Ausgangssituation
Bolivien gehört zu den am stärksten vom Klimawandel betroffenen Ländern der Erde. Klimaprognosen deuten darauf hin, dass sich Temperatur, Niederschlagsmenge und -verteilung zum Nachteil der Landwirtschaft verändern werden. Die wichtigste Auswirkung der Erwärmung betrifft den Wasserkreislauf. Dies wird die Landwirtschaft stark beeinträchtigen, da sie direkt von verlässlichen Niederschlägen abhängt. Aufgrund von unzureichendem natürlichen Ressourcenmanagement, sind die bewässerungslandwirtschaftlichen Produktionssysteme sehr anfällig gegenüber den Auswirkungen des Klimawandels.
Ziel
Die Widerstandskraft kleinbäuerlicher bewässerungslandwirtschaftlicher Produktionssysteme gegenüber den Auswirkungen des Klimawandels ist in der Programmregion verbessert.

Vorgehensweise
Die Arbeit des Projektteams fokussiert sich auf die ländlichen Trockengebiete der Regionen Cochabamba, Chuquisaca, Potosí und Santa Cruz. Es arbeitet nach einem integralen Ansatz im Wassereinzugsgebietsmanagement und bezieht die Themen Wasserspeicherung und-nutzung, Bewässerungslandwirtschaft sowie Verarbeitung und Vermarktung der Produktion in seine Arbeit mit ein. Die Schwedische Agentur für internationale Entwicklungskooperation (SIDA) finanziert einen Teil der Projektaktivitäten mit.
Da die Themen Wassermanagement und Landwirtschaft unmittelbar miteinander verknüpft sind, bringt das Projektteam die politischen Verantwortlichen dieser beiden Bereiche an einen Tisch. Gemeinsam entwickeln die Partner Strategien, wie sie die landwirtschaftliche Produktion durch sinnvolles Wasserressourcenmanagement erhöhen können.
Damit öffentliche Projekte internationalen Qualitätsstandards genügen, schult das Vorhaben Mitarbeitende aus Institutionen und Behörden. So erwerben diese das Know-how, Investitionen in Infrastrukturprojekte – wie beispielsweise einen Staudamm – und die landwirtschaftliche Produktion rentabel und nachhaltig zu gestalten. Das Projektteam unterstützt Bildungseinrichtungen dabei, bedarfsgerechte Fort- und Weiterbildungen zu entwickeln und anzubieten. Einige Fachkräfte aus öffentlichen Institutionen nehmen an Fortbildungen internationaler Bildungsanbieter teil, um ihre Kompetenzen bei der Durchführung und Verwaltung öffentlicher Projekte zu steigern. Diese Aufgabe übernimmt zu einem großen Teil die Consultingfirma GITEC.
Das Projektteam führt neue Technologien – wie beispielsweise die Tröpfchenbewässerung – und Innovationen ein, die die Bewässerungseffizienz steigern und die Rentabilität und Produktivität der landwirtschaftlichen Produktion verbessern. Damit Landwirte auf qualifizierte Dienstleistungen bei der Produktion, Verarbeitung und Vermarktung ihrer Produkte zugreifen können, unterstützt das Vorhaben staatliche Institutionen in der landwirtschaftlichen Beratung, beim Innovationstransfer und dem Zugang zu Krediten, Information und Märkten.
Wirkungen
Mit Unterstützung des Projektes sind elf regionale Wassereinzugsgebietsmanagementpläne entstanden. Gemeinsam mit seinen Partnern hat das Vorhaben 16 staatliche Normen und Richtlinien in der Bewässerungslandwirtschaft formuliert und diese eingeführt. Inzwischen existieren sechs interinstitutionelle Plattformen, durch die bessere Analysen möglich sind, sich Abstimmungsprozesse vereinfachen und sich konkrete Aktivitäten im Rahmen des Wassereinzugsgebietsmanagements effektiver realisieren lassen. Eine intersektorale Plattform zur Umsetzung integraler Ansätze zwischen den Subsektoren Bewässerung, landwirtschaftliche Produktion und Wassereinzugsgebietsmanagement wurde konsolidiert.
Von den Beratungen haben in Gemeinden, Provinzen und der Hauptstadt direkt oder indirekt mehr als 50.000 Techniker und Kleinproduzenten profitiert - bis zu 40 Prozent davon waren Frauen.
Die Beratungsarbeit und die Einführung von Innovationen haben einen bedeutenden Beitrag zu sichtbaren Veränderungen in den Produktionssystemen geleistet. Die Produzenten sind von traditioneller auf technifizierte Bewässerung umgestiegen, ihre Wassernutzung ist damit um über 30 Prozent effizienter geworden. Von den Kleinstbewässerungsprojekten werden bis zu 2000 Familien profitieren. Rund weitere 1500 Hektar Land können nun bewässert werden.
Dank der Innovationen sind die Erträge im Obstbau - vor allem Äpfel und Pfirsiche - auf 2,7 Tonnen pro Hektar gestiegen, bei den Gemüsekulturen sogar auf durchschnittlich 4,1 Tonnen pro Hektar. Die Menschen konnten dadurch ihr Einkommen um 34 und teilweise bis zu 44 Prozent steigern.

Das Vorhaben hat 18 Kurse in nachhaltiger landwirtschaftlicher Entwicklung und Wassereinzugsgebietsmanagement für zwölf nationale und zehn Kurse für acht internationale höhere Lehranstalten entwickelt. Innerhalb dieser Kurse wurden etwa 900 Fachkräfte ausgebildet, davon 27 Prozent Frauen.
Bei allen Aktivitäten hat das Projektteam Frauen aktiv eingebunden und darauf geachtet, die Produktionsbedingungen zu verbessern. Ein Beispiel dafür ist der Zugang zu neuen Technologien, die Frauen die Arbeit erleichtern und die Anzahl Stunden, die sie auf den Feldern verbringen, reduzieren. Das wirkt sich positiv auf ihre Gesundheit und Lebensqualität aus.

Context
Bolivia is one of the countries in the world most vulnerable to climate change. Climate models indicate that changes in temperature, levels of rainfall and precipitation patterns will have a detrimental impact on agricultural production. Global warming has a crucial effect on the water cycle, with drastic consequences for farming owing to its direct dependence on reliable rainfall.
Many factors make Bolivia’s irrigated farming systems highly vulnerable to the impacts of climate change: natural resources are not sustainably managed; the collection, storage, distribution and use of water for irrigation are inefficient; agricultural productivity and profitability are low, and the management of climate risks in the agricultural sector needs to be improved.
In the country’s small-scale farming sector, the returns from production inputs generally only cover the costs in the best-case scenarios. Water availability is insufficient and is even decreasing in many watersheds. In irrigation, water use efficiency is around 33 per cent. Although irrigated farming currently only covers 8 per cent of the agricultural production area, the negative impacts of climate change on soil conditions and soil moisture in the country’s arid regions will increasingly necessitate a transition from dry farming to irrigated systems. Bolivia has therefore declared the next ten years the Decade of Irrigation. The high political priority accorded to this issue is also reflected in the sharp increase in public investment.
Objective
The resilience of small-scale irrigated agricultural production systems to the impacts of climate change is increased in the programme region.

Approach
In order to increase the resilience of small-scale irrigated farming systems to the impacts of climate change, the programme is developing the human, organisational and social capacity of national, regional and local partners in the following areas:
1.Sustainable management of natural resources to improve the production base
2.Increasing the profitability of agricultural production for food security
3.Building adaptation skills to improve the management of climate risks for farming systems.
There is considerable potential to contribute to increasing resilience, particularly in the public projects on watershed management, irrigation and agriculture. The partners are assisted in enhancing the quality of these projects. The programme supports the coordination processes between the centralised water and agriculture sectors as well as the harmonisation and coordination efforts between national and subnational levels.
A key success factor for successfully implementing investment programmes and providing effective agricultural extension services is the availability of well-trained irrigated farming experts. The programme is therefore supporting the establishment of a further training system that caters for the current needs for expertise in the water, environmental and agricultural sectors.
The programme advises the two partner ministries and their research and advisory institutions on introducing innovations related to water collection and supply, irrigation and agricultural production systems (cultivation, diversification, storage, processing and marketing).
The programme provides support geared to improving services delivered by public and private institutions as well as non-governmental organisations for the production, processing and sale of agricultural products. These services include agricultural extension, transfer of innovations, purchasing of seeds, and access to credit, information and markets. In this manner, the programme helps to increase the profitability of agricultural production.

The programme is chiefly active in the dry inter-Andean valleys in the Departments of Cochabamba, Chuquisaca, Potosí and Santa Cruz. These areas are characterised by their considerable agricultural potential, particular sensitivity to climate stressors, high poverty rates and extreme vulnerability in terms of food security. National investment programmes are also being implemented in these regions.

Bolivia es uno de los países más afectados por el Cambio Climático a nivel mundial. Pronósticos prevén que las condiciones relacionadas a la tempe- ratura y a la cantidad y distribución de lluvias empeorarán para la agricul- tura, la cual depende de un ciclo regular de las precipitaciones pluviales
El Programa de Desarrollo Agropecuario Sustentable III rescata las medidas exitosas de Cooperación Técnica propuestas por la Cooperación Sueca y Alemana, a través del PROAGRO I y II (2005 - 2013) proponiendo nuevos enfoques. En concordancia con las políticas y planes de desarrollo rural del Estado Boliviano, PROAGRO III propone medidas en respuesta a las demandas de los productores y las productoras agrícolas, buscando incrementar beneficios socio-económicos, así como reducir la exclusión social y la pobreza, acciones que han sido establecidas por la Agenda Patriótica 2025.
Objetivo:
PROAGRO contribuye a que los sistemas agrícolas de producción bajo riego mejoren su resiliencia frente a los impactos del Cambio Climático.
El Programa parte de la idea de que esta resiliencia se logra a través de: Mejor gestión de los recursos naturales (incluyendo uso más eficiente
del agua en el riego) para fortalecer las bases productivas.
Incremento de la productividad y rentabilidad de la producción agríco- la, para mejorar la seguridad alimentaria.
Desarrollo de la capacidad de adaptación al Cambio Climático, para mejorar la gestión de los riesgos climáticos.
Para alcanzar su objetivo, PROAGRO apoya a socios a nivel nacional, departamental y local en desarrollar sus capacidades en los ámbitos institucional y social. Por lo tanto, el Programa facilita estos procesos de desarrollo de capacidades, entendidos como "un proceso mediante el cual las personas, organizaciones y sociedades movilizan, adaptan y am- plían su capacidad para diseñar su desarrollo de modo sustentable y adap- tarse a las condiciones marco cambiantes".
Evidencias de impactos se generarán en siete cuencas hidrográficas pi- loto dentro de los valles secos interandinos. Estas regiones tienen altos índices de vulnerabilidad frente a la inseguridad alimentaria, y por ello son prioritarias para el Estado Boliviano.
Enfoque:
1. Calidad y coordinación de proyectos públicos
Los proyectos públicos en cuencas, riego, producción y comercialización agrícola, presentan el mejor espacio para reducir la vulnerabilidad fren- te a los impactos del Cambio Climático. Es ahí donde se trabaja en la gestión de recursos naturales, el uso eficiente del agua en riego, la pro- ducción agrícola productiva y rentable, y el desarrollo de la capacidad de adaptación.
2. Formación continua
La calidad de los proyectos públicos depende de los profesionales que los diseñan, ejecutan, supervisan, etc. Se apunta a crear un sistema de formación continua en desarrollo agrícola integral, que corresponda a las exigencias de los sectores relevantes.
3. Tecnologías e innovación
Una mejor transferencia de tecnologías e innovaciones posibilita una mayor eficiencia en el uso del agua, una mayor productividad agrícola (incluyendo la agricultura orgánica), así como un incremento de la ren- tabilidad en el sector agropecuario.
4. Servicios para la producción, transformación y comercialización agrícola
Apunta a mejorar los servicios para la producción, transformación y co- mercialización de productos agrícolas (especialmente asistencia técnica, transferencia de innovaciones, acceso a semillas, acceso a créditos e infor- mación sobre los mercados).
Resultados:
A la fecha, PROAGRO ha contribuido a promocionar y desarrollar los Planes Directores de Cuencas (incluyendo el asesoramiento para la con- formación de plataformas de gestión de cuencas), a hacer efectiva la di- fusión y aplicación de normativas y guías técnicas de riego (compilado de 12 guías de riego) y la identificación de referentes tecnológicos para la producción bajo riego, vinculada a la comercialización. De igual manera, se apoya la elaboración de proyectos de riego familiar a nivel nacional y se implementan planes formativos en universidades para la formación continua. PROAGRO ha contribuido a la elaboración de guías de Buenas Prácticas en la producción agrícola.
PROAGRO brinda asesoramiento orientado al desarrollo de capacidades a nivel nacional y departamental para mejorar los servicios que ofrecen las entidades estatales a los productores y las productoras. El trabajo se enfa- tiza en la producción de papa, hortalizas (cebolla, zanahoria, etc.) y frutas (durazno y manzana).
Este apoyo se materializa en la implementación de proyectos GIRH/ MIC1, el incremento de las eficiencias de riego, la mejora de los rendi- mientos en los rubros priorizados y la generación de mayores ingresos en el marco de la comercialización. Todo esto considerando la participación activa de la mujer y con miras a mejorar la resiliencia de los sistemas pro- ductivos frente al Cambio Climático.
