and in offering educational services to the approximately 8.6 million illiterate people in Morocco; e.g. with the training of 72 newly installed regional directors and delegates of the agency.

ONDE
•Improving access to data and analysis on the lives of children in Morocco for ministries, civil society, and Moroccan citizens.
•Contributing at the global level to the implementation of the International Convention on Children’s Rights.

OFPPT
•Developing four new training disciplines in the field of caregiving, to be offered to the public.
•Over 60 per cent of young people undergoing training gain better access to the labour market.
•Assisting vulnerable individuals in improving their living conditions, and their access to care.

APDN
•Managing project data more efficiently and transparently, with the help of a tailored information system.
•Granting citizens better access to APDN project data in their respective geographical areas.
 

Depuis l’adoption de la nouvelle Constitution en 2011, de nombreuses réformes ambitieuses ont été lancées au Maroc. La société développe de plus en plus un sens de la citoyenneté et prend conscience de l’importance que présente un État de droit basé sur une administration et une justice transparente, impartiale et efficace.
Pour favoriser un cadre institutionnel fort, ce processus de réforme nécessite un accompagnement des administrations et institutions publiques. Dans la manière de concevoir et de gérer les projets de réforme, il est important de poursuivre les efforts déjà entrepris tout en introduisant des démarches innovantes pour gérer les projets d’une manière flexible et efficace.

Depuis 2011, le Fonds Flexible de Consultation en Politique Structurelle et Réglementaire (SOF) a atteint un grand succès en couvrant un large éventail de réformes économiques et sociales concernant l’amélioration du climat des affaires, la proximité de l’administration, la promotion de la protection des données et l’intégration des migrant.e.s.
Dans sa phase actuelle (01/2018-12/2020), le Fonds SOF est mis en œuvre en étroite collaboration avec Les Services du Chef du Gouvernement. Il appuie différents projets proposés par des institutions publiques qui mettent les citoyen.ne.s au cœur des réformes au Maroc. Il soutient ses partenaires dans le renforcement des capacités en matière d’organisation de services publics transparents, dans la communication des réformes à des groupes cibles et dans le management des réformes.
Le Fonds SOF est un instrument innovateur, flexible et rapide - l’adaptation aux besoins spécifiques du partenaire est sa particularité. Au début de chaque nouvelle phase, les ministères et autres institutions publiques sont invités à proposer des projets. Le Comité de Pilotage du Fonds SOF sélectionne des propositions de projets qui s’alignent aux priorités gouvernementales, correspondent à l’objectif du Fonds et proposent des démarches innovantes avec un potentiel de mise à échelle. Le Fonds SOF fournit l’appui technique et financier tout au long de la mise en œuvre du projet. Cet appui peut intervenir à différentes phases, telles que l’affinement de la conception, la communication autour des projets adaptés aux différents groupes cibles, la promotion des échanges d’expérience, ou encore le réseautage avec des institutions nationales et internationales. Les Services du Chef du Gouvernement assurent l’alignement avec les priorités gouvernementales, ainsi que la concertation et la communication autour des projets au niveau national.
Le Fonds SOF appuie, dans sa phase actuelle, les projets de quatre institutions publiques, qui sont les suivantes :
1. Agence Nationale de Lutte Contre l’Analphabétisme (ANLCA)
2. Observatoire National des droits de l’enfant (ONDE)
3. Office de la Formation Professionnelle et de la Promotion du Travail (OFPPT)
4. Agence pour la Promotion et le Développement du Nord (APDN)

L’ANLCA
•Une série de 30 cours télévisés est diffusée grâce auxquelles plus de jeunes apprennent les bases de l’alphabétisation.
•72 directeurs régionaux et délégués provinciaux sont formés.
•L’agence réalise davantage sa mission dans les régions et contribue à former les 8,6 millions d’analphabètes au Maroc.

L’ONDE
•Met à disposition des ministères, de la société civile et des citoyen.ne.s des donnés et analyses indépendantes.
•Contribue à l’échelle mondiale à l’évaluation de la mise en œuvre de la Convention Internationale sur les droits de l’enfant.

L’OFPPT
•Développe 4 nouvelles filières d’appui à la personne.
•Au moins 60% des jeunes formés accèdent au marché du travail.
•Contribue à l’amélioration des conditions de vie et de soins des personnes vulnérables.

L’APDN
•Gère les informations sur ces projets d’une manière efficace et transparente à l’interne, grâce à un système d’information adapté.
•Les citoyen.nes.s ont un meilleur accès aux informations relatives aux projets réalisés par l’APDN dans leur zone.
