Ausgangssituation
Guatemala steht spätestens seit Unterzeichnung der Friedensverträge 1996 unter großem Druck, politische, wirtschaftliche, rechtliche und gesellschaftliche Reformen vorzunehmen. Diese sollen Rechtsstaat und Demokratie festigen, zur Lösung der Landfragen beitragen und die Menschenrechte stärken.

Auch fast 25 Jahre seit dem Friedensabkommen sind diese Herausforderungen noch aktuell. Die deutsche Entwicklungszusammenarbeit fördert bereits staatliche, zivilgesellschaftliche und private Reforminitiativen, die priorisierte Themen der Regierung aufgreifen. Bisherige Reformversuche scheiterten jedoch oft daran, dass sie entweder technisch nicht fundiert genug waren oder nicht öffentlich diskutiert wurden und daher keinen Rückhalt in der Bevölkerung hatten. An diesen beiden Punkten setzt das Vorhaben an.

Ziel
Reformvorschläge zu den Themen demokratische Sicherheit und Gerechtigkeit, wirtschaftliche Entwicklung, soziale Inklusion oder nachhaltige ländliche Entwicklung werden partizipativ und transparent diskutiert und umgesetzt.

Vorgehensweise
Strukturelle und ordnungspolitische Veränderungen brauchen politischen Rückhalt, Zeit und Eigeninitiative. Der Fonds fördert daher Initiativen, die die Kriterien der Relevanz, Umsetzungsfähigkeit, Transparenz und Teilhabe erfüllen. So greifen geförderte Initiativen die Handlungsfelder und Schwerpunkte der deutschen Entwicklungszusammenarbeit auf. Außerdem fördern Institutionen, die eine Initiative einbringen, eine transparente und öffentliche Diskussion.

Das Steuerungsgremium des Fonds besteht aus einer Vertretung der Planungsbehörde (Secretaría de Planificación y Programación de la Presidencia, SEGEPLAN), der deutschen Botschaft in Guatemala, der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH und dem Bundesministerium für Wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Das Gremium hat bislang 15 Maßnahmen gefördert und finanziert derzeit 19 Maßnahmen.

Context
Peace accords were signed in Guatemala in 1996, confirming and heightening expectations that the country would undertake political, economic, legal and social reforms to consolidate democracy and the rule of law, resolve land issues and strengthen human rights.

Almost 25 years on, these challenges remain as current as ever. German development cooperation is already promoting reform initiatives by state, civil society and private actors to address the issues prioritised by the Guatemalan Government. However, attempts at reform to date have often failed because they either lacked a sufficiently sound technical basis or were not debated publicly and therefore failed to gain support among the population. The project targets these two points.

Objective
Proposed reforms in the fields of democratic security and justice, economic development, social inclusion and sustainable rural development are discussed and implemented in a transparent and participatory manner.

Approach
Structural and regulatory policy changes need political backing, time and local initiative. The Fund therefore only supports initiatives that meet the criteria of relevance, feasibility, transparency and participation. The promoted initiatives thus address the fields of activity and priority areas of German development cooperation. Furthermore, institutions that propose initiatives foster transparent and open public debate.

The Fund’s steering committee comprises representatives of the Guatemalan Secretariat for Planning and Programming of the Presidency (SEGEPLAN), the German Embassy in Guatemala, GIZ and the German Federal Ministry for Economic Cooperation and Development (BMZ). The committee has supported 15 measures to date and is currently funding 19 measures.

Situación de partida
Al menos desde la firma de los Acuerdos de Paz de 1996, Guatemala se encuentra bajo una fuerte presión para llevar a cabo reformas políticas, económicas, jurídicas y sociales. Con ellas se persigue afianzar el Estado de Derecho y la democracia, contribuir a solucionar los problemas relacionados con la tierra y fortalecer los derechos humanos.

Pese a que han transcurrido casi 25 años desde los Acuerdos de Paz, estos desafíos continúan siendo de plena actualidad. La cooperación alemana para el desarrollo ya fomenta iniciativas de reforma estatales, privadas y de la sociedad civil que abordan temas prioritarios del Gobierno. No obstante, los intentos de reforma llevados a cabo hasta la fecha a menudo fracasaron debido a que no disponían de fundamentos técnicos suficientes o no se habían debatido en la esfera pública, por lo que carecían de respaldo entre la población. El proyecto toma estos dos aspectos como punto de partida.

Objetivo
Las propuestas de reforma relativas a los temas de seguridad y justicia democráticas, desarrollo económico, inclusión social o desarrollo rural sostenible se debaten e implementan de manera participativa y transparente.

Procedimiento
Las modificaciones políticas de carácter estructural y reglamentario requieren respaldo político, tiempo e iniciativa propia. Por lo tanto, el Fondo promueve iniciativas que cumplan los criterios de pertinencia, capacidad de implementación, transparencia y participación. Así, las iniciativas fomentadas abordan los campos de acción y las áreas prioritarias de la cooperación alemana para el desarrollo. Además, las instituciones responsables de proponer una iniciativa promueven que esta se debata de manera pública y transparente.

El Comité Coordinador del Fondo está integrado por representantes de la Secretaría de Planificación y Programación de la Presidencia (SEGEPLAN), la Embajada alemana en Guatemala, la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH y el Ministerio Federal de Cooperación Económica (BMZ) de Alemania. El Comité Coordinador ha fomentado hasta la fecha 15 medidas y en la actualidad financia 19.
