Ausgangssituation
Burundi ist durch eine starke Abhängigkeit der Bevölkerung von Landwirtschaft und natürlichen Ressourcen, von landesweiter Armut sowie wiederkehrenden Nahrungsmittelengpässen und Hungersnöten geprägt. Die Zerstörung von Ökosystemen und die Degradation von Wasser- und Bodenressourcen werden unter anderem durch hohen Landnutzungsdruck und unangepasste Bewirtschaftung der Boden- und Wasserressourcen, zum Beispiel an steilen Hanglagen, sowie Übernutzung der Waldressourcen bedingt. Diese Umweltprobleme werden durch die Auswirkungen des Klimawandels weiter verschärft und gefährden damit die sozioökonomische Entwicklung des Landes.
Ziel
Strategien und Instrumente werden umgesetzt, um die Vulnerabilität (Verletzbarkeit) der ländlichen Bevölkerung Burundis gegenüber den negativen Auswirkungen des Klimawandels zu reduzieren.
Vorgehensweise
Das Vorhaben wird als Beitrag zum internationaler Klima- und Umweltschutz aus dem Sondervermögen „Energie- und Klimafonds" (EKF) finanziert. Es gehört zum Schwerpunkt Wasser der deutsch-burundischen Zusammenarbeit und trägt zur Erhöhung der Widerstandsfähigkeit (Resilienz) gegenüber den negativen Auswirkungen des Klimawandels in folgenden Handlungsfeldern bei:
Mainstreaming von Klimawandel und Anpassung, das heißt Einbeziehen der Thematik in alle Entscheidungen und auf allen gesellschaftlichen Ebenen
Umsetzung von Anpassungsmaßnahmen in besonders vulnerablen Wassereinzugsgebieten
Unterstützung bei der Umsetzung eines landesweiten Frühwarninformationssystems
Auf nationaler, Provinz- und Lokalebene. werden Entscheidungsträger und Institutionen relevanter Sektoren dabei unterstützt, Anpassungsmaßnahmen an den Klimawandel in ihre Strategien und Investitionspläne zu integrieren und in eine klimasensible Politik umzusetzen. Lokale Nutzergruppen, Kommunen und staatliche Dienste ausgewählter Wassereinzugsgebiete in besonders anfälligen Regionen werden zur selbstständigen Planung und Umsetzung sowie zum Management und Monitoring von Anpassungsmaßnahmen befähigt. Ein Schwerpunkt ist hier nachhaltiges, klimasensibles Ressourcenmanagement in der Landnutzung.
Gemeinsam mit anderen Gebern werden die verantwortlichen Institutionen bei der landesweiten Verbreitung von saisonalen Wettervorhersagen und Warnungen vor klimatischen Extremereignissen durch ein Frühwarninformationssystem unterstützt.

Context
The population of Burundi’s heavy dependence on agriculture and the country’s natural resources have rendered nationwide poverty, recurrent food bottlenecks and famine endemic. Land pressure, the inappropriate management of soil and water resources, for example on steep slopes, and the overexploitation of forest resources are just some of the factors responsible for the destruction of the country’s ecosystems and the erosion of its soil and water resources. The impacts of climate change are exacerbating these environmental problems and thus endangering the country’s socio-economic development.
Objective
Strategies and instruments are applied to reduce the vulnerability of Burundi’s rural population to the negative impacts of climate change.
Approach
The Special Energy and Climate Fund finances the project as a contribution to international climate and environmental protection. ACCES is part of Burundi-German cooperation in the priority area Water and the project helps increase resilience to the negative impacts of climate change by:
Mainstreaming climate change and adaptation, i.e. incorporating these topics into all decisions at all societal levels
Implementing adaptation measures in particularly vulnerable water catchment areas
Supporting the implementation of a nationwide early warning system
The project supports decision-makers and institutions from relevant sectors at national, provincial and local level in integrating climate change adaptation measures into their strategies and investment plans and implementing them as part of a climate-sensitive policy. It empowers local user groups, local authorities and state services in selected water catchment areas in particularly vulnerable regions to draw up and implement their own plans, and to manage and monitor adaptation measures. The priority here is on ensuring that resources are managed sustainably and climate-sensitively within the scope of land use planning.
Together with other donors, an early warning system will be put in place to assist the institutions responsible in disseminating seasonal weather forecasts as well as warnings about extreme weather events nationwide.

Situation initiale
Le Burundi, dont la population est fortement dépendante de l’agriculture et des ressources naturelles, est marqué par la pauvreté sur l’ensemble de son territoire et connaît des pénuries alimentaires et des famines récurrentes. La destruction des écosystèmes et la dégradation des ressources en eau et en sols sont dues, entre autres, à la forte pression exercée sur les terres et à des modes d’exploitation inadaptés de l’eau et des sols, par exemple sur des pentes abruptes, ainsi qu’à la surexploitation des ressources forestières. Ces problèmes environnementaux sont encore aggravés par le changement climatique et constituent une menace pour le développement socioéconomique du pays.
Objectif
Des stratégies et instruments sont mis en œuvre en vue de réduire la vulnérabilité de la population rurale du Burundi face aux effets négatifs du changement climatique.
Approche
Le projet est financé en tant que contribution à la protection internationale du climat et de l’environnement à partir d’un fonds spécial, le « Fonds pour l’énergie et le climat » (EFK). Il fait partie du pôle d’intervention prioritaire « Eau » de la coopération germano-burundaise et contribue à accroître la résilience de la population à l’égard des effets négatifs du changement climatique dans les domaines d’activité suivants :
« mainstreaming » du changement climatique et de l’adaptation, c’est-à-dire intégration systématique de ce thème dans tous les processus de décision et à tous les niveaux de la société ;
application de mesures d’adaptation dans des bassins versants particulièrement vulnérables ;
appui à la mise en œuvre d’un système d’alerte précoce couvrant l’ensemble du pays.
Un soutien est fourni aux décideurs et institutions des secteurs pertinents au niveau national, provincial et local afin qu’ils intègrent des mesures d’adaptation au changement climatique dans leurs stratégies et plans d’investissement et appliquent une politique sensible au climat. Les groupes d’usagers locaux, les communes et les services publics de certains bassins versants sélectionnés dans des régions particulièrement vulnérables sont mis en mesure d’assurer de façon autonome la planification et la mise en œuvre ainsi que la gestion et le suivi des mesures d’adaptation. Une importance prioritaire est accordée ici à la gestion durable et sensible au climat des ressources naturelles dans l’utilisation des terres.
Conjointement avec d’autres donateurs, la coopération allemande appuie les institutions qui sont chargées de diffuser à travers tout le pays des prévisions météorologiques saisonnières et des avertissements en cas d’événements climatiques extrêmes au moyen d’un système d’information et d’alerte précoce.
