Ausgangssituation
Der Mangel an Perspektiven für junge Tunesierinnen und Tunesier gilt als eine der Hauptursachen für soziale Spannungen und politische Unruhen. Mitte 2013 belief sich die Arbeitslosenquote in Tunesien auf 15,9 Prozent. Fast ein Fünftel aller Frauen und gar ein Drittel der Hochschulabsolventen sind ohne Arbeit.
Ziel
Die Zahl der selbstständig oder abhängig Beschäftigten ist in den vom Projekt unterstützten Sektoren und Regionen gestiegen.
Vorgehensweise
Im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) initiiert, finanziert, fördert und implementiert die GIZ über einen Offenen Regionalfonds beschäftigungsrelevante Kooperationsansätze. In enger Zusammenarbeit mit Wirtschaft und Zivilgesellschaft werden Projekte umgesetzt, die Beschäftigungsperspektiven für junge Tunesierinnen und Tunesier schaffen. Beispielsweise begegnet das tunesische Bauunternehmen Bouzguenda Frères dem akuten Fachkräftemangel im Hoch- und Tiefbau mit einer besonders praxisnahen und flexiblen Ausbildung: „Mobile Klassenzimmer" werden vor Ort in die Baustelle integriert. So können die benötigten Fachkräfte in einem Intensivtraining bedarfsgerecht ausgebildet werden, der Bedarf an Fachkräften wird gedeckt, und junge Menschen erhalten eine Zukunftsperspektive in einer krisenfesten Branche.
Alle Projekte schaffen nicht nur berufliche Chancen für tunesische Jugendliche, sondern entwerfen gleichzeitig Konzepte für strukturelle Verbesserungen des Arbeitsmarktes. Die Auswahl der Projekte des Fonds erfolgt über ein Steuerungsteam des Fonds, dessen Mitglieder alle wesentlichen Perspektiven des Arbeitsmarktes vertreten: Wirtschaft, Zivilgesellschaft und Staat.
Vier Ansätze bestimmen die Aktivitäten des Fonds:
1.Verbesserung der innerbetrieblichen Aus- und Fortbildung und damit eine verstärkte Orientierung an den Bedarfen der Wirtschaft
2.Professionalisierung der Arbeitsvermittlung und des Personalmanagements und dadurch verbesserte Abstimmung zwischen den Anforderungen der Unternehmen und den Profilen von Arbeitssuchenden
3.Unterstützung von Unternehmensgründungen und Stärkung des Unternehmertums
4.Steigerung der Attraktivität von Handwerksberufen durch Verbesserung der Arbeitsbedingungen, der Personalarbeit und des Images dieser Berufe

Context
The lack of prospects for young Tunisians is recognised as one of the main causes of social tension and political unrest. The country’s unemployment rate stood at 15.9 per cent in mid-2013 and almost a fifth of all women and as many as a third of all university graduates are without work.
Objective
The number of self-employed or employed workers in the sectors and regions supported by the project has increased.
Approach
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is initiating, financing, promoting and implementing a number of cooperation arrangements designed to increase employment with the assistance of an open regional fund. It is working closely with the private sector and civil society to carry out projects that will create employment prospects for young Tunisians. As an example, Tunisian construction company Bouzguenda Frères is tackling the acute lack of specialist skills in building construction and civil engineering by providing particularly practical and flexible training that involves having ‘mobile classrooms’ attached to the construction site itself. This means that employees can be given intensive training in the very skills that are required, thereby ensuring that the demand for specialist skills is met and giving young workers employment prospects in a recession-proof industry.
As well as creating work opportunities for young Tunisians, the projects are at the same time developing concepts that will improve the structure of the labour market. The projects that the fund supports are selected by a fund steering group whose members represent all the key players in the labour market such as the private sector, civil society and the state.
The fund’s activities seek to fulfil four key aims:
1.to improve on-the-job education and training, and as a result better fulfil the needs of the private sector.
2.to professionalise the placement of workers and staff management, thereby creating a better match between business needs and the skills of those seeking employment.
3.to support business start-ups and boost entrepreneurship.
4.to increase the attractiveness of skilled trades as career options by improving working conditions, human resources management and the image of such jobs.

Situation initiale
Le manque de perspectives pour les jeunes Tunisiens est considéré comme la principale cause des tensions sociales et de l’instabilité politique en Tunisie. Mi-2013, le taux de chômage en Tunisie s’élevait au 15,9 pour cent. Près d’un cinquième de toutes les femmes et même un tiers des diplômés sont au chômage.
Objectif
Le nombre de travailleurs indépendants ou d’employés salariés a augmenté dans les secteurs et régions impliqués par le projet.
Démarche
Agissant au nom du Ministère Fédéral de la Coopération économique et du Développement (BMZ), la GIZ, via le Fonds Ouvert Régional (Fonds Emploi), lance, finance, promeut et met en œuvre des approches de coopération favorisant la création d’emplois. En proche collaboration avec le secteur privé et la société civile des projets sont mis en œuvre pour créer des perspectives d'emploi pour les jeunes Tunisiens. Par exemple, l’entreprise tunisienne Bouzguenda Frères combat la manque de main-d’œuvre qualifiée dans le secteur du bâtiment et des travaux publics en proposant une formation initiale particulièrement souple et pratique: des « Classes Mobiles » sont intégrées aux chantiers sur site.Cette méthodologie permettra aux jeunes professionnels de suivre une formation intensive adaptée aux besoins des entreprises, la demande de la main-d’œuvre qualifiée sera couverte et les jeunes demandeurs d’’emploi ayant des perspectives d’avenir dans un secteur porteur.
Outre la création des nouvelles opportunités professionnelles pour les jeunes Tunisiens, les projets visent à concevoir des concepts pour une amélioration structurelle du marché du travail. La sélection des projets du Fonds Emploi est effectuée par son Comité de Pilotage, composé des acteurs clés du marché du travail : le secteur privé, la société civile et l’état.
Les activités du Fonds Emploi reposent sur les quatre approches suivantes :
1.L’amélioration de la formation initiale et continue en entreprise et ce faisant, une attention résolument fournée vers les besoins réels de l’économie.
2.La recherche d’une adéquation entre les exigences des entreprises, bien visibles aux travers des nombreux postes à pourvoir et les profils des chercheurs d’emploi à travers la professionnalisation du placement et la gestion du personnel
3.Le soutien à la création d’entreprise et le renforcement de l’esprit d’entrepreneuriat.
4.L’attractivité croissante envers les métiers traditionnels: amélioration des conditions de travail, de la gestion du personnel, de la promotion de l’image et de l’attrait de ces professions artisanales.
