Ausgangssituation
Kolumbien verfügt über einen enormen biologischen Reichtum. Das Land zählt mehr als 300 verschiedene Ökosysteme – von den Trockenwäldern der Karibik bis hin zu den dichten Regenwäldern Amazoniens. In diesen einmaligen Landschaften finden sich unzählige Tier- und Pflanzenarten, die zum Teil vom Aussterben bedroht sind.
Die biologische Vielfalt ist eine der wichtigsten natürlichen Ressourcen des Landes; die Ökosysteme versorgen die Bevölkerung mit sauberem Wasser, Nahrungsmitteln und Grundstoffen für die Herstellung von Medikamenten. Diese natürlichen Ressourcen werden zum Großteil nicht nachhaltig genutzt, was die Funktionsfähigkeit der Ökosysteme gefährdet. Auch bewaffnete Konflikte, der Drogenanbau und seine Bekämpfung, der großflächige Anbau von Agrarprodukten und ein ungenügend kontrollierter Bergbau bedrohen die biologische Vielfalt.
Darüber hinaus haben die Schlüsselakteure des Umweltsektors Schwierigkeiten, ihre Politiken und Strategien aufeinander abzustimmen, durch- und umzusetzen. Es fehlen gute Regierungsführung, transparente Strukturen, mehr Beteiligung der Bevölkerung an Entscheidungsprozessen und eine stärkere Präsenz des Staates in einzelnen Landesteilen.
Ziel
Die Schlüsselakteure des Umweltsektors sind in der Lage, abgestimmte Sektorpolitiken und -strategien effizient umzusetzen und so den langfristigen Schutz und die nachhaltige Nutzung der natürlichen Ressourcen sicherzustellen.
Vorgehensweise
Das nationale Umweltinformationssystem SIAC vereint unter anderem Umweltministerium, Forschungsinstitute sowie für die Umweltpolitik zuständige Provinz- und Gemeindeverwaltungen. Das Projektteam bringt sämtliche Verantwortliche an einen Tisch. Gemeinsam wird eine Strategie zur Sicherung der finanziellen Nachhaltigkeit des SIAC erarbeitet. Außerdem werden Standardindikatoren ermittelt, die wesentlicher Teil des SIAC und Grundlage für die Berichterstattung Kolumbiens im Rahmen internationaler Verpflichtungen sind.
Das Projekt unterstützt das Umweltministerium und Munizipien dabei, eine umweltorientierte Raumordnung zu entwickeln, die die Einflüsse des Klimawandels berücksichtigt. In Norte de Santander wird dazu die Raumordnung in den Pufferzonen von zwei Schutzgebieten auf deren Erhalt ausgerichtet. Biodiversitätsschutz und die Interessen der Bevölkerung, beispielsweise bei Bebauung und Landwirtschaft, werden so in Einklang gebracht.
Gemeinsam mit dem Umweltministerium entwickelt das Projektteam wirtschaftliche Anreize, um den Erhalt der Biodiversität für Unternehmen und Bevölkerung attraktiver zu gestalten. Eine Eingriffs-Ausgleichsregelung soll beispielsweise Firmen in die Pflicht nehmen, die durch ihre Aktivitäten die Umwelt schädigen. Dagegen können Unternehmen und Bevölkerung von wirtschaftlichen Vorteilen profitieren, wenn sie die Biodiversität des Landes schützen.
Die Consultingfirma GOPA unterstützt die Umsetzung des Vorhabens.
Wirkungen
Mit Unterstützung des Vorhabens haben die Institutionen des Umweltsektors „Umweltverträgliches Wachstum" als eines der Querschnittsthemen im Nationalen Entwicklungsplan 2014-2018 verankert.
Kolumbien strebt den Beitritt zur „Organisation für Wirtschaftliche Zusammenarbeit und Entwicklung" (OECD) an. Das Projektteam hat die Verantwortlichen des Umweltministeriums dazu beraten, wie sie die OECD-Beitrittsauflagen im Umweltbereich erfüllen. Das Ministerium hat dank der Beratung inzwischen einen klaren Fahrplan erarbeitet.
Eine internetbasierte Informationsplattform – entwickelt von kolumbianischen Umweltforschungsinstituten und dem Ministerium – gibt Auskunft über den Zustand der natürlichen Ressourcen. Sie erleichtert den Zugriff auf offizielle Informationen sowie Entscheidungsfindung und Bürgerbeteiligung bei Planungsprozessen.
Vertreter von Kommunen haben das Know-how erworben, um bei ihrer Raumordnungsplanung Umweltaspekte zu berücksichtigen. In fünf Gemeinden beziehungsweise indigenen Territorien sind bereits Raumordnungspläne begleitet worden, die ökologisch wichtige Gebiete schützen.
In der Provinz Atlantico an der Karibikküste werden erstmals in Kolumbien die Richtlinien für Eingriffs-Ausgleichsregelungen bei Biodiversitätsverlust umgesetzt. Geht biologische Vielfalt durch die Aktivitäten von Unternehmen oder Institutionen verloren, sind dank eines Ausgleichsportfolios Maßnahmen und Flächen definiert, wo und wie der Verlust ausgeglichen werden muss.
Der Páramo de Santurbán ist ein Ökosystem oberhalb der Baumgrenze in den Anden, aus dem rund zwei Millionen Menschen ihr Trinkwasser erhalten. In der Provinz Norte de Santander haben öffentliche und private Akteure, beispielsweise die Stadtverwaltung der Großstadt Cucuta, eine Bierbrauerei, die örtliche Handelskammer und die Departamentalregierung, eine Allianz zum Erhalt dieses wichtigen Ökosystems ins Leben gerufen. Durch Wiederaufforstung, Restaurierung von Páramogebieten und Einführung nachhaltigerer Landwirtschaft sorgen sie für dessen Schutz.

Context
Colombia has an enormously rich biodiversity. The country has more than 300 different ecosystems, ranging from the dry forests of the Caribbean to the dense Amazon rainforests. These unique landscapes are home to innumerable species of flora and fauna, some of which are threatened with extinction.
This biodiversity is one of Colombia’s most vital natural resources. The ecosystems provide the population with clean water, food and the raw materials used to produce medicines. For the most part, these natural resources are not being used sustainably, which is jeopardising the functional capacity of the ecosystems. Biodiversity is further threatened by armed conflicts, drug cultivation and the relevant countermeasures, large-scale growing of agricultural produce and insufficient regulation of mining.
The key players in the environmental sector also find it difficult to coordinate, push through and implement their policies and strategies. Good governance and transparent structures are lacking, and there is a need both for the people to be more involved in decision-making processes and for the state to have a greater presence in different parts of the country.
Objective
The key players in the environmental sector are able to efficiently implement agreed sector policies and strategies, thereby ensuring long-term protection and the sustainable use of the country’s natural resources.
Approach
The national environmental information system SIAC brings together the Ministry of Environment and Sustainable Development, research institutes and the departmental and municipal authorities that are responsible for environmental policy, among others. The project team unites all persons responsible around one table. Together they are devising a strategy that will safeguard the financial sustainability of SIAC. They are also determining standard indicators, which represent a key component of SIAC and form the basis for the reports that Colombia has to produce to meet its international obligations.
The project is helping the Ministry and the municipalities to develop spatial planning processes that focus on environmental issues and take account of the impacts of climate change. In Norte de Santander, spatial planning in the buffer zones of two conservation areas has been geared towards preserving those areas. This protects biodiversity while at the same time respecting the interests of the local population, for instance with regard to land development plans and agriculture.
Together with the Ministry, the project team is devising economic incentives that will make it more attractive for businesses and citizens to preserve biodiversity. For example, a scheme has been developed that obliges companies to compensate for any damage to the environment caused by their operations. By the same token, businesses and citizens are able to enjoy economic benefits if they protect the country’s biodiversity.
The consulting firm GOPA is assisting with the implementation of the project.
Results
With the project’s support, the institutions in the environmental sector have incorporated environmentally sustainable growth as one of the cross-cutting issues in the 2014-2018 National Development Plan.
Colombia is seeking to join the Organisation for Economic Cooperation and Development (OECD). The project team has advised the responsible officials in the Ministry of Environment and Sustainable Development on how to meet the OECD’s accession requirements in the environmental sector. As a result of this advice, the Ministry has now drawn up a clear roadmap.
An internet-based platform developed by Colombian environmental research institutions and the Ministry provides information on the state of the country’s natural resources. It facilitates access to official information and aids decision-making and civil participation in planning processes.
Representatives from local authorities have learned how to take account of environmental issues in spatial planning. The project has already helped five communities and indigenous territories to develop land-use plans that protect environmentally sensitive areas.
Colombia’s compensation regulations in the case of loss of biodiversity have been put in place for the first time in the Atlántico department on the Caribbean coast. If any activities by businesses or institutions lead to a loss in biodiversity, a compensation portfolio defines how such losses must be compensated for in terms of measures and areas.
The Páramo de Santurbán is an ecosystem located above the treeline in the Andes from which around two million people draw their drinking water. In the Norte de Santander department, public and private stakeholders (such as the municipal administration of the department’s capital Cucuta, a beer brewery, the local chamber of commerce and the departmental government) have joined forces to preserve this vital ecosystem. They are protecting the region by planting new trees, restoring upland areas (páramo) and introducing more sustainable types of agriculture.

Situación de partida
Colombia cuenta con una extraordinaria riqueza de diversidad biológica. En su territorio se encuentran más de 300 ecosistemas diferentes, desde los bosques secos del Caribe hasta la espesa selva pluvial de la Amazonía. En esos paisajes únicos existen innumerables especies animales y vegetales, algunas de las cuales están amenazadas de extinción.
La diversidad biológica es uno de los principales recursos naturales del país; los ecosistemas proveen a la población de agua limpia, alimentos y materias primas para la producción de medicamentos. Dado que estos recursos naturales son utilizados en gran parte de manera no sostenible, peligra la capacidad de los ecosistemas para cumplir sus funciones. La diversidad biológica se ve también amenazada por los conflictos armados, el cultivo de drogas y la lucha para extirparlo, prácticas extensivas de producción agrícola y actividades mineras insuficientemente controladas.
Además, los principales actores del sector ambiental tienen dificultades para concertar, aplicar e imponer sus políticas y estrategias. Faltan prácticas de buena gobernanza, estructuras transparentes, una mayor participación de la población en los procesos de decisión y una mayor presencia del Estado en algunas partes del país.
Objetivo
Los principales actores del sector ambiental están en condiciones de implementar con eficiencia un conjunto de políticas y estrategias sectoriales, para así asegurar la protección a largo plazo y el uso sostenible de los recursos naturales.
Procedimiento
El sistema de información ambiental nacional SIAC reúne, entre otros, al Ministerio de Ambiente y Desarrollo Sostenible, institutos de investigación y autoridades provinciales y municipales competentes en materia de política ambiental. El equipo del proyecto congrega a todos los responsables en torno a una mesa. Se elabora conjuntamente una estrategia para asegurar la sostenibilidad financiera del SIAC. Además, se determinan indicadores estandarizados que constituyen un elemento esencial del sistema y el fundamento para la elaboración de los informes que debe presentar Colombia en el marco de sus obligaciones internacionales.
El proyecto apoya al Ministerio de Ambiente y Desarrollo Sostenible y a los municipios en la elaboración de un ordenamiento territorial de índole ecológica que tenga en cuenta la influencia del cambio climático. En dos áreas protegidas de la región Norte de Santander el ordenamiento territorial de las zonas de amortiguación está orientado a la conservación. De este modo se armonizan la protección de la diversidad biológica y los intereses de la población, por ejemplo en los ámbitos de urbanización y actividad agrícola.
Junto con el Ministerio de Ambiente, el equipo del proyecto desarrolla incentivos económicos para hacer más atractiva la conservación de la diversidad biológica para las empresas y la población. Por ejemplo, un sistema de compensación obliga a las empresas a asumir sus responsabilidades en caso de que sus intervenciones dañen el medio ambiente. Por el contrario, tanto las empresas como la población pueden gozar de beneficios económicos si cuidan la diversidad biológica del país.
Resultados
Con apoyo del proyecto, las instituciones del sector ambiental han incorporado el "crecimiento compatible con el medio ambiente" entre los temas transversales del Plan Nacional de Desarrollo 2014 2018.
Colombia aspira a ingresar a la "Organización para la Cooperación y el Desarrollo Económicos" (OCDE). El equipo del proyecto ha asesorado a los responsables en el Ministerio de Ambiente y Desarrollo Sostenible acerca de cómo cumplir con los requisitos medioambientales para el ingreso a la OCDE. Gracias al asesoramiento el Ministerio dispone hoy de una hoja de ruta clara.
Una plataforma de información basada en Internet –desarrollada por institutos colombianos de investigación ambiental y el Ministerio de Ambiente–informa sobre el estado de los recursos naturales. La plataforma facilita el acceso a información oficial así como la toma de decisiones y la participación ciudadana en los procesos de planificación.
Los representantes de los municipios han adquirido los conocimientos necesarios para tomar en cuenta los aspectos ambientales al planificar su ordenamiento territorial. En cinco municipios o territorios indígenas ya se han acompañado planes de ordenamiento territorial que protegen áreas ecológicas importantes.
En la provincia Atlántico, en la costa del Caribe, se está aplicando por primera vez en Colombia el Manual para la Asignación de Compensaciones por pérdida de Biodiversidad. Si se producen pérdidas de biodiversidad debido a actividades de empresas o instituciones, mediante el portafolio de áreas prioritarias para la conservación se definen las áreas en las que deben compensarse las pérdidas, así como las medidas a aplicar para ello.
El Páramo de Santurbán es un ecosistema andino situado más allá del limite de vegetación que suministra agua potable a unos dos millones de personas. En el Departamento de Norte de Santander, instituciones públicas y actores privados –por ejemplo la municipalidad de la ciudad de Cúcuta, una fábrica de cerveza, la Cámara de Comercio local y el gobierno del Departamento– han fundado una alianza para la conservación de ese importante ecosistema, y aseguran su protección a través de medidas de reforestación y rehabilitación de zonas del páramo y la introducción de una agricultura sostenible.
