Ausgangssituation
Massenproteste, politische Umbrüche, gewaltsame Auseinandersetzungen – der sogenannte „Arabische Frühling" und seine Folgen haben seit Anfang 2011 die Region Nordafrika und Naher Osten tiefgreifend verändert. Dabei bleibt die Herausforderung, dass in vielen Ländern die Wirtschaftsleistung schwach und die Arbeitslosigkeit hoch sind. Jugendliche haben kaum Perspektiven, politische Auseinandersetzungen werden vielerorts gewaltsam ausgetragen.#

Ziel
Maßnahmen der Sonderinitiative des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) zur „Stabilisierung und Entwicklung in Nordafrika und Nahost" werden mit den Mitteln des Regionalen Studien- und Fachkräftefonds geplant, überwacht und ausgewertet. Gute Erfahrungen werden verbreitet. Das BMZ ist in der Lage, kurzfristig auf veränderte Anforderungen zu reagieren.

Vorgehensweise
Mit der Sonderinitiative „Stabilisierung und Entwicklung in Nordafrika und Nahost" (Sonderinitiative MENA) leistet das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung einen Beitrag zur Stabilisierung und Friedenssicherung in der Region.

Vier Themenfelder stehen dabei im Fokus:
• Jugendbeschäftigung. Die Förderung der Jugendbeschäftigung schafft Perspektiven für junge Frauen und Männer und ermöglicht so deren konstruktive Teilhabe an der Entwicklung ihrer Gesellschaft.

• Wirtschaftliche Stabilisierung. Nachhaltige Wirtschaftsentwicklung schafft mittel- und langfristig Beschäftigungsmöglichkeiten. Breitenwirksames Wachstum trägt zur Verminderung der Armut in der Region bei.

• Demokratisierung. Transparenz, Rechtstaatlichkeit und Meinungsfreiheit ermöglichen politische Teilhabe und helfen, eine demokratische Kultur herauszubilden.

• Stabilisierung von Nachbarländern in Krisensituationen. Insgesamt können so die Auswirkungen von Konflikten besser aufgefangen und auch die Nachbarländer stabilisiert werden.

Für neue Vorhaben in diesem Rahmen stellte das BMZ im Jahr 2014 insgesamt 110 Millionen Euro zur Verfügung. 2015 sind nochmals 105 Millionen Euro für die Sonderinitiative vorgesehen, weitere Finanzmittel sind für 2016 in Aussicht gestellt.

Diese Finanzmittel werden genutzt, um die GIZ und weitere Durchführungsorganisationen mit einzelnen Vorhaben zu beauftragen. Derzeit konzentrieren sich die Vorhaben der Sonderinitiative MENA auf die Länder Ägypten, Jemen, Jordanien, Libanon, Marokko, Mauretanien, Tunesien und die Palästinensischen Gebiete.

Der Studien- und Fachkräftefonds zur Sonderinitiative wird eingesetzt für
• die Prüfung und Vorbereitung der einzelnen Vorhaben der Sonderinitiative,
• die Steuerung, das Monitoring und die Wirkungsbeobachtung für die Sonderinitiative insgesamt (Querschnittsaufgaben),
• die Auswertung aller Maßnahmen der Sonderinitiative für BMZ, Bundesregierung, Parlament und Medien, sowie die Unterstützung des BMZ bei der Kommunikation zu den Maßnahmen
• noch nicht absehbare Maßnahmen auf Anforderung des BMZ.
 

Context
Mass protests, political upheavals, violent confrontations: since the beginning of 2011, the Arab Spring and its consequences have brought deep-seated changes to the Middle East and North Africa region. Yet many countries still face the challenges of weak economic performance and high unemployment. Young people have few prospects. In many places, political confrontations are settled with violence.

Objective
Measures are planned, monitored and evaluated as part of the special initiative for the stabilisation and development of the Middle East and North Africa region of the German Federal Ministry for Economic Cooperation and Development (BMZ), using financing from the regional study and expert fund. Best practices are shared and BMZ is well placed to respond at short notice to changing needs.

Approach
With its special initiative for the stabilisation and development of the Middle East and North Africa region (MENA special initiative), BMZ is contributing to the stabilisation of the region, and the consolidation of peace.

In so doing it concentrates on four areas:
- Youth unemployment. Promoting youth employment provides young women and men with better prospects, thereby opening the way for their constructive participation in the development of their society.
- Economic stabilisation. Sustainable economic development creates employment opportunities in the medium and long term. Broad-based growth contributes to the reduction of poverty in the region.
- Democratisation. Transparency, the rule of law and freedom of opinion make political participation possible and help to develop a culture of democracy.
- Stabilisation of neighbouring countries in crisis situations. This makes it possible to contain the overall impacts of conflicts more effectively, while also stabilising neighbouring countries.

In 2014, BMZ provided a total of EUR 110 million for new projects under the initiative. Another EUR 105 million are to be disbursed in 2015, and further funding has been proposed for 2016.

This financing is used to commission GIZ and other implementing organisations to carry out individual projects. At present, the MENA special initiative concentrates on projects in Egypt, Jordan, Lebanon, Mauritania, Morocco, the Palestinian territories, Tunisia and Yemen.

The study and expert fund for the special initiative is used for
• assessing and preparing the individual projects;
• managing, monitoring and observing the impacts of the special
initiative as a whole (crosscutting task);
• evaluating all the measures within the special initiative on behalf
of BMZ, the German Government, parliament and the media,
  and supporting BMZ in communicating information related to
the measures; and
• as yet unforeseen measures that BMZ might require.
 

Situation initiale
Manifestations monstres, bouleversements politiques, conflits violents – le « printemps arabe » et ses suites ont profondément modifié l’Afrique du Nord et le Proche-Orient depuis le début 2011, mais de nombreux pays restent confrontés au défi d’une économie peu performante et d’un chômage élevé. La jeunesse n’a pour ainsi dire pas de perspectives d’avenir et les désaccords politiques dégénèrent souvent en affrontements violents.

Objectif
Les actions menées dans le cadre de l’initiative spéciale « Stabilisation et développement en Afrique du Nord et au Proche-Orient » du ministère fédéral de la Coopération économique et du Développement sont planifiées, suivies et évaluées avec des moyens financiers du Fonds régional d’études et d’experts. Les expériences positives sont diffusées à plus grande échelle. Le BMZ est en mesure de réagir rapidement à l’évolution des exigences.

Approche
L’initiative spéciale « Stabilisation et développement en Afrique du Nord et au Proche-Orient » (initiative spéciale MENA) du ministère fédéral de la Coopération économique et du Développement contribue à la stabilisation et au maintien de la paix dans la région.
L’accent est mis sur quatre grands thèmes :
- L’emploi des jeunes. La promotion de l’emploi des jeunes crée des perspectives pour les jeunes des deux sexes et leur permet de participer de manière constructive au développement de leur société.
- Stabilisation économique. Le développement économique durable crée des emplois à moyen et long terme. La croissance inclusive contribue à réduire la pauvreté dans la région.
- La démocratisation. La transparence, l’État de droit et la liberté d’opinion permettent la participation à la vie politique et contribuent à l’émergence d’une culture démocratique.
- La stabilisation des pays voisins en situation de crise. L’initiative permet globalement de mieux atténuer les répercussions des conflits et de stabiliser les pays voisins.

En 2014, le BMZ a fourni une enveloppe totale de 110 millions d’euros pour les nouveaux programmes/projets réalisés dans ce cadre. Pour 2015, 105 millions d’euros supplémentaires sont prévus pour l’initiative spéciale, et d’autres fonds ont été annoncés pour 2016.
Ces ressources seront utilisées pour confier des programmes/projets à la GIZ et à d’autres organismes d’exécution. Les programmes/projets de l’initiative spéciale MENA se concentrent actuellement sur l’Égypte, la Jordanie, le Liban, le Maroc, la Mauritanie, la Tunisie, le Yémen et les Territoires palestiniens.

Le Fonds d’études et d’experts de l’initiative spéciale est mis en œuvre pour
• l’examen et la préparation des différents projets de l’initiative
spéciale ;
• le pilotage, le suivi et l’observation des résultats au niveau global
de l’initiative spéciale (tâches transversales) ;
• l’évaluation de l’ensemble des actions de l’initiative spéciale à
l'intention du BMZ, du gouvernement fédéral, du parlement et
des médias, ainsi que l’appui au BMZ dans sa communication
sur les actions ;
• des actions non encore prévisibles, sur demande du BMZ.
