Ausgangssituation
Das stetige Wachstum der städtischen Ballungszentren, Luftverschmutzung und unzureichende Infrastruktur sowie schwache öffentliche Dienstleistungen führen in Algerien zu schweren Umweltschäden.
Zukünftig werden Bevölkerungswachstum und Klimawandel den Druck auf die Ökosysteme weiter verschärfen. Die Bevölkerung ist dafür nicht ausreichend sensibilisiert und das Potenzial innovativer Technologien wird bisher nur unzureichend genutzt.
Das Programm „Ressourcenmanagement, Klimawandel und Energie" baut auf dreißig Jahre deutsch-algerische Zusammenarbeit im Umweltbereich auf.
Ziel
Algerien verfügt über verbesserte Rahmenbedingungen und Instrumente sowie Know-how und Ressourcen, um erneuerbare Energien, Energieeffizienz und Klimaschutz zu fördern sowie natürliche Ressourcen zu erhalten und nachhaltig zu nutzen.
Vorgehensweise
Das Programm begleitet das algerische Ministerium für Raumordnung und Umwelt bei der Erarbeitung von Strategien, Planungsinstrumenten und Sensibilisierungskampagnen für den Aufbau eines integrierten Ansatzes für nachhaltiges Ressourcenmanagement. Die Vernetzung zwischen internationalen, nationalen und regionalen Akteure für den effektiven Wissens- und Erfahrungsaustauschs spielt dabei eine wichtige Rolle.

Das Programm zielt unter anderem darauf ab,
• nachhaltiges Ressourcenmanagement und die Anpassungsfähigkeit an den Klimawandel zu stärken,
• die Kooperation und Abstimmung bei Energieeffizienz und erneuerbaren Energien zu erhöhen,
• Know-how und Ressourcen für die Umsetzung und institutionelle Verankerung der Programmergebnisse zu verbessern.
Um diese Ziele zu erreichen, unterstützt das Vorhaben die Aktualisierung des nationalen Umweltaktionsplans sowie die Erarbeitung der ersten nationalen Strategie und eines Aktionsplans für Umweltsensibilisierung und -bildung. In der Pilotregion Mostaganem wird außerdem eine Vulnerabilitätsanalyse erstellt.

Wirkungen
• Interministerielle Komitees, die Nachhaltigkeitsindikatoren erarbeiten, sind eingerichtet und in der Anwendung von Instrumenten zur strategischen Planung geschult.
• Die nationale Klimastrategie wurde in einem multisektoralen Prozess erarbeitet.
• Experten, Studenten und Schüler wurden im Bereich Energie und Klima weitergebildet.
• Ein Lastenheft zum Bau eines energieeffizienten Nichtwohngebäudes wurde erstellt.
 

Context
The continuous growth of urban centres, air pollution and insufficient infrastructure as well as weak public services are leading to severe environmental damage in Algeria.
Population growth and climate change will further heighten the pressure on the ecosystems in future. The population is not adequately aware of this and the potential for innovative technologies has not been sufficiently exploited.
The programme Resources Management, Climate Change and Energy is building on thirty years of German-Algerian cooperation in the environmental field.

Objective
Algeria has an improved policy framework, better tools, and the required know-how and resources for the promotion of renewable energies, energy efficiency and climate change mitigation as well as for the conservation and sustainable use of natural resources.

Approach
The programme supports the Algerian Ministry of Land-use Planning and Environment in developing strategies, planning instruments and awareness-raising campaigns for establishing an integrated approach to sustainable resources management. Networking among international, national and regional actors plays a key role in the effective exchange of knowledge and experience.

Among other things, the programme aims to:

• Strengthen sustainable resource management and the capacities to adapt to climate change;
• Increase cooperation and coordination in the fields of energy efficiency and renewable energies;
• Improve know-how and resources for the implementation and institutional integration of programme results.
To achieve these objectives, the programme is helping update the national environmental action plan and prepare the first national strategy and an action plan for environmental awareness-raising and education. A vulnerability analysis is being set up in the pilot region of Mostaganem.

Results achieved so far
• Inter-ministerial committees, which establish the sustainability indicators, are set up and trained in applying the strategic planning tools.
• The national climate strategy was drawn up through a multisectoral process.
• Experts, university students and school students were trained in the areas of energy and climate.
• A set of specifications for building an energy-efficient non-residential building was prepared.
 

Contexte
L’extension constante des agglomérations urbaines, les émissions polluantes, des infrastructures vieillissantes et l’insuffisance des prestations des structures chargées des services publics, provoquent en Algérie des dommages importants sur l’environnement. A l’avenir, le gaspillage des ressources naturelles et de l’énergie, le changement climatique et ses effets accroîtront encore plus ces conséquences néfastes sur l’environnement.
Objectif du programme
L’objectif du programme est d’améliorer les conditions-cadre, les instruments et les capacités pour promouvoir les énergies renouvelables, l’efficience énergétique et la protection du climat, ainsi que pour préserver les ressources naturelles et les utiliser de manière durable.
Activités
Le programme réalise, entre autres, les actions suivantes :
• Soutenir l’élaboration de stratégies et d’instruments de planification et de sensibilisation pour la mise en place de la politique nationale de gestion durable des ressources, dont le « Plan National d’Action pour l’Environnement » (PNAE-DD)
• Développement du Plan National Climat de l’Algérie en concertation avec un comité intersectoriel
• Développement des capacités pour l’intégration des exigences de l’efficacité énergétique dans le bâtiment
• Sensibilisation de la société civile et renforcement des capacités des pouvoirs publics

Résultats
Il est prévu que le programme réalise, entre autres, les résultats suivants :
• Le PNAE-DD est élaboré dans un processus participatif
• Le Plan National Climat de l’Algérie est validé par un comité intersectoriel
• Un cahier des charges type et un logiciel sont élaborés pour la conception et la réalisation de bâtiments éco-énergétiques
