Ausgangssituation
Die Umsetzung der Agenda 2030 erfordert eine deutliche Ausweitung der Zusammenarbeit der deutschen Entwicklungszusammenarbeit (EZ) mit der Privatwirtschaft. Gleichzeitig verzeichnet das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) einen Anstieg von Anfragen aus der Wirtschaft nach Möglichkeiten der Zusammenarbeit. Entsprechend hoch ist der Bedarf nach einem leistungsfähigen Ansprechpartner für die Wirtschaft. Dieser sollte als einzige und zentrale Beratungsstelle, ein sogenannter One-Stop-Shop, sowohl in Bezug auf Instrumente der technischen als auch der finanziellen Zusammenarbeit handlungsfähig sein. Durch die Agentur für Wirtschaft und Entwicklung (AWE) möchte das BMZ die Voraussetzungen für ein Zusammenwirken von EZ sowie deutscher und europäischer Wirtschaft strukturell verbessern.

Vorgehensweise
Im Sinne eines Verantwortungspakts für nachhaltige Entwicklung unterstützt die AWE die deutsche und europäische Wirtschaft bei Aktivitäten, die sich positiv auf Armutsbekämpfung und nachhaltige Entwicklung in den Partnerländern auswirken. Die AWE ergänzt dabei die bereits verfügbaren Instrumente und Ansätze des BMZ zur Zusammenarbeit mit der Privatwirtschaft, indem sie sie untereinander vernetzt und Synergieeffekte realisiert. Sie bietet eine leistungsfähige zentrale Anlaufstelle für Unternehmen und die verfasste Wirtschaft, die Beratung und Informationenüber die verschiedenen Kooperationsangebote sucht.
So ist das Vorhaben zunächst Eingangstor für Unternehmen zum BMZ. Es reagiert auf Anfragen und berät über Instrumente des BMZ sowie Kooperationsmöglichkeiten mit den Durchführungsorganisationen. AWE-Berater*innen informieren deutsche und europäische Unternehmen und Verbände, um das Engagement in Entwicklungs- und Schwellenländern zu stärken. Weiterhin unterstützt die AWE das BMZ bei der Positionierung entwicklungspolitischer Inhalte gegenüber der Wirtschaft, zum Beispiel durch die Vorbereitung und Durchführung von Gesprächsformaten. Darüber hinaus betreibt das Vorhaben Wissensmanagement zu den verschiedenen Ansätzen des BMZ in Zusammenarbeit mit der Wirtschaft sowie Presse- und Öffentlichkeitsarbeit.
Thematisch beschäftigt sich die AWE mit Schlüsselthemen der Entwicklungszusammenarbeit: Ernährungs- und Landwirtschaft, Energie, Handel, Bildung, Bauwirtschaft, Tourismus, Gesundheit, internationale Organisationen, Mobilität, Textilwirtschaft, Sozialunternehmertum, Umwelt- und Sozialstandards, Finanzwirtschaft, Informations- und Telekommunikationstechnik, Maschinen- und Anlagenbau, Bauwirtschaft, Wasser- und Abfallwirtschaft und Kommunale Unternehmen.
Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH und die Deutsche Investitions- und Entwicklungsgesellschaft (DEG) setzen die AWE als gleichberechtigte Partner um.

Wirkung
- 4.180 Anfragen aus Wirtschaft, Partnerinstitutionen und der interessierten Öffentlichkeit hat die AWE allein bis Ende Juni 2019 beantwortet.
- Jedes Jahr ist die AWE auf mehr als siebzig Veranstaltungen vertreten.
- 59 Prozent der Kunden würden die AWE weiterempfehlen. Das geht aus einer externen Umfrage aus dem Jahr 2018 hervor.
- Ein Helpdesk für den Nationalen Aktionsplan Wirtschaft und Menschenrechte hat 2018 seine Arbeit aufgenommen.
 

Initial Situation
Implementing 2030 Agenda requires a significant expansion in cooperation between German develop-ment cooperation and the private sector. At the same time, the German Federal Ministry for Economic Cooperation and Development (BMZ) is registering an increase in enquiries from the private sector about ways of working together. There is therefore great demand for an efficient point of contact for the private sector. This point of contact, as the sole and central advisory agency (a ‘one-stop shop’), should be able to take action on both technical and financial cooperation instruments. Through the Agency for Business and Economic Development (AWE), BMZ intends to improve the structural foun-dations for interaction between development cooperation and the German and European private sec-tor.

Goal
The foundations for interaction between development cooperation and the German and European pri-vate sector are structurally improved.

Method
In the spirit of forging a responsibility pact for sustainable development, AWE supports the German and European private sector in activities that have a positive impact on poverty reduction and sustainable development in the partner countries. In the process, AWE supplements existing BMZ instruments and approaches for cooperation with the private sector by connecting them with one another and unlocking synergy effects. It provides an efficient central point of contact for companies and business organisations seeking advice and information regarding the various cooperation offers.
First of all, therefore, the project forms a gateway for companies to access BMZ. It responds to enquiries and provides advice on BMZ instruments as well as ways of cooperating with the implementing organisations. AWE advisors provide information to German and European companies and associations in order to strengthen engagement in developing countries and emerging economies. Furthermore, AWE supports BMZ in positioning development policy content vis à vis the private sector, for example by preparing and carrying out meetings. The project also manages knowledge on the various BMZ approaches in cooperation with the private sector and performs press and public relations work.
In terms of subject areas, AWE addresses key topics of development cooperation: food and agriculture, energy, trade, education, construction, tourism, health care, international organisations, mobility, textiles, social entrepreneurship, environmental and social standards, finance, information and communications technology, mechanical and plant engineering, water and waste management, and municipal companies.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Deutsche Investitions- und Entwicklungsgesellschaft (DEG) implement AWE as an equal partner.

Effect

- Up to the end of June 2019 alone, AWE responded to 4,180 enquiries from the private sector, partner institutions and interested members of the public.
- AWE is represented at more than 70 events each year.
- According to an external survey performed in 2018, 59 per cent of clients would recommend AWE to others.
- A help desk for the National Action Plan for Business and Human Rights began work in 2018.
