Project description (DE)

Ausgangssituation

Im Norden Benins erfolgt die Landwirtschaft überwiegend im Regenfeldbau. So werden nur rund 0,5 Prozent der landwirtschaftlichen Nutzfläche mit Kleinbewässerung in Talauen bewirtschaftet. Klimaprognosen gehen für die Region von einer Zunahme der Extremniederschläge und der Trockenperioden sowie von vermehrter Variabilität der Regenzeit aus. Die negativen Auswirkungen des Klimawandels im Norden Benins werden durch das bisher nicht nachhaltige Management der natürlichen Ressourcen verstärkt und stellen ein Risiko für die landwirtschaftliche Produktion dar. Die Erträge und die davon abhängige Ernährungssicherheit der Bevölkerung sind gefährdet.

Die landwirtschaftliche Entwicklungsstrategie Benins zielt deshalb zur Erhöhung der landwirtschaftlichen Produktivität und zum Erhalt der Ökosysteme auf eine Verbesserung des Managements von Wasser und Boden unter Berücksichtigung der Auswirkungen des Klimawandels.

Ziel

Durch nachhaltiges Management der natürlichen Ressourcen, insbesondere von Wasser und Boden, ist die Landwirtschaft in den vom Klimawandel betroffenen Gebieten in Nordbenin besser an den Klimawandel angepasst.

Vorgehensweise

Das Vorhaben wird in drei ausgewählten Anrainergemeinden des Nationalparks Pendjari und des Nationalparks W im Norden Benins umgesetzt, die von den Auswirkungen des Klimawandels besonders betroffen sind. Es konzentriert sich auf folgende Handlungsfelder:

1. Standardisierte Vorgehensweisen zur Bedarfserhebung in den Wassereinzugsgebieten und zur Priorisierung werden angewandt.

2. Investitionen in die Bewässerungsinfrastruktur sowie das nachhaltige Wasser- und Bodenmanagement innerhalb von Wassereinzugsgebieten sind besser an die Auswirkungen des Klimawandels angepasst.

3. Relevante Akteure und Entscheidungsträger nutzen vorhandenes Wissen und Erfahrungen für ein nachhaltiges Management der besonders vom Klimawandel betroffenen Gebiete.

Beratungs- und Fortbildungsangebote befähigen relevante Akteure, wie staatliche Partnerorganisationen, Gemeindeverwaltungen, den Privatsektor, die Zivilgesellschaft, lokale Produzenten, zur Planung und Umsetzung von klimasensiblen Maßnahmen für ein nachhaltiges Management von Wassereinzugsgebieten. Die Maßnahmen werden auf regionaler, kommunaler und nationaler Ebene durchgeführt. Dabei werden besonders Frauen und marginalisierte Gruppen konsequent und aktiv in Planungs- und Entscheidungsprozesse einbezogen, sodass ihre Interessen berücksichtigt werden.

Durch das Vorhaben wird die Resilienz der Agrarsysteme und der landwirtschaftlichen Betriebe in den Wassereinzugsgebieten gegenüber dem Klimawandel erhöht. Zusätzlich nimmt durch die Umsetzung der in den Managementplänen definierten Schutz- und Nutzungsregeln der Druck auf die natürlichen Ressourcen der angrenzenden Nationalparks ab. Das Vorhaben trägt damit auch zum Erhalt der Biodiversität in der Region bei.

Das Vorhaben wird von der GFA Consulting Group mit nationalem und internationalem Personal umgesetzt.
 

 

Project description (EN)

Context

The farming sector in northern Benin is dominated by rainfed agriculture. As a result, only about 0.5 percent of agricultural land is cultivated using small irrigation schemes in meadowlands. Climate forecasts for this region predict an increase in extreme rainfall and drought conditions as well as a more variable rainy season. The negative impacts of climate change in Northern Benin have been further aggravated by the unsustainable management of natural resources, and present a risk to agricultural production. This is endangering the harvest and the associated nutritional needs of the population.

Benin's agricultural development strategy has taken the impacts of climate change into consideration and therefore aims to improve water and soil management, increase agricultural productivity and preserve ecosystems.

Objective

Measures aimed at sustainable management of natural resources, in particular of water and soil, help those agricultural areas of northern Benin most affected by climate change better adapt to these changes.

Approach

The project is to be implemented in three selected communities bordering on the Pendjari and W National Parks in northern Benin, which are areas especially affected by climate change. It concentrates on the following fields of action:

1. Standardised procedures are used for needs assessments and prioritisation in the water catchment areas.

2. Investment in the irrigation infrastructure as well as sustainable water and soil management across the water catchment areas are better adapted to the impacts of climate change.

3. Relevant stakeholders and decision-makers use the available knowledge and experience to sustainably manage those areas particularly affected by climate change.

A range of consulting and advanced training measures enable the stakeholders, such as state partner organisations, local governments, the private sector, civil society and local producers, to plan and implement climate sensitive measures to ensure sustainable management of water catchment areas. These measures will be executed at regional, municipal and national level. Women and marginalised groups in particular will be actively involved in planning and decision-making processes to ensure that their interests are taken into consideration.

The aim of this project is to improve the resilience of agricultural systems and the individual farms in the water catchment areas to climate change. The implementation of the protection and usage regulations in the management plans will reduce the pressure on the natural resources of the neighbouring national parks. In this way, the project also contributes to preserving biodiversity in the region.

The project is carried out by GFA Consulting Group by national and international personnel.
