Ausgangssituation

Mauretanien hat die wesentlichen afrikanischen Menschenrechtsverträge sowie die neun zentralen Menschenrechtsabkommen der Vereinten Nationen ratifiziert. Das Land unternimmt zudem beachtliche Anstrengungen, um die internationalen Verpflichtungen in der nationalen Gesetzgebung sowie in nationalen Strategien und Politiken zu verankern. Die deutsch-mauretanische Zusammenarbeit unterstützt die Bestrebungen staatlicher und zivilgesellschaftlicher Akteure, diese verbrieften Rechte zu verwirklichen. Dazu sollen Toleranz und sozialer Zusammenhalt durch Menschenrechtsbildung gefördert, die Fähigkeiten maßgeblicher Institutionen zum Schutze der Menschenrechte verbessert und der öffentliche Menschenrechtsdialog gestärkt werden.

Die Voraussetzungen zur Umsetzung von Menschenrechten sind verbessert.

Vorgehensweise
Das Vorhaben umfasst vier sich ergänzende Handlungsfelder:
1. Zusammen mit seinen Partnerorganisationen möchte das Vorhaben die mauretanische Bevölkerung über ihre Menschenrechte aufklären, insbesondere Frauen und Jugendliche im ländlichen Raum. Ziel ist es, mithilfe von Informations- und Schulungsmaßnahmen die Nachfrage der Menschen nach Achtung, Schutz und Gewährleistung ihrer Rechte zu erhöhen. Hierzu berät das Vorhaben ausgewählte staatliche und nichtstaatliche Akteure bei der Entwicklung, Durchführung und Auswertung kulturell angepasster Sensibilisierungsmaßnahmen.
2. Die Kompetenzen relevanter staatlicher Akteure sowie ausgewählter zivilgesellschaftlicher Organisationen werden gestärkt. Beispielsweise trägt das Vorhaben durch Fach- und Organisationsberatung dazu bei, dass die nationale Menschenrechtskommission in Mauretanien ihr Mandat besser ausfüllen kann. Zudem werden Dialogforen organisiert, um Akteure der Zivilgesellschaft, religiöse Autoritäten und politische Entscheidungsträger zusammenzubringen. Ziel ist es, gemeinsam Strategien zu entwickeln, um auf aktuelle Herausforderungen in Fragen der Menschrechte zu reagieren.
3. Die Rolle der Medien wird gestärkt und die öffentliche Menschenrechtsdebatte gefördert. Dabei unterstützt das Vorhaben unter anderem die Entwicklung innovativer und sachlicher Medienformate, um Journalistinnen und Journalisten in ihrer Berichterstattung und ihrem Engagement für Menschenrechte zu stärken. Ein weiterer Fokus liegt auf der Zusammenarbeit mit Jugendlichen. Ihnen werden journalistische Mittel an die Hand gegeben, um sich und anderen jungen Menschen in Medien, Gesellschaft und Politik Gehör zu verschaffen.
4. Durch die Ausbildung anerkannter Gemeindemitglieder zu Laienjuristinnen und -juristen wird der Zugang zu Rechtsberatung im ländlichen Raum verbessert. In Fällen von Menschenrechtsverletzungen können sie Ratsuchende informieren, zwischen Konfliktparteien vermitteln oder sie an gerichtliche Stellen weitervermitteln. Die Aktivitäten koordiniert ein von der Zivilgesellschaft getragenes Büro für außergerichtliche Rechtsberatung. Der Ansatz ergänzt die menschenrechtliche Aufklärungsarbeit; er schärft das Bewusstsein für modernes Recht und Rechtsprechung und verbessert den Zugang zum Rechtssystem.

Das Vorhaben ist Teil der Sonderinitiative des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) zur Stabilisierung und Entwicklung in Nordafrika und Nahost. Mit den Projekten der Sonderinitiative trägt das Ministerium dazu bei, wirtschaftliche und soziale Perspektiven für die Menschen in der Region zu schaffen. In diesem Rahmen stehen für Vorhaben der GIZ und anderer Durchführungsorganisationen in den Jahren 2014 bis 2021 bisher mehr als 300 Millionen Euro zusätzlich zur Verfügung. Im Fokus stehen dabei die Themenbereiche Jugend- und Beschäftigungsförderung, wirtschaftliche Stabilisierung, Demokratisierung sowie die Stabilisierung von Nachbarländern in Krisensituationen.
 

Context
Mauritania has ratified the main African agreements on human rights, along with the United Nations’ nine core human rights treaties. The country is also making considerable efforts to embed these international commitments in its national legislation, strategies and policies.
Mauritanian-German cooperation is supporting the endeavours of state and civil society actors to realise these enshrined rights. To this end, the project builds on human rights education to promote tolerance and social cohesion; works to empower key institutions to protect human rights more effectively, and strengthens public dialogue on human rights.

Objective
The conditions for the realisation of human rights have been improved.

Approach
The project comprises four complementary fields of activity.
1. Working with its partner organisations, the project intends to make the Mauritanian population, especially women and young people in rural areas, aware of their human rights. The aim is to use information and education initiatives to increase the population's resolve to demand respect, protection and the realisation of their rights. To this end, the project is advising state and non-state actors on developing, implementing and evaluating culturally sensitive awareness-raising measures.
2. The capacities of relevant state actors and selected civil society organisations are being strengthened. For example, the project is providing specialist and organisational consultancy to equip Mauritania’s National Human Rights Commission to carry out its mandate more effectively. Dialogue forums are also being organised to bring together civil society actors, religious authorities and political decision-makers. The aim is to develop joint strategies in response to current challenges to human rights.
3. The project is promoting the role of the media and encouraging a public debate on human rights. In this respect, it is assisting with the development of innovative and objective media platforms to support journalists in their reporting activities and reinforce their commitment to promote human rights. Emphasis is also placed on working with young people to this end, providing them with journalistic tools to make their voice and the voice of other young people heard in the media, in society and in the political arena.
4. Recognised members of the community receive training as paralegals in order to improve access to legal advice in rural areas. Such individuals can advise people in need of assistance and, if necessary, may also conduct extra-judicial proceedings or refer cases to judicial authorities. This system is coordinated by a centre for extra-judicial legal advice under the supervision of civil society organisations. This approach complements the human rights education activities by raising awareness about modern law and jurisprudence and by improving access to the legal system.

The project is part of a special initiative designed to stabilise and promote development in North Africa and the Middle East run by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Through the projects that make up this special initiative, BMZ is helping to open up economic and social prospects for people in the region. Within this context, an additional sum of more than EUR 300 million has been earmarked for projects carried out by GIZ and other implementing organisations in the period from 2014 to 2021. The thematic focus is on youth and employment promotion, economic stabilisation, democracy and stabilising neighbouring countries in crisis situations.
 

Situation initiale
La Mauritanie a ratifié les principaux traités africains sur les droits humains ainsi que les neufs grands traités des Nations unies sur ces droits. Le pays fait en outre des efforts remarquables pour ancrer les engagements internationaux dans sa législation et dans ses stratégies et politiques nationales. La coopération germano-mauritanienne soutient les efforts que mènent les acteurs publics et de la société civile afin de réaliser ces droits garantis. Pour ce faire, il faut promouvoir la tolérance et la cohésion sociale par une éducation aux droits humains, améliorer les capacités des institutions importantes de protection des droits humains et renforcer le dialogue public sur les droits humains.

Les conditions pour la réalisation des droits humains sont améliorées.

Approche
Le projet porte sur quatre champs d’action complémentaires :
1. En coopération avec ses organisations partenaires, le projet entend informer la population mauritanienne, plus particulièrement les femmes et les jeunes résidant en milieu rural, sur ses droits humains. L’objectif est d’informer et d’éduquer les citoyens pour qu’ils revendiquent davantage le respect, la protection et la garantie de leurs droits. À cet effet, le projet conseille certains acteurs publics et non publics dans l’élaboration, l’exécution et l’évaluation d’actions de sensibilisation adaptées au plan culturel.
2. Les compétences des acteurs publics pertinents et de certaines organisations de la société civile sont renforcées. Par exemple, le projet fournit un conseil technique et organisationnel qui permet à la Commission nationale des droits de l’homme de Mauritanie de mieux exercer son mandat. En outre, il organise des forums de dialogue réunissant des acteurs de la société civile, des autorités religieuses et des responsables politiques. L’objectif est d’élaborer ensemble des stratégies permettant de réagir aux défis actuels en matière de droits humains.
3. Le projet renforce le rôle des médias et encourage le débat public sur les droits humains. Ce faisant, il soutient notamment la création de formats de médias innovants et objectifs, afin d’épauler les journalistes dans leur travail d'information et dans leur engagement en faveur des droits humains. Un autre accent particulier est mis sur la coopération avec les adolescents. Des ressources journalistiques sont mises à leur disposition pour leur permettre, à eux et aux autres jeunes, de se faire entendre dans les médias, la société et les milieux politiques.
4. Des membres reconnus dans leur commune sont formés comme parajuristes afin d’améliorer l’accès à l’assistance juridique en milieu rural. En cas de violations des droits humains, ces parajuristes peuvent conseiller les citoyens qui ont besoin d’assistance, mener des procédures extra-judiciaires ou orienter vers les autorités judiciaires. La coordination est prise en charge par la société civile à travers un centre d’assistance juridique. Cette approche est complémentaire à l’éducation aux droits humains ; elle permet de sensibiliser la population au droit moderne et à la jurisprudence et améliore l’accès à la justice.

Le projet fait partie de l’initiative spéciale du ministère fédéral allemand de la Coopération économique et du Développement (BMZ) pour la stabilisation et le développement en Afrique du Nord et au Proche-Orient. Les divers projets de ladite initiative spéciale contribuent à créer des perspectives sociales et économiques pour les habitants de la région. Dans ce cadre, plus de 300 millions d’euros supplémentaires ont été rendus disponibles à ce jour aussi bien pour les projets de la GIZ que pour d’autres agences d’exécution, et ce, pour une période allant de 2014 à 2021. Les thèmes visés sont la promotion des jeunes et de l’emploi, la stabilisation économique, la démocratisation ainsi que la stabilisation des pays voisins se trouvant dans une situation de crise.
