Ausgangssituation
Die Mitgliedsländer des SICA (Sistema de Integración Centroamericana) streben eine nachhaltige wirtschaftliche, soziale und ökologische Entwicklung Zentralamerikas an. Von zentraler Bedeutung sind dabei die Themen Raumordnung und Regionalentwicklung. Dazu wurde 2010 die zentralamerikanische Agenda für Raumordnung verabschiedet. Sie zielt darauf ab, die räumliche Planung und das Management in der Region sowie die Kooperation im Thema räumliche Entwicklung unter den Mitgliedsländern zu verbessern. Um in der Region langfristig ausgeglichene Lebensbedingungen herzustellen, bedarf es unter anderem einer gemeinsamen Entwicklungsstrategie, ähnlich dem Vorbild der europäischen Raumordnungs- und Regionalpolitik. Die dafür notwendige Einführung von gemeinsamen Planungsverfahren und Koordinationsformen kommt bislang jedoch nur schleppend voran. Es fehlt den zuständigen nationalen Institutionen an den notwendigen Strategien und Instrumenten, nachhaltige Raumentwicklung basierend auf der Zentralamerikanischen Agenda für Raumordnung umzusetzen.

Ziel
Strategien und Instrumente nachhaltiger Raumentwicklung werden in ausgewählten Ländern Zentralamerikas beispielhaft umgesetzt.

Vorgehensweise
Das Vorhaben berät in drei Aufgabenschwerpunkten:
1. Verbreitung von Best Practices und systematisierten Erfahrungen zum Thema Raumordnung in Zentralamerika
2. Integration von Ansätzen für die Anpassung an den Klimawandel, wirtschaftliche Entwicklung, Katastrophenvorsorge und Geschlechtergerechtigkeit in die Raumentwicklungsstrategien und -instrumente ausgewählter Mitgliedsländer
3. Regionales Dienstleistungsangebot zum Thema Raumordnung inklusive Fortbildungsmodulen

Auf zentralamerikanischer Ebene werden der Dialog und der Erfahrungsaustausch zwischen den Ländern gefördert, unter anderem durch regionale Diskussionsforen, Studienreisen und elektronische Lernplattformen. Das Sekretariat zur sozialen Integration (Secretaría de Integración Social Centroamericana, SISCA) wird dabei beraten, Strategien zur regionalen Zusammenarbeit beim Thema Raumordnung zu entwickeln.

In den SICA-Mitgliedsländern werden die für Raumordnung zuständigen nationalen Institutionen unter Beteiligung der Consultingfirma Ambero beraten. Ziel ist es ihre Managementkompetenzen zu verbessern und spezifische Fachkenntnisse aufzubauen. Damit sollen Verfahren der räumlichen Entwicklung besser ausgerichtet und reguliert sowie die Raumordnungsinstrumente optimiert werden.

Wichtige Partner sind, neben dem Sekretariat zur sozialen Integration (SISCA), der Zentralamerikanische Ministerrat für Siedlungs- und Wohnungswesen sowie die nationalen Institutionen, die zentrale Aufgaben und Kompetenzen der Raumordnung und Regionalentwicklung innehaben.

Wirkungen
Der politische Dialog und der Erfahrungsaustausch zwischen den Ländern sowie zwischen den Unterorganisationen des SICA wurde gefördert. Die Mitglieder des Zentralamerikanischen Ministerrates für Siedlungs- und Wohnungswesen erkannten den Mehrwert des gegenseitigen Lernens und der Beratung durch ihre regionalen Kollegen an, vor allem den Austausch über gute Beispiele räumlicher Planung in Zentralamerika.

Auf nationaler Ebene entwickelten die Institutionen Politiken, Strategien sowie Raumordnungsverfahren und -instrumente weiter. So wurde z.B. in Costa Rica das zuständige Ministerium dabei beraten, den Umsetzungsplan für die nationale Raumordnungspolitik zu entwerfen und in einem Konsultationsprozess mit allen relevanten Instanzen abzustimmen. Kooperation und Koordination zwischen den Fachressorts wurden aufgebaut. Mitarbeiter der nationalen Raumordnungsinstitutionen sind in Genderfragen sensibilisiert. Sie entwickelten gendergerechte Raumordnungsverfahren, die die unterschiedlichen Bedürfnisse und Prioritäten von Männern und Frauen bei der räumlichen Entwicklung berücksichtigen.

In ausgewählten subnationalen Regionen verbesserten die Schlüsselakteure aus Politik, Wirtschaft und Zivilgesellschaft ihre Abstimmungen und beginnen zusammenzuarbeiten.

Lernerfahrungen und gute Beispiele aus Zentralamerika zu Raumordnung und Regionalentwicklung wurden systematisiert und verbreitet, um die Öffentlichkeit und Entscheidungsträger für die Bedeutung der Themen zu sensibilisieren. Diese Systematisierungen flossen auch in die Erarbeitung von Materialien zur Weiterbildung zum Thema Raumordnung ein.


 

Context
The member states of the Central American Integration System (Sistema de Integración Centroamericana, SICA) are striving to achieve environmentally sound and sustainable economic and social development in Central America. Spatial planning and regional development are key elements in this process. The Central American agenda for spatial planning was adopted for this purpose in 2010. It aims to improve spatial planning and management in the region and to promote cooperation among SICA member states in the field of spatial development. Among other things, a joint development strategy – similar to the European model of spatial planning and regional policy – is required to create equitable living conditions in the region on a lasting basis. However, progress in introducing the joint planning procedures and forms of coordination needed has been sluggish. The responsible national institutions lack the strategies and instruments required to implement sustainable spatial development processes on the basis of the Central American agenda for spatial planning.

Objective
Strategies and instruments to achieve sustainable spatial development are implemented exemplarily in selected countries in Central America

Approach
The project provides advisory services in three priority areas:
1. Disseminating best practices and documented experiences in the area of spatial planning in Central America
2. Integrating approaches for climate change adaptation, economic development, disaster prevention and gender equality into spatial development strategies and instruments in selected SICA member states
3. Providing regional services for spatial planning, including training modules.
At the Central American level, the project is helping to foster dialogue and exchange among the individual states, for instance by means of regional discussion forums, study trips and electronic platforms. It also advises the Central American Social Integration Secretariat (Secretaría de Integración Social Centroamericana, SISCA) on developing strategies for regional cooperation on spatial planning.
In the SICA member states, it advises the national institutions responsible for spatial planning together with the consulting firm Ambero. The objective here is to increase their management expertise and to build specialist knowledge on steering and regulating spatial development processes and optimising spatial planning instruments.
Alongside SISCA, key partners include the Central American Council for Housing and Human Settlements and the national institutions whose remits and expertise cover the fields of spatial planning and regional development.

Results achieved so far
The project has helped to foster political dialogue and exchange between the countries of the region and the subsystems of SICA. The members of the Central American Council for Housing and Human Settlements have gained an appreciation of the benefits of mutual learning and consultation with their regional colleagues, particularly with regard to best practices of spatial planning in Central America.
At the national level, the institutions have continued to develop policies and strategies as well as procedures and instruments for spatial planning. For example, the project advised the pertinent ministry in Costa Rica on drafting an implementation plan for national spatial planning policy and on coordinating this plan in consultation with all relevant bodies. Cooperation and coordination mechanisms between specialist government departments have been set up. Employees in the national institutions for spatial planning have been made aware of gender issues. They have developed gender-sensitive procedures to cater for the different needs and priorities of men and women within spatial development.
In selected subnational regions, key actors from the fields of politics, business and civil society have improved their coordination processes and are starting to work together.
Lessons learned and good practices in spatial planning and regional development in Central America have been documented and disseminated to raise awareness of the importance of these issues among the public and decision-makers. They have also been incorporated into training materials for spatial planning.
 

Situación inicial
Los países pertenecientes al Sistema de la Integración Centroamericana (SICA) se propusieron como meta para la región, además del crecimiento económico, también el desarrollo social y ecológico sostenible. El ordenamiento territorial y el desarrollo regional son temas de importancia fundamental para este fin. En 2010 se ratificó la Agenda Centroamericana de Ordenamiento Territorial que tiene como objetivo de mejorar la planificación y gestión territorial en la región, y fomentar la cooperación entre los países en el tema de desarrollo territorial. Para asegurar condiciones de vida equilibradas a largo plazo en la región centroamericana, se necesita una estrategia común de desarrollo, parecida al ejemplo de la Política Europea de Ordenamiento y Desarrollo Territorial. La necesaria introducción de procedimientos de planificación y formas de coordinación conjuntos avanza hasta la fecha lentamente. A las instituciones nacionales les faltan las estrategias e instrumentos para implementar procesos de desarrollo territorial, basándose en la Agenda Centroamericana de OT.

Objetivo
Se están implementando ejemplarmente estrategias e instrumentos de desarrollo territorial en países seleccionados de Centroamérica.

Estategia
El proyecto asesora en tres ámbitos:
1. Difusión de buenas prácticas y sistematizaciones del tema ordenamiento territorial en Centroamérica
2. Integración de los enfoques de adaptación al cambio climático, desarrollo económico, gestión de riesgo y equidad de género en las estrategias e instrumentos de países centroamericanos seleccionados
3. Oferta regional en el tema ordenamiento territorial (OT), incluyendo módulos de capacitación

En el nivel centroamericano se está fomentando el diálogo y el intercambio de experiencias entre los países a través de foros regionales, viajes de conocimiento y plataformas virtuales. Se asesora a la Secretaría de Integración Social Centroamericana (SISCA) para elaborar estrategias de cooperación regional en el tema OT.

En los países miembro de SICA se apoya a las instituciones nacionales responsables de OT a través de la empresa consultora AMBERO. El objetivo es mejorar sus capacidades temáticos y de gestión. Así se apunta a orientar y regular mejor los procedimientos de desarrollo territorial y optimizar instrumentos de OT.

Importantes socios son, a parte de la Secretaría de Integración Social Centroamericana, el Consejo Centroamericano de Vivienda y Asentamientos Humanos (CCVAH) así como las instituciones nacionales con competencias en los temas de ordenamiento y desarrollo territorial.

Impactos
Se fomentó el diálogo político e intercambio de experiencias tanto entre los países centroamericanos como entre los subsistemas del SICA. Los miembros del Consejo Centroamericano de Vivienda y Asentamientos Humanos (CCVAH) reconocieron el valor agregado del aprendizaje mutuo y la asesoría colegiada por sus pares, sobre todo el intercambio de buenas prácticas de planificación territorial en Centroamérica enriqueció los procesos nacionales.

En el nivel nacional las instituciones optimizaron políticas, estrategias, procesos e instrumentos de ordenamiento territorial. En Costa Rica por ejemplo se asesoró al Ministerio de Vivienda y Asentamientos Humanos para diseñar un plan de implementación para la política nacional de OT y concertar este plan con las instancias relevantes a través de un proceso de consultas. Se fortalecieron procesos de cooperación y coordinación entre entidades sectoriales. Funcionarios de las instituciones nacionales de OT fueron capacitados en el tema de equidad de género. Ellos desarrollaron procesos de OT integrando el enfoque de género para tomar en cuenta las diferentes necesidades y prioridades de hombres y mujeres en cuanto al desarrollo territorial.

En regiones subnacionales seleccionadas los actores claves del sector político, privado y de la sociedad civil han mejorado su coordinación y empezaron a trabajar de manera concertada.

Se han sistematizado y difundido aprendizajes y casos de éxito centroamericanos en el tema de OT y desarrollo regional para sensibilizar sobre la importancia de los temas a los tomadores de decisión y la opinión pública.
