Ausgangssituation
Weltweit lernen 250 Millionen Kinder weder lesen, schreiben noch rechnen, obwohl mehr als die Hälfte von ihnen eine Grundschule besucht. 57 Millionen Kinder gehen gar nicht zur Schule – die meisten von ihnen leben in Subsahara-Afrika. Die untere Sekundarstufe besucht dort nur jeder zweite Jugendliche. Bis 2015 werden zudem voraussichtlich 26 Prozent der weltweit 774 Millionen erwachsenen Analphabeten in Subsahara-Afrika leben, im Vergleich zu 15 Prozent im Jahr 1990.
Trotz großer Fortschritte werden daher zahlreiche Länder die sechs Ziele des Aktionsprogramms „Bildung für Alle" bis 2015 nicht erreichen. Grund dafür sind unter anderem fehlende finanzielle Mittel sowie ein hoher Bedarf afrikanischer Länder, Institutionen, Wissen, Fähigkeiten und Strukturen weiterzuentwickeln, um nationale Bildungssysteme effektiv zu managen.
Zur Unterstützung des Aktionsprogramms „Bildung für Alle" wurde 2002 die Global Partnership for Education (Globale Partnerschaft für Bildung, GPE) gegründet. Partnerländer können Finanzmittel zur Entwicklung und Umsetzung ihrer nationalen Bildungsstrategie aus dem Multigeber-Fonds beantragen. Die Auszahlung ist unter anderem an eine nationale Bildungsstrategie sowie an Bildungsfortschritte geknüpft. Dies erfordert von den Partnerregierungen ein hohes Maß an technischem Know-how sowie einen hohen Personal- und Ressourceneinsatz.
Um den Zugang afrikanischer Länder zu internationalen Finanzmitteln zu verbessern und deren effektiven Einsatz sicherzustellen, wurde die Deutsche BACKUP Initiative Bildung in Afrika (BACKUP Bildung) gegründet. BACKUP steht für Building Alliances, Creating Knowledge and Updating Partners.
Ziel
Afrikanische Länder haben bessere Voraussetzungen, auf internationale Finanzmittel zuzugreifen und diese effektiv zur Erreichung internationaler Bildungsziele einzusetzen.
Vorgehensweise
Die BACKUP Bildung bietet afrikanischen Partnern schnelle, flexible und nachfrageorientierte Unterstützung, um Engpässe und Finanzierungslücken bei der Beantragung und Verwendung von Mitteln der Globalen Partnerschaft für Bildung (GPE) überwinden zu können.
Afrikanische Bildungsministerien und zivilgesellschaftliche Organisationen können bei der BACKUP Bildung Unterstützung in unterschiedlichen Formen beantragen:
1. Fast Access Mode (bis 20.000 Euro): Finanzierung von Aktivitäten zum Aufbau von nationalen Ressourcen und Leistungsfähigkeit, beispielsweise durch Teilnahme an Fortbildungen oder Konferenzen
2. Consultancy Mode (bis 50.000 Euro): Finanzierung von Beratung durch Experten zur Beantragung oder Umsetzung von GPE-Mitteln
3. Project Mode (bis 100.000 Euro): Finanzierung umfangreichere Projekte mit verschiedenen Aktivitäten bei der Beantragung oder Umsetzung von GPE-Mitteln
Die BACKUP Bildung arbeitet international, regional und national eng mit dem GPE-Sekretariat, Geberpartnern, zivilgesellschaftlichen Organisationen und internationalen Trainingsinstituten zusammen.
Das Regionalvorhaben wird von der Direktion für Entwicklung und Zusammenarbeit (DEZA) der Schweizerischen Eidgenossenschaft kofinanziert.
Wirkungen
Die BACKUP Bildung hat seit 2012 zahlreiche staatliche und zivilgesellschaftliche Bildungspartner dabei unterstützt, die notwendigen Voraussetzungen für die erfolgreiche Beantragung oder effektive Verwendung von GPE-Finanzmitteln zu schaffen. Bis Oktober 2014 wurden über 90 Anträge von afrikanischen Bildungsministerien und zivilgesellschaftlichen Organisationen aus 23 afrikanischen Ländern gefördert.
Ein gutes Beispiel für die Hebelwirkung des Projekts zeigt der Einsatz im Südsudan. 2013 drohte dort die geplante fristgerechte Beantragung von GPE-Finanzmitteln zu scheitern. Der Einsatz eines von der BACKUP Bildung finanzierten Gutachters ermöglichte es der südsudanesischen Regierung, die Antragsunterlagen fristgerecht und gemäß den Qualitätskriterien einzureichen. Mit den bewilligten Mittel in Höhe von 36,1 Millionen US-Dollar wird inzwischen das Bildungssystem im jüngsten Staat der Welt wieder aufgebaut. Davon profitieren unter anderem rund 3 Millionen Kinder und Jugendliche im schulfähigen Alter zwischen 6 und 17 Jahren. Die punktuelle Unterstützung der BACKUP Bildung konnte so große Wirkung entfalten.
 

Context
There are 250 million children around the world who do not learn to read, write or do arithmetic, even though more than half of them attend a primary school. About fifty-seven million children, most of whom live in sub-Saharan Africa, do not go to school at all. Only one out of two young people there attend lower secondary school. In addition, it is estimated that by 2015, 26 per cent of the world’s 774 million illiterate adults will be living in sub-Saharan Africa, as compared to 15 per cent back in 1990.
Despite significant progress, numerous countries will not achieve the six objectives of the Education for All action programme by 2015. The reasons for this include the lack of funding and a great need on the part of African countries to further develop their institutions, knowledge, skills and structures in order to effectively manage national education systems.
To support the Education for All action programme, the Global Partnership for Education (GPE) was founded in 2002. Partner countries can apply for funding from the multidonor fund to develop and implement their national education strategies. Payments are tied to national education strategies and educational progress. This requires partner governments to have a high level of technical know-how and commit a large number of staff and resources.
The German BACKUP Initiative – Education in Africa (BACKUP Education) was established to improve African countries’ access to international funding and ensure that it is used effectively. BACKUP is the acronym for Building Alliances, Creating Knowledge and Updating Partners.
Objective
To achieve international education objectives, African countries have created better conditions for accessing international funding and using it effectively.
Approach
BACKUP Education offers African partners quick, flexible and demand-oriented support in avoiding bottlenecks and filling funding gaps when applying for and using funds from the Global Partnership for Education (GPE).
African education ministries and civil society organisations can apply for support from BACKUP Education in various forms:
1. Fast Access Mode (up to EUR 20,000): funding for national capacity development activities, for example through participation in training courses or conferences
2. Consultancy Mode (up to EUR 50,000): funding for expert advice on applying for or implementing GPE funds
3. Project Mode (up to EUR 200,000): funding for larger-scale projects with various activities for applying for or implementing GPE funds
At international, regional and national level, BACKUP Education works closely with the GPE Secretariat, donor partners, civil society organisations and international training institutions. It is a regional programme cofinanced by the Swiss Agency for Development and Cooperation (SDC).
Results
Since 2012, BACKUP Education has supported numerous government and civil society educational partners in creating the conditions needed to successfully apply for or effectively use GPE funding. As at October 2014, over 90 applications by African education ministries and civil society organisations from 23 African countries had been supported. .
The use of the funds in South Sudan is a good example of the project’s leverage effect. In 2013, it looked as though the application for GPE funding would not be submitted by the deadline. By bringing on board an expert funded by BACKUP Education, the South Sudanese Government was able to submit the requested application documents on time and in accordance with GPE’s quality criteria. The approved funding, amounting to USD 36.1 million, is now being used to rebuild the education system in the world’s youngest nation. Among those benefiting from these improvements are around 3 million children and young people of school age (between 6 and 17 years old). BACKUP Education’s targeted support has thus yielded substantial results.

Dans le monde, 250 millions d’enfants n’apprennent ni à lire, écrire et compter bien que la moitié d’entre eux fréquentent l’école primaire. La plupart des 57 millions d’enfants qui ne sont pas scolarisés du tout vivent en Afrique subsaharienne. Dans cette région, seul un adolescent sur deux suit un enseignement secondaire du premier degré. D’ici à 2015, l’Afrique subsaharienne totalisera probablement 26 pour cent des 774 millions d’analphabètes adultes dans le monde alors qu’ils n’étaient encore que 15 pour cent en 1990.
En dépit de progrès remarquables, de nombreux pays ne parviendront pas, d’ici à 2015, à atteindre les six objectifs du programme d’action « Éducation pour tous ». Cette situation s’explique notamment par le manque de moyens financiers ainsi que par la nécessité pour les pays africains de développer leurs institutions, leurs connaissances, leurs capacités et leurs structures pour pouvoir gérer efficacement leurs systèmes éducatifs nationaux.
Le Partenariat mondial pour l’éducation (Global Partnership for Education – GPE) a été créé en 2002 dans le but de soutenir le mouvement de l’éducation pour tous. Les pays partenaires peuvent solliciter des financements internationaux provenant du fonds multi-donateurs pour l’élaboration et la mise en œuvre de leurs stratégies nationales en matière d’éducation et de formation. Le versement de ces fonds est soumis à certaines conditions, dont l’existence d’une stratégie nationale d’éducation et de formation, ainsi qu’aux progrès réalisés. Ce haut niveau d’exigence nécessite, de la part des gouvernements partenaires un savoir-faire technique et la capacité à mobiliser d’importantes ressources humaines et financières.
L’Initiative allemande BACKUP pour l’éducation en Afrique a été créée dans le souci d’améliorer l’accès des pays africains à des financements internationaux et de garantir l’utilisation efficace de ces fonds. BACKUP signifie Building Alliances, Creating Knowledge and Updating Partners (construire des alliances, créer des connaissances et renforcer les partenaires).
Objectif
Les pays africains peuvent accéder plus facilement à des financements internationaux et utiliser ces fonds de façon efficace pour atteindre les objectifs internationaux en matière d’éducation et de formation.
Approche
BACKUP Éducation offre aux partenaires africains un soutien rapide, souple et axé sur la demande afin de les aider à surmonter les goulots d’étranglements et combler les déficits de financement lorsqu’ils demandent et utilisent les subventions du Partenariat mondial pour l‘éducation (GPE).
Les ministères africains de l’Éducation et les organisations de la société civile peuvent solliciter le soutien de BACKUP Éducation qui revêt les formes suivantes :
1. Le mode « Accès rapide » (jusqu‘à 20 000 euros) : financement d’activités visant à renforcer les ressources et capacités nationales, par exemple par la participation à des conférences ou des formations.
2. Le mode « Conseil » (jusqu‘à 50 000 euros) : financement de services de conseil pour demander ou mettre en œuvre des fonds du GPE.
3. Le mode « Projet » (jusqu‘à 200 000 euros) : financement de projets complexes comprenant différentes activités en lien avec la demande et/ou l’utilisation de financements du GPE
Au niveau international, régional et national, BACKUP Éducation travaille étroitement avec le Secrétariat du GPE, les donateurs partenaires, les organisations de la société civile et les institutions de formation internationales.
Le projet régional BACKUP Éducation est cofinancé par la Direction du développement et de la coopération (DDC) de la Confédération suisse.
Résultats
Depuis 2012, BACKUP Éducation a accompagné de gouvernements à réunir les conditions nécessaires pour que leur demande de financement au GPE aboutisse. Parallèlement, BACKUP a soutenu les partenaires du secteur public et de la société civile afin d’assurer une mise en œuvre efficace des fonds. Jusqu’en octobre 2014, BACKUP Éducation a appuyé 90 demandes émanant de ministères africains de l’Éducation et d’organisations de la société civile de 23 pays.
L’intervention de BACKUP Éducation dans le Soudan du Sud est un exemple illustrant bien l’effet de levier du projet. En 2013, la soumission dans les délais de la demande de financements du GPE était fortement compromise dans ce pays. L’intervention d’un expert financé par BACKUP Éducation a permis au gouvernement du Soudan du Sud de déposer le dossier de demande dans les délais et dans le respect des critères de qualité exigés. Ces fonds obtenus, qui s’élèvent à 36,1 millions de dollars US, doivent permettre à la nation la plus jeune de la planète de reconstruire son système éducatif . Indirectement, ce sont donc environ 3 millions d’enfants et de jeunes âgés de 6 à 17 ans qui bénéficient de ce don. Le soutien ponctuel assuré par BACKUP Éducation a ainsi permis d‘obtenir des résultats importants.
