Wo und wie wir tätig sind
Der kolumbianische Friedensprozess gilt als emblematisches Beispiel dafür, wie auch langanhaltende Gewaltkonflikte durch Dialog und Verhandlungen gelöst werden können.
Im Friedensvertrag mit der FARC-Guerrilla wurde Deutschland ausdrücklich um Unterstützung bei der Aufarbeitung der gewaltsamen Vergangenheit und der Anerkennung der Rechte der Opfer gebeten. In Kolumbien unterstützen wir die fachlich oft sehr gut ausgebildeten Partner vor allem bei der Gestaltung von Dialogräumen und der Zusammenarbeit zwischen den staatlichen Institutionen und Zivilgesellschaft. Beispielsweise unterstützen wir die Unidad de Victimas, die für die Betreuung der Opfer zuständig sind, dabeit, ihre Arbeit effizienter zu gestalten und die Zivilgesellschaft miteinzubeziehen. Wir helfen zivilgesellschaftlichen Organisationen Fälle zu dokumentieren, um diese im Anschluss bei der Sondergerichtsbarkeit oder bei der Wahrheitskommission zu präsentieren.
Der Friedensprozess in Kolumbien steht vor großen Herausforderungen: Die komplexe Umsetzung des Abkommens verläuft stetig aber langsam, nicht zuletzt, weil ein belastbarer politi-scher Konsens fehlt. Die im Rahmen des Abkommens neu geschaffenen Institutionen kämpfen um Anerkennung und eine ausreichende Mittelausstattung. Neue und alte bewaffnete Gruppen versuchen lukrative illegale Ökonomien (Koka-Produktion, Goldabbau) unter ihre Kontrolle zu bringen. In der Folge steigt die Gewalt gegen lokale Friedensaktivist*innen und Menschenrechtsverteidiger*innen.
Mit unserer Arbeit leisten wir einen nachhaltigen Beitrag zur Umsetzung der Ziele 5 (Gleichstellung der Geschlechter) und 16 (Frieden, Gerechtigkeit und starke Institutionen) der Agenda 2030 sowie zur Umsetzung der Resolution 1325/2000 zur Beteiligung von Frauen an Frieden, Sicherheit und Krisenbewältigung des UN-Sicherheitsrates.

Ziel
Das Ziel des Vorhabens ProPaz ist die partizipative und effiziente Umsetzung der Friedenspolitiken auf nationaler, regionaler und lokaler Ebene in den Regionen Caquetá, Meta und Norte de Santander.
Dies wird im Rahmen der folgenden fünf Themen unterstützt:
• Regionale Friedensentwicklung
• Strafrechtliche Aufarbeitung und Historische Wahrheit
• Opferentschädigung und Landrückgabe
• Suche nach verschwundenen Personen
• Stärkung der Kapazitäten von Lokalverwaltungen und zivilgesellschaftlichen Organisationen zur lokalen und regionalen Friedensentwicklung (gemeinsam mit der Europäischen Union)

Ausgewählte Wirkungen
• Teilnahme von knapp 6.000 Personen an über 70 Bera-tungsprozessen, die die Teilhabe von Opfern und anderen Bevölkerungsgruppen an politischen Prozessen und Dialogräumen fördern.
• Lokale zivilgesellschaftliche und institutionelle Akteure setzen Methoden der Gewaltprävention um, wovon bis zu 10.000 Personen in 5 Gemeinden Norte de Santanders profitieren.
• Unterstützung des Systems der Übergangsjustiz bei der Aufarbeitung von 15.000 Fällen sexueller Gewalt während des Konflikts; sowie 7.000 Fällen von verschwundenen Personen.
• 10.500 Jugendliche in Meta und Norte de Santander behandeln mit ihren Lehrer*innen im Unterricht Themen der Erinnerungsarbeit.
• 550.000 Opfer des bewaffneten Konfliktes profitieren von effizienteren Dienstleistungen des Staates (psychosoziale Unterstützung, gewissenhaftere Implementierung von Urteilen zur Rückgabe von gestohlenem Land, effizientere Umsetzung von lokalen Plänen zur Opferentschädigung)

Mit Kunst gegen Gewalt!
Als Antwort auf eine 2014 aufkommende neue Welle der Gewalt in Cúcuta in Norte de Santander, gründete der junge Rapper „Pepe" das Kollektiv 5ta con 5ta. Er selbst stammt aus einem ärmeren Viertel der Stadt und arbeitet bereits seit langer Zeit mit Jugendlichen. „Die Musik ist in den ärmeren Vierteln die wirkliche Bildung", so der Direktor von der 5ta con 5ta Crew. Für ihn war es die Musik, die ihn dazu brachte, sich in Frage zu stellen, seine Analysefähigkeit zu schärfen und die ihn dazu bewegte zu Schreiben.

Ziel des Kollektivs - zu dem mittlerweile 17 feste Mitarbeiter*innen gehören - liegt darin, jugendliche Führungspersönlichkeiten zu fördern und dabei zu unterstützen gesellschaftliche Veränderungsprozesse in ihren Stadtteilen oder Regionen zu initiieren. Dafür organisiert das Kollektiv kulturelle Aktivitäten in öffentlichen Räumen und Workshops an Schulen mit Kindern und Jugendlichen aus überwiegend marginalisierten Stadtteilen. Über künstlerische Ausdrucksformen wie Rap, Graffiti, Break Dance, Video und Theater bearbeiten sie mit den Jugendlichen und Kindern verschiedene Themen: die Aufarbeitung des bewaffneten Konfliktes, die lokale Integration oder die Aufklärung und den Schutz von Jugendlichen und Kin-dern. Dies geschieht beispielsweise durch das Anschauen von Problematiken wie der gewaltsamen Rekrutierung durch illegale Akteure, Drogenkonsum, Schwangerschaft von Minderjährigen oder die zunehmende Migration aus Venezuela.
Die Jugendlichen, lernen dadurch, ihre Emotionen künstlerisch auszudrücken, ihre Vergangenheit künstlerisch aufzuarbeiten, und wie sie selber zu einem friedlichen Zu-sammenleben beitragen können.
Darüber hinaus hat das Kollektiv Kampagnen zur sexuellen Aufklärung und gegen Gewalt gegen Frauen sowie den Dialog zwischen Polizei und Graffitisprayern ermöglicht und begleitet.
Jedes Jahr organisiert 5a con 5a ausserdem ein Hip-Hop Festival, an dem mehr als 1.500 Jugendliche aus der ganzen Region teilnehmen.

 

Where and how we work
The Colombian peace process can be considered an emblematic example of how dialogue and negotiations can contribute to resolving even long-lasting violent conflicts.
In the context of the peace agreement with the FARC guerrillas, Germany was explicitly requested to provide assistance in dealing with the violent past and the recognition of the rights of victims.
In Colombia, we support partners – who are often very well-trained – with the design of dialogue spaces and cooperation between state institutions and civil society. We, for instance, support the Unidad de Victimas, an entity responsible for assisting the victims of conflict, in working more efficiently and involving civil society. Furthermore, we also assist civil society organisations in documenting cases and presenting them to special courts or the Truth Commission.
The peace process in Colombia faces major challenges: The peace agreement’s complex implementation process is steadily but slowly proceeding, not least because a robust political consensus is lacking. Those institutions newly created under the peace agreement continue to fight for recognition and adequate funding. At the same time, new and old armed groups are seeking to gain control over lucrative illicit economies (coca production, gold mining). As a result, violence against local peace activists and human rights defenders is on the rise.
Our work makes a lasting contribution to the implementation of goals 5 (gender equality) and 16 (peace, justice and strong institutions) of the Agenda 2030 as well as to the implementation of UN Security Council Resolution 1325/2000 on the participation of women in peace, security and crisis management

Objective
The goal of the ProPaz project is the participatory and efficient implementation of peace policies at national, regional and local level in the departments of Caquetá, Meta and Norte de Santander.
This will be supported with the following five themes:
• Regional Peacebuilding
• Criminal Justice and Historical Truth
• Victim Reparation and Land Restitution
• Search for Disappeared Persons
• Strengthening the Capacities of Local Governments and Civil Society Organisations for Local and Region-al Peacebuilding (together with the European Union)

Some facts and figures
• The participation of almost 6,000 people in more than 70 advisory processes that promote the participation of victims and other population groups in political processes and dialogues.
• Local civil society and institutional actors implement methods of violence prevention, benefitting up to 10,000 people in 5 communities of Norte de Santanders.
• Support the transitional justice system in dealing with 15,000 cases of conflict-related sexual violence and 7,000 cases of missing persons.
• In Meta and Norte de Santander, 10,500 young people and their teachers discuss memory work topics in class.
• 550,000 victims of the armed conflict benefit from more efficient state services (psychosocial support, more conscientious implementation of judgments to return stolen land, more efficient implementation of local victim compensation plans)

With art against violence!
In response to a new wave of violence that emerged in 2014 in Cúcuta, Norte de Santander, the young rapper "Pepe" founded the collective 5ta con 5ta. He himself comes from a poorer part of the city and has been working with young people for a long time. "In poorer neighbourhoods, music is the real education", says the head of the 5ta con 5ta crew. For him, it was music that led him to question himself, to sharpen his analytical skills and to write.

The aim of this collective - which now includes 17 permanent employees - is to support promising young leaders to initiate processes of social change in their districts or regions. To this end, the collective organizes cultural activities in public spaces and school workshops, mostly working with children and youth from marginalized districts. Using artistic forms of expression such as rap, graffiti, break dance, video and theatre, they work with youth and children on various topics : the reappraisal of the armed conflict, local integration processes or the education and protection of young people and children. This is done, for example, by discussing issues such as the forcible recruitment by illegal actors, drug consumption, pregnancy of minors or increasing migration from Vene-zuela.
In this way, young people learn both to express their emotions, to come to terms with their past artistically and ways to contribute to peaceful coexistence.
The collective has facilitated and accompanied campaigns for sexual education, against violence against women and for dialogue between police and graffiti sprayers.
Furthermore, 5a con 5a also organises a hip-hop festival, with more than 1,500 youth from all over the region participating each year.




 

Dónde y como trabajamos
El proceso de paz colombiano puede considerarse un ejemplo emblemático de cómo conflictos violentos prolongados pueden ser resueltos mediante el diálogo y las negociaciones.
En el acuerdo de paz con las FARC, se solicitó la ayuda de Alemania para apoyar la superación del pasado violento y el reconocimiento de los derechos de las víctimas. En Colombia, sobre todo apoyamos a nuestros cooperantes -que a menudo ya están muy bien formados- en el diseño de espacios de diálogo y cooperación entre instituciones estatales y de sociedad civil. Por ejemplo, se apoya a la Unidad de Víctimas, encargada de atender a las víctimas, para hacer su trabajo más eficiente y para involucrar a la sociedad civil. También ayudamos a las organizaciones de la sociedad civil a documentar los casos para luego poder presentarlos a tribunales especiales o a la Comisión de la Verdad.
El proceso de paz en Colombia enfrenta grandes desafíos: La compleja implementación del acuerdo avanza de forma constante pero lenta, entre otras cosas por falta de un consenso político sólido. Las nuevas instituciones creadas bajo el acuerdo de paz luchan por su reconocimiento y una dotación presupuestaría adecuada. Nuevos y viejos grupos armados intentan poner bajo su control las economías ilícitas (producción de cultivos de uso ilicito, minería de oro) lucrativas. Una consecuencia de esto es el aumento de la violencia contra activistas locales por la paz y defensoras*es de los derechos humanos.
Con nuestro trabajo contribuimos de manera sostenible a la aplicación de los objetivos 5 (Igualdad de género) y 16 (Paz, justicia e instituciones sólidas) de la Agenda 2030, así como a la aplicación de la resolución 1325/2000 relativa a la participación de las mujeres en procesos de paz, seguridad y gestión de crisis del Consejo de Seguridad de las Naciones Unidas.

Objetivo
El objetivo general de ProPaz es que las políticas de paz se implementen de forma participativa y eficiente a nivel nacional, regional y local en los departamentos Caquetá, Meta y Norte de Santander. Esto se apoya a través de los siguientes ejes:
• Construcción de paz con enfoque territorial
• Justicia Transicional y Memoria Histórica
• Reparación de Víctimas y Restitución de Tierras
• Búsqueda de Personas dadas por desaparecidas
• Fortalecimiento y Consolidación de Capacidades Locales y Regionales para la Planificación, el Ordenamiento Territorial y la Construcción de Paz (junto con la Unión Europea)

Una selección, de lo que hemos logrado hasta ahora
• Participación de cerca de 6.000 personas en más de 70 procesos de asesoramiento destinados a promover la participación de las víctimas y otros grupos de la población en los procesos y diálogos políticos.
• Sociedad civil local y actores institucionales implementan métodos de prevención de violencia, de los cuales se benefician hasta 10.000 personas en 5 municipios de Norte de Santander.
• Apoyo al sistema de justicia transicional en el tratamiento de 15.000 casos de violencia sexual durante el conflicto y 7.000 casos de personas desaparecidas.
• 10.500 jóvenes del Meta y de Norte de Santander trabajan el tema de memoria historica a traves de la aplicación de metodologias innovadoras en las aulas de clase
• 550.000 víctimas del conflicto armado se benefician de servicios estatales más eficientes (apoyo psicosocial, efectivo cumplimiento de las sentencias de restitución de tierras, aplicación más eficaz de los planes locales de indemnización de víctimas).

¡Con arte contra la violencia!
En reacción a una nueva ola de violencia que surgió en 2014 en Cúcuta y Norte de Santander, el joven rapero "Pepe" fundó el colectivo 5ta con 5ta. Él viene de una parte pobre de la ciudad y trabaja con jóvenes hace mucho tiempo. "En los barrios más pobres, la música es la verdadera educación", dice el director del colectivo 5ta con 5ta. Para él, fue la música la que le llevó a cuestionarse a sí mismo, a afinar sus capacidades analíticas y a escribir.
El objetivo del colectivo -que ahora incluye a 17 empleadas*os fijas*os- es apoyar a jóvenes líderes para que puedan iniciar procesos de cambio social en sus municipios y departamentos. Para esto, el colectivo organiza actividades culturales en espacios públicos y talleres en las escuelas con niñas*os y jóvenes de barrios predominantemente desfavorecidos. Utilizando formas de expresión artística como el rap, el graffiti, el break dance, vídeos y teatro, trabajan con jóvenes y niñas*os sobre diversos temas: el tratamiento del conflicto armado, la integración local o la sensibilización y protección de jóvenes y niñas*os. Se examinan, por ejemplo, problemas como el reclutamiento forzado por parte de actores ilegales, el consumo de drogas, el embarazo de menores o la creciente migración desde Venezuela.
De este modo, las*os jóvenes aprenden a expresar sus emociones y a asumir su pasado de forma artística, asi como a contribuir a una convivencia pacífica.
El colectivo ha facilitado y acompañado campañas de educación sexual y de violencia contra las mujeres, así como de diálogo entre la policía y los grafiteras*os.
Además, cada año 5a con 5a organiza un festival de hip-hop, en el que participan más de 1.500 jóvenes de toda la región.
