Ausgangssituation
Ein Drittel der Arbeitskräfte in Ägypten ist im öffentlichen Sektor beschäftigt. Leistungsbezogene Karrierechancen gibt es für sie kaum, ihre Positionen entsprechen häufig nicht ihren Fähigkeiten. Zudem mangelt es an gezielten Angeboten zur beruflichen Weiterentwicklung. Die Folgen sind große Unzufriedenheit und fehlende Motivation. Für die Bürgerinnen und Bürger bedeutet dies, dass öffentliche Dienstleistungen häufig nicht effektiv und effizient bereitgestellt werden.
Weiterbildung und gezielte Förderung des Personals sind hier die Lösung. Zwei nationale Institutionen, das Staatsministerium für die Entwicklung der Verwaltung (MSAD) und die Zentrale Agentur für Organisation und Verwaltung (CAOA), sind damit beauftragt, Verwaltungsreformen in der öffentlichen Verwaltung zu fördern. Sie konzentrieren sich vor allem darauf, Strukturen, Prozesse und Kompetenzen im Personalwesen zu verbessern.
Ziel
Die institutionelle Leistungsfähigkeit sowie Kompetenzen und Ressourcen des Ministeriums für die Entwicklung der Verwaltung (MSAD) und der Zentralen Agentur für Organisation und Verwaltung (CAOA) sind gestärkt, um die Modernisierung der Personalabteilungen in nationalen Ministerien und Institutionen zu unterstützen.
Vorgehensweise
Das Vorhaben unterstützt MSAD und CAOA dabei, das Personalwesen im öffentlichen Sektor zu modernisieren:
Entwicklung und Durchführung von Pilotansätzen, um im Staatsministerium für die Entwicklung der Verwaltung (MSAD) und in der Zentralen Agentur für Organisation und Verwaltung ein modernes, auf Chancengleichheit basierendes Personalmanagement einzuführen
Stärkung der Leistungsfähigkeit der Reformabteilungen von MSAD und CAOA hinsichtlich Veränderungsmanagement und moderner Konzepte des Personalwesens
Dokumentierung der Reformansätze, um sie weiteren Institutionen des öffentlichen Sektors zugänglich zu machen; Gründung einer interministeriellen Arbeitsgruppe, in der Personalmanager Lernerfahrungen aufbereiten und eine Strategie für das Personalmanagement des öffentlichen Dienstes erarbeiten, die dem Kabinett vorgestellt wird

Context
One-third of Egypt’s workforce is employed in the public sector. There are very few performance-related career opportunities for these employees, and their positions often do not correspond to their abilities. In addition, targeted professional development opportunities are lacking, leading to great dissatisfaction and a lack of motivation. For citizens, this frequently means that public services are not provided effectively and efficiently.
Further training and targeted staff development are the solution here. Two national institutions, the Ministry of State for Administrative Development (MSAD) and the Central Agency for Organization and Administration (CAOA), have been mandated to undertake administrative reforms in public administration. They are concentrating primarily on improving structures, processes and competences in the field of human resources.
Objective
The capacities, competences and resources of MSAD and CAOA for supporting the modernisation of human resources in the national ministries and public institutions are strengthened.
Approach
The project supports MSAD and CAOA in modernising human resource management in the public sector:
by developing and implementing pilot approaches in order to introduce modern human resource management based on equality of opportunity at MSAD and CAOA;
by strengthening the capacities of the reform departments of MSAD and CAOA with regard to change management and modern human resource concepts;
by documenting the approaches to reform, making them accessible to other public sector institutions; by founding an inter-ministerial working group in which human resource managers process learning experiences and draw up a strategy for human resource management in public service that will be presented to the Cabinet.
