Ausgangssituation
In den vergangenen Jahren hat die mauretanische Regierung in den Bereichen öffentliche Finanzen und Dezentralisierung eine Vielzahl unterschiedlicher Strategien und Aktionspläne verabschiedet, die den Aufbau einer transparenten und bürgernahen Politik voranbringen. Die Umsetzung der Reformen verläuft jedoch schleppend. Die Institutionen der öffentlichen Finanzen arbeiten noch nicht eng genug zusammen, um eine effiziente Umsetzung der Reformen zu gewährleisten. Wichtige Akteure im mauretanischen Regierungs- und Verwaltungssystem haben nicht das notwendige Leistungsvermögen, um eine bürgerorientierte und transparente Politik auszuüben. Die Bevölkerung hat noch keine ausreichende Kenntnis über ihre Rechte auf politische Teilhabe und die Rechenschaftslegung des Staates, um diese wirkungsvoll einzufordern.

Ziel
Die Leistungsfähigkeit strategischer Akteure für bürgerorientiertes, transparentes und rechenschaftspflichtiges Verwaltungshandeln auf nationaler und kommunaler Ebene ist gestärkt.

Vorgehensweise
Das Vorhaben unterstützt die Reform der öffentlichen Finanzen und die Umsetzung der Dezentralisierungsreform.

Im Bereich der öffentlichen Finanzen unterstützt das Vorhaben das Finanzministerium bei der Etablierung eines staatlichen Einnahmen- und Ausgabenmanagements. Durch Prozess- und Organisationsberatung, Vernetzung mit anderen Institutionen und die Fortbildung zentraler Akteure werden effizientere Prozessabläufe unterstützt, der Informationsaustausch gefördert und die Reform so vorangetrieben. Das Vorhaben begleitet auch die Umsetzung des „Extractive Industries Transparency Initiative (EITI)"-Prozesses auf nationaler Ebene.

Um die Bevölkerung besser über ihre Rechte zu informieren, werden zivilgesellschaftliche Organisationen dabei unterstützt, Beiträge zu Transparenz und Rechenschaftspflicht im öffentlichen Finanzmanagement zu entwickeln und zu verbreiten.

Im Bereich Dezentralisierung konzentriert sich das Vorhaben auf die Unterstützung des Innenministeriums und der Kommunen bei der Einführung eines landesweiten Systems für die Qualifizierung von Amts- und Mandatsträgern. Diese Aus- und Fortbildung hilft den kommunalen Trägern, ihre Aufgaben funktionsgerecht auszuüben und eine bürgernahe und transparente politische Kultur zu etablieren.

Zudem unterstützt das Vorhaben die Einrichtung einer IT-Plattform, die Informationen und Kennzahlen zur administrativen, wirtschaftlichen und sozialen Situation der Kommunen sammelt und den Kommunen selbst, Regierungsstellen, Journalisten und der Öffentlichkeit zugänglich macht.

Wirkungen
Im Bereich der öffentlichen Finanzen hat das Vorhaben dazu beigetragen, dass die Institutionen des öffentlichen Finanzmanagements ihre Aufgaben besser koordinieren und ihr Handeln transparenter darstellen. Die Transparenz und Rechenschaftslegung bei der öffentlichen Auftragsvergabe und bei der Verwendung von Einnahmen aus extraktiven Ressourcen (EITI Jahresbericht) ist erhöht. Auch die Partizipation der Bevölkerung wurde gestärkt. Durch die Veröffentlichung staatlicher Haushaltsinformationen auf der Internetpräsenz des Schatzamts erhalten Bürgerinnen und Bürger einen verbesserten Zugang zu staatlichen Haushalts- und Finanzinformationen sowie zu Rechenschaftsberichten von Institutionen des öffentlichen Finanzmanagements. Bei der Kontrolle des Verwaltungshandelns und der Korruptionsbekämpfung partizipieren sie z.B. durch Diskussionsrunden mit Vertretern des öffentlichen und privaten Sektors. Das Mandat des Rechnungshofs wurde in der mauretanischen Verfassung gestärkt.
Im Bereich Dezentralisierung hat das Vorhaben wichtige konzeptionelle und institutionelle Voraussetzungen für das Nationale Ausbildungssystem für Amts- und Mandatsträger geschaffen: Qualifizierungsbedarfe wurden erhoben, Lehrpläne ausgearbeitet und akkreditiert, Unterrichtsmaterialien erstellt und Lehrkräfte ausgebildet. 150 Kommunalbedienstete wurden bereits auf der Grundlage des neuen Systems geschult. Bürgerinnen und Bürger haben bei politischen Entscheidungen auf kommunaler Ebene mehr Teilhabe, die Wahlbeteiligung der Bevölkerung hat sich erhöht. Der Anteil weiblicher Akteure in Politik und Verwaltung ist gestiegen und lokale Frauengruppen beteiligen sich aktiver an der Kommunalpolitik.

Context
Over the past few years, the Mauritanian Government has adopted a number of strategies and action plans in the fields of public finance and decentralisation to drive forward the development of a transparent, citizen-centric policy. Implementation of the reforms is, however, sluggish. The public finance institutions are not yet cooperating closely enough to guarantee efficient implementation of the reforms. Key players in the Mauritanian Government and administrative system do not have the necessary capabilities to practise a transparent, citizen-centric policy. The people are not yet sufficiently aware of their rights regarding political participation and governmental accountability in order to assert these rights effectively.

Objective
The capacity of strategic actors for citizen-centric, transparent and accountable governance at national and local levels is strengthened.

Approach
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the programme is supporting reform activities relating to public finance and decentralisation. It is being cofinanced by the European Union.
With regard to public finances, the programme is supporting the Ministry of Finance with the establishment of a management system for state income and expenditure. Advisory services on procedural and organisational matters, networking with other institutions and training for key individuals all serve to promote greater procedural efficiency and encourage information sharing, which in turn is driving forward the reform process. The programme is also assisting with the implementation of the Extractive Industries Transparency Initiative (EITI) at national level.
In the field of decentralisation, the programme’s primary focus is on supporting the Ministry of the Interior and local authorities in introducing a nationwide human capacity development system for public officials. These basic and further training measures help the municipal institutions to execute their duties properly and to establish a citizen-centric, transparent political culture.
The programme is additionally helping to set up an IT platform for collecting information and key figures relating to the administrative, economic and social situation in local communities and making this data available to the municipalities themselves as well as to governmental authorities, journalists and the general public.
In order to raise the people’s awareness regarding their rights and opportunities for participation, civil society organisations are being supported in producing and disseminating information on transparent, citizen-centric administration and greater political involvement of women.

Results
In the field of public finance, the programme has helped the relevant institutions to coordinate their tasks more efficiently and to report on their work more transparently. Transparency and accountability regarding public procurement and the way in which income from extractive resources is spent (EITI annual report) have been improved. With the programme's support, the Mauritanian Government has identified potential for generating additional public revenue. The procedures for planning and administering public funds have been made more efficient through the introduction of modern IT systems, updated legislation and the gradual alignment of internal auditing systems with international standards.
Public participation has also been strengthened. The publication of budget information on the Treasury website provides citizens with better access to governmental budgeting and financial information as well as to the accountability reports of public finance institutions. For example, the people can now participate in monitoring governance and the fight against corruption by attending discussions with public and private sector representatives.
In the field of decentralisation, the programme has established important conceptual and institutional foundations for the national training system for public officials. For example, training needs have been established, curricula developed and accredited, teaching material has been created and instructors have been trained. Around 500 mayors and local authority officers have already received training through this new system. Citizens participate more closely in political decisions at local level and the turn-out rate at elections has increased. The proportion of women working in politics and administration has risen and local women's groups are taking a more active role in local politics.

Situation initiale
Au cours des dernières années, le gouvernement mauritanien a adopté dans le domaine des finances publiques et de la décentralisation toute une série de stratégies et plans d’action différents pour promouvoir la mise en place d’une politique transparente et proche du citoyen. Malgré tout, la mise en œuvre des réformes ne progresse que lentement. Les institutions en charge des finances publiques ne coopèrent pas encore assez étroitement entre elles pour assurer une mise en œuvre efficiente des réformes. D’importants acteurs au sein du système gouvernemental et administratif mauritanien n’ont pas les capacités d’action indispensables pour mener une politique transparente et proche du citoyen. La population ne connaît pas encore suffisamment ses droits en termes de participation citoyenne et de redevabilité de l’État envers les citoyens pour pouvoir faire valoir ces droits de manière efficace.

Objectif
La capacité d’acteurs stratégiques de mener une action administrative proche du citoyen, transparente et responsable au niveau national et communal est renforcée.
Approche
Sur mandat du ministère fédéral allemand de la Coopération économique et du Développement (BMZ), le projet appuie la réforme des finances publiques et la mise en œuvre de la réforme de la décentralisation. Il est cofinancé par l’Union européenne.
Dans le domaine des finances publiques, le projet prête appui au ministère des Finances pour la mise en place d’un système de gestion des recettes et dépenses publiques. Par un appui-conseil en gestion de processus et en organisation, un maillage avec d’autres institutions et le perfectionnement d’acteurs centraux, le projet aide à optimiser les processus, promeut les échanges d’informations et dynamise ainsi le processus de réforme. Le projet accompagne également la mise en œuvre de l’Initiative pour la Transparence des Industries extractives (ITIE) au niveau national.
Dans le domaine de la décentralisation, le projet se concentre sur l’appui au ministère de l’Intérieur et aux communes pour l’introduction d’un système national pour la qualification de notables et élus locaux. Cette formation initiale et continue aide les responsables communaux à exercer correctement leurs fonctions et à instaurer une culture politique transparente et proche du citoyen.
En outre, le projet soutient la mise en place d’une plate-forme informatique qui réunit les informations et les chiffres clés sur la situation administrative, économique et sociale des municipalités et les rend accessibles aux municipalités elles-mêmes, aux services gouvernementaux, aux journalistes et au grand public.
Des organisations de la société civile bénéficient d’un appui devant leur permettre de développer et diffuser des contributions pour informer la population sur ses droits et ses possibilités de participation. On veut parvenir ainsi à une administration transparente et proche des citoyens de même qu’à une plus forte participation des femmes à la vie politique.

Résultats
Dans le domaine des finances publiques, le projet a aidé à faire en sorte que les institutions de gestion des finances publiques soient mieux à même de coordonner leurs tâches et de présenter leur action sous une forme plus transparente. Les principes de transparence et de responsabilité sont mieux respectés dans la passation des marchés publics et l’utilisation des recettes issues des ressources extractives (rapport annuel ITIE).
Avec le soutien du projet, le gouvernement mauritanien a identifié des possibilités d’augmenter les recettes publiques. L’introduction de systèmes informatiques modernes, l’actualisation des lois et l’adaptation graduelle des systèmes de contrôle interne aux normes internationales en la matière permettront d’accroître l’efficience des processus de planification et de gestion des fonds publics.
La participation de la population a aussi été renforcée. Grâce à la publication d’informations sur le budget de l’État sur le site Internet du Trésor public, les citoyennes et citoyens ont plus aisément accès aux informations budgétaires et financières officielles et aux rapports d’activité des institutions en charge de la gestion des finances publiques. En ce qui concerne le contrôle de l’action administrative et la lutte contre la corruption, les citoyen(ne)s ont la possibilité de s’impliquer par exemple au travers de débats et de forums de discussion avec des représentants du secteur public et du secteur privé.
Dans le domaine de la décentralisation, le projet a élaboré d’importantes bases conceptuelles et institutionnelles pour le système national de formation destiné aux fonctionnaires et aux élus : les besoins de qualification ont été identifiés, les programmes d’études ont été élaborés et accrédités, des outils pédagogiques ont été développés et des enseignants ont été formés. Quelque 500 maires et employés municipaux ont déjà été formés sur la base du nouveau système. Les citoyennes et citoyens ont de plus larges possibilités de participation aux prises de décision politiques au niveau communal, et la participation de la population aux élections s’est accrue. La proportion de femmes parmi les acteurs de la vie politique et administrative a augmenté, et des groupements de femmes locaux prennent une part plus active à la vie politique communale.
