Ausgangssituation
Der Agrar- und Ernährungssektor ist einer der wichtigsten Antriebsmotoren für das Wirtschaftswachstum in der ASEAN-Region. Eine stetig wachsende Nachfrage auf Konsumentenseite nach qualitativ hochwertigen Nahrungsmitteln führt zu der Forderung, dass auch die regionalen und nationalen Agrarpolitiken auf Nachhaltigkeit ausgerichtet werden müssen. Zugleich müssen die Aktivitäten aller Akteure entlang der verschiedenen Wertschöpfungsketten (Zulieferer, Landwirte, Verarbeiter und Händler) profitabel sein, um sichere, gesunde und bezahlbare Nahrungsmittel für eine wachsende Bevölkerung sicherstellen zu können.
Das Projekt „Nachhaltige Agrar- und Ernährungswirtschaft in der ASEAN-Region" baut auf den Erfahrungen aus dem Vorgängervorhaben „ASEAN Biocontrol" auf und ist eines von zwei Modulen unter dem „ASEAN-Deutschen Klimaschutzprogramm: Landwirtschaft, Wald und zugehörige Sektoren". Während sich das Vorgängervorhaben auf die Förderung der nachhaltigen Agrarproduktion konzentrierte, beschäftigt sich das laufende Vorhaben mit der Förderung der Agrar- und Ernährungswirtschaft entlang der gesamten Wertschöpfungsketten im Reis, Gemüse-, Früchte- und Kaffeesektor, einschließlich der Weiterverarbeitung und Marktanbindung von kleinbäuerlichen Haushalten. Mit Blick auf die Agrarproduktion sind zum Themenfeld biologischer Pflanzenschutz weitere Themenfelder, wie zum Beispiel Boden- und Nährstoff-Management oder Betriebsökonomie, hinzugekommen.
Ziel
Strategien und Richtlinien der ASEAN-Staaten im Bereich nachhaltige Agrar- und Ernährungswirtschaft werden auf nationaler Ebene umgesetzt. Die Harmonisierung der nationalen Politiken in einem gemeinsamen Markt (ASEAN Economic Community) ist vorangetrieben.
Vorgehensweise
Das Projekt ist beim Landwirtschaftsministerium in Bangkok, Thailand, angesiedelt. Weitere Projektbüros in Kambodscha, Laos, Indonesien, Myanmar und Vietnam setzen die Aktivitäten auf nationaler Ebene um. In regionalen und nationalen Dialogforen werden Lernerfahrungen zwischen den Mitgliedstaaten ausgetauscht. Das Projekt arbeitet in drei Handlungsfeldern:
1. Politische Rahmenbedingungen
Primär berät das Projekt ASEAN-Mitgliedstaaten beim Politikgestaltungs- und Entscheidungsfindungsprozess, insbesondere im Hinblick auf grenzüberschreitende Prozesse und den politischen Dialog zwischen den Mitgliedstaaten.
2. Implementierung von Produktionstechnologien
Ausgewählte nachhaltige Produktionsansätze, welche sich auf Pflanzenschutz, Boden- und Nährstoffmanagement sowie Betriebswirtschaft beziehen, werden unterstützt.
3. Marktanbindung
Das Projekt stärkt Entscheidungsträger auf allen Ebenen und fördert Kooperationen zwischen Kleinbauern und dem privaten Sektor innerhalb nachhaltiger Wertschöpfungsketten. Modelle einer nachhaltigen Agrar- und Ernährungswirtschaft werden in Pilotmaßnahmen umgesetzt, um Erfahrungen in den Politikberatungsprozess einfließen lassen zu können.
Wirkungen
Auf politischer Ebene wurden basierend auf der Arbeit des Vorgängervorhabens „ASEAN Biocontrol" die von allen zehn Mitgliedstaaten erarbeiteten Richtlinien zum biologischen Pflanzenschutz offiziell von der ASEAN-Ministerkonferenz verabschiedet und befinden sich teilweise bereits in der nationalen Umsetzung. Somit konnte eine Vielzahl von biologischen Pflanzenschutzprodukten registriert werden, deren Anwendung zu einer sichereren Lebensmittelproduktion geführt hat.
Insgesamt wurden bisher 500 Ministerialbeamte und Agrarexperten sowie mehr als 10.000 kleinbäuerliche Haushalte in der Anwendung von nachhaltigen Agrarpraktiken geschult. Vor allem die Zusammenarbeit mit der Privatwirtschaft konnte dahingehend ausgebaut werden, dass insgesamt mehr als 50 internationale und lokale Unternehmen in Projektaktivitäten investiert haben, die dem öffentlichen Interesse zugutegekommen sind.
Project description (EN)
Context
The agrifood sector is one of the most important engines of economic growth in the ASEAN region. An ever-increasing demand among consumers for high-quality foodstuffs is driving regional and national agricultural policies to focus on the concept of sustainability. At the same time, ensuring safe, healthy and affordable food for a growing population requires the activities of all actors along various value chains – from suppliers and farmers to processors and retailers – to be profitable.
The ASEAN Sustainable Agrifoods Systems (SAS) project builds on experience gained from the predecessor project, ASEAN Biocontrol, and is one of the two modules under the ASEAN-German Programme on Response to Climate Change: Agriculture, Forestry and Related Sectors. Whereas the predecessor project focused on promoting sustainable agricultural production, the current project is working to advance the agrifood sector along entire value chains in the rice, vegetable, fruit and coffee sectors. This includes factors such as further processing and market linkages for smallholder households. With regard to agricultural production, further topics – for example soil and nutrient management and farm economics – have been added to the ongoing work on biological control agents.
Objective
Strategies and guidelines of ASEAN Member States in the area of sustainable agrifood systems are implemented at national level. National policies are being harmonised in a single market (ASEAN Economic Community).
Approach
The project is hosted by the Ministry of Agriculture and Cooperatives in Bangkok, Thailand. Additional project offices in Cambodia, Laos, Indonesia, Myanmar and Viet Nam implement activities at national level. Regional and national dialogue forums provide Member States with a platform to share lessons learned. The project has three areas of intervention:
1. Policy framework
The project primarily advises ASEAN Member States on policy-making and decision-making, especially with regard to cross-border processes and political dialogue between the Member States.
2. Implementation of production technologies
Selected approaches to sustainable production, based on biological control agents, soil and nutrient management and farm economics, are supported.
3. Market linkages
The project strengthens the capacity of decision-makers at all levels and promotes cooperation between smallholders and the private sector within sustainable value chains. Sustainable agrifood models are implemented in pilot measures, thereby enabling experiences to be incorporated into policy consultations.
Results achieved so far
On a policy level, based on the work already carried out under the ASEAN Biocontrol predecessor project, the Guidelines on the Regulation, Use and Trade of Biological Control Agents drawn up by all ten Member States were officially endorsed by the ASEAN Ministerial Meeting. In some cases, these guidelines are already being implemented at national level. A large number of biological control agents, which have been used to make food production safer, have therefore been registered.
To date, a total of 500 ministerial staff and agricultural experts as well as more than 10,000 farming households have received training on applying sustainable agricultural practices. An increase in cooperation with the private sector in particular has resulted in more than 50 international and local companies investing in project activities which have benefited the public interest.
