Ausgangssituation

Die fortschreitende Globalisierung verändert das Umfeld der internationalen Zusammenarbeit für nachhaltige Entwicklung. Eine multipolare Welt mit einer Vielzahl von neuen Akteuren ist entstanden, die zeitgemäße Antworten auf zunehmend vielschichtige, globale Fragen sucht.

Die Veränderungsprozesse bringen Herausforderungen mit sich, denen mit bilateral, regional und sektoral begrenzter Entwicklungszusammenarbeit nicht begegnet werden kann; gleichzeitig eröffnen sie jedoch Räume für neue Formen der Zusammenarbeit. Besondere Herausforderungen sind die Aushandlungsprozesse um globale öffentliche Güter, beispielsweise Klima, Finanzmarktstabilität, Krisenprävention und andere. Internationale Organisationen spielen dabei eine herausragende Rolle als Gestalter und Impulsgeber.

Die internationale Gemeinschaft hat sich mit den Zielen für nachhaltige Entwicklung und der Agenda 2030 der Vereinten Nationen (VN) auf einen Aktionsplan geeinigt, dessen 17 Ziele auf eine nachhaltige Entwicklung in wirtschaftlicher, sozialer und ökologischer Dimension ausgerichtet sind. Um diese gemeinsam formulierten Ziele zu erreichen, ist eine adäquate, kohärente Organisation und Steuerung der unterschiedlichen Akteure erforderlich.

Ziel

Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) kann wesentliche Reformimpulse in multilaterale Organisationen einbringen. Die Profilbildung der deutschen Entwicklungspolitik in den multilateralen Organisationen sowie die Verzahnung bilateraler und multilateraler Entwicklungspolitik sind verbessert.

Vorgehensweise

Das Vorhaben unterstützt die Umsetzung des „Eckpunktepapiers für die multilaterale Entwicklungspolitik" des BMZ durch Einzelmaßnahmen, die von unterschiedlichen Referaten des Ministeriums vorgeschlagen werden können. Das Vorhaben arbeitet mit sieben Fachreferaten zusammen, zum Beispiel dem Referat zu Grundsatzfragen der multilateralen Entwicklungspolitik oder dem Referat mit dem Schwerpunktthema Vereinte Nationen.

Das Eckpunktepapier formuliert drei Schwerpunkte für die deutsche multilaterale Entwicklungszusammenarbeit:

1. Reformen der internationalen Organisationen sollen unterstützt werden, um Effizienz und Wirksamkeit zu steigern.

2. Die Verankerung deutscher Fachthemen im Dialog der internationalen Entwicklungszusammenarbeit wird betont, auch im Hinblick auf die Agenda 2030 für nachhaltige Entwicklung.

3. Eine stärkere Verzahnung von bi- und multilateraler Zusammenarbeit soll gefördert werden.

Die Umsetzung der Schwerpunkte wird durch Beratung, Personalentsendungen und Gutachter flankiert. Weiterhin werden Studien und Analysen durchgeführt, Finanzierungsverträge und Netzwerkbildung werden unterstützt. Im Auftrag des BMZ vertritt die GIZ Deutschland in ausgesuchten multilateralen Initiativen, beispielsweise in der Governance Struktur der Global Delivery Initiative.

Derzeit werden diese Einzelmaßnahmen gefördert:

1. Ausbau der Global Delivery Initiative (GDI) mit der Weltbank

2. Personalentsendung zur EU-Generaldirektion Internationale Zusammenarbeit und Entwicklung (EU DEVCO); Thema: Textilbündnis

3. Personalentsendung zur EU-Generaldirektion Internationale Zusammenarbeit und Entwicklung (EU DEVCO); Thema: Steuern und Budget

4. Finanzierungsvertrag mit der Weltbank; Thema: „Action for Fair Production"

5. Personalentsendung zur VN; Thema: Reformprozess „Fit for Purpose"

6. Personalentsendung zur VN; Thema: Governance

Wirkungen

Aufgrund einer umfangreichen Analyse zur verbesserten Verzahnung von multi- und bilateraler Zusammenarbeit wurden Handlungsempfehlungen abgestimmt.

Durch die Personalentsendungen ist der Informationsaustausch zwischen dem BMZ und der Europäischen Union sowie den Vereinten Nationen signifikant verbessert.

Das Vorhaben unterstützt VN, Weltbank und OECD-DAC bei ihren Reformprozessen. Ziel ist es, diese wichtigen Systeme globaler Governance für die Umsetzung der Ziele für nachhaltige Entwicklung fit zu machen. Deutsche politische Anliegen werden in ausgewählten internationalen Organisationen eingebracht und hervorgehoben.

In der Global Delivery Initiative (GDI) konnte sich Deutschland mithilfe des Vorhabens als Schlüsselpartner etablieren. In der neuen Führungsstruktur der Initiative hat Deutschland den maßgeblichen Ko-Vorsitz inne. Eine Erweiterung der Produktpalette geht wesentlich auf deutschen Einfluss zurück. Die sehr erfolgreiche Ausweitung der Initiative nach Asien findet mit starker deutscher Unterstützung statt.
 

Context
Increasing globalisation is changing the setting of international cooperation for sustainable development. A multipolar world with a large number of new actors has emerged and is seeking timely answers to ever more complex global issues.
The change processes present challenges that cannot be addressed through purely bilateral or regionally and sectorally limited development cooperation; at the same time, however, they create scope for new forms of cooperation. Particular challenges include the processes of negotiation concerning global public goods, such as climate, financial market stability and crisis prevention. International organisations play a prominent role in this context, shaping developments and providing impetus.
By adopting the United Nations 2030 Agenda for Sustainable Development, the international community has agreed on a plan of action comprising 17 Sustainable Development Goals (SDGs) balancing the three dimensions of sustainable development: the economic, social and environmental. In order to achieve these jointly agreed objectives, adequate and coherent organisation and steering of the different actors is required.

Objective
The German Federal Ministry for Economic Cooperation and Development (BMZ) is able to provide key impetus for reform to multilateral organisations. The profile of German development policy in multilateral organisations and the interlinking of bilateral and multilateral development policy have improved.

Approach
The project is supporting the realisation of BMZ's Guiding Principles on Multilateral Development Policy by implementing individual measures, which can be proposed by various ministry divisions. The project cooperates with seven sector divisions, for example the Policy Issues of Multilateral Development Policy Division and the United Nations Division.
The Guiding Principles specify three priority areas for German multilateral development policy:
1. Reforms of international organisations are to be supported in order to enhance efficiency and effectiveness.
2. Emphasis is to be placed on mainstreaming German specialist topics in the international development cooperation dialogue, not least in the light of the 2030 Agenda for Sustainable Development.
3. Stronger links between bilateral and multilateral cooperation are to be promoted.
Advisors, seconded staff and appraisers assist with the implementation of the priority areas. Furthermore, studies and analyses are conducted, and financing agreements and networking are supported. On behalf of BMZ, GIZ represents Germany in selected multilateral initiatives, for instance in the governance structure of the Global Delivery Initiative.
The project is currently implementing the following individual measures:

Results
On the basis of a comprehensive analysis concerning the enhanced interlinking of multilateral and bilateral cooperation, recommendations for action were agreed on.
The secondment of staff has significantly improved the exchange of information between BMZ and the European Union, and between BMZ and the United Nations.
The project is supporting the reform processes of the United Nations, the World Bank and the Development Assistance Committee of the Organisation for Economic Co-operation and Development (OECD-DAC). The aim is to make these major systems of global governance fit for implementing the Sustainable Development Goals. German political concerns are addressed and highlighted in selected international organisations.
The project has helped Germany establish itself as a key partner in the Global Delivery Initiative (GDI). Germany holds the important co-chair in the initiative's new management structure. It was largely due to Germany's influence that the range of products has been expanded. Germany has also provided strong support for the very successful extension of the initiative to include Asia.
