Ausgangssituation
Bosnien und Herzegovina (BiH) hat in den letzten Jahren nur wenig Fortschritte bei der Umsetzung von politischen und wirtschaftlichen Reformen gemacht. In internationalen Rankings zur Beurteilung der Wirtschaftsleistung wird BiH stets tiefer eingestuft als andere europäische Länder. So wurde BiH z. B. im letzten „Doing Business Report 2019" der Weltbank mit 63,82 bewertet und belegt damit den 22. Platz von 23 Ländern in Europa und Zentralasien (Gesamtwertung: 89. Platz von 190 Ländern weltweit).
Kleinst-, kleine und mittlere Unternehmen (KKMU) treiben das Wachstum voran und schaffen Arbeitsplätze. Sie stehen jedoch vor vielen Herausforderungen, die weiteren Erfolgen im In- und Ausland entgegenstehen.
Das Projekt EU4Business fördert die Wettbewerbsfähigkeit von KKMU sowie die Entwicklung des Unternehmertums in der Exportwirtschaft sowie in Tourismus und Landwirtschaft.

Ziel
Die Kapazität zur Schaffung von Wachstum und Beschäftigung in Bosnien und Herzegowina ist durch die Förderung von Wettbewerbsfähigkeit und Innovationen gestärkt.

Vorgehensweise
EU4Business bietet technische und finanzielle Unterstützung. Insgesamt stehen 10 Mio. EUR als Zuschüsse für KKMU sowie für Landwirte und Unternehmer zur Verfügung. Dabei liegt der Schwerpunkt auf der Förderung von Frauen und Jugendlichen. Während von den Zuschüssen neue Impulse für die Entwicklung der Privatwirtschaft ausgehen sollen, werden gleichzeitig die Kapazitäten der institutionellen Partner verbessert. Dadurch werden finanzielle Anreize mit einem nachhaltigen Geschäftsumfeld kombiniert. Dies fördert das Wirtschaftswachstum und die Schaffung von Arbeitsplätzen. Die Digitalisierung von Geschäftsprozessen und Verwaltungsdienstleistungen wird ein wichtiger Faktor für diese Entwicklungen sein.

Das Projekt wird gemeinsam von der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, der Internationalen Arbeitsorganisation (ILO) und dem Entwicklungsprogramm der Vereinten Nationen (UNDP) durchgeführt. 

Context
Bosnia and Herzegovina (BIH) has made little progress in implementing political and economic reforms in recent years. In international rankings assessing economic performance, BIH is consistently ranked lower than other countries in Europe. For example, in the last World Bank "Doing Business Report 2019", BIH has score of is 63.82, and came out as 22nd out of 23 countries in Europe and Central Asia (total: 89 out of 190 countries worldwide).
Micro, small and medium-sized enterprises (MSMEs) are driving the growth and creating jobs. However, they face many challenges preventing them from successfully competing in national and global markets.
EU4Business project stimulates competitiveness of MSMEs and development of entrepreneurship, in the export-oriented sectors, tourism and agriculture.

Objective
The capacity for generating growth and employment in Bosnia and Herzegovina is strengthened through the support of competitiveness and innovation.

Approach
EU4Business provides technical and financial support. An overall EUR 10 million is available in grants to MSME, farmers and entrepreneurs, with a focus on women and youth. While grants stimulate developments in the private sector, capacities of institutional partners are improved simultaneously. As a result, financial incentives meet a more sustainable business environment. This enables growth and job creation. Digitalisation of business processes and administrative services will be a key enabler of these developments.

The project is jointly implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, International Labour Organisation (ILO) and United Nations Development Programme (UNDP).
