Ausgangssituation
Bedingt durch weit verbreitete Armut und rapides Bevölkerungswachstum erhöht sich der Druck auf die natürlichen Ressourcen des Jemen; die langfristige Degradation der Lebensgrundlagen, besonders der ländlichen Bevölkerung, wird beschleunigt. Obwohl mit internationaler Unterstützung mehrere wichtige Strategien und Programme für den Bereich Biodiversität entwickelt wurden, ist deren Umsetzung bislang nur in Ansätzen erkennbar. Bisher existieren erst wenige Beispiele für eine positive wirtschaftliche Entwicklung durch Biodiversitätserhalt.
Ziel
Die nachhaltige Bewirtschaftung der natürlichen Ressourcen trägt zunehmend zur lokalen wirtschaftlichen Entwicklung und zum Erhalt der Biodiversität bei.
Vorgehensweise
Das Vorhaben unterstützt die Erarbeitung, Erprobung und Weiterentwicklung von Ko-Management-Ansätzen auf lokaler Ebene. Auf nationaler Ebene werden die politischen Voraussetzungen dafür geschaffen. Pilotgebiet ist die Insel Sokotra. Sie gehört seit 2008 zum UNESCO-Welterbe und ist das wichtigste Zentrum für biologische Vielfalt am Horn von Afrika. In Zusammenarbeit mit der jemenitischen Umweltschutzbehörde (EPA) und anderen staatlichen und nichtstaatlichen Partnern ist darüber hinaus ein gemeinsames Engagement in weiteren Naturschutzgebieten Jemens geplant.
Zielgruppe ist die (arme) Bevölkerung, die in oder im Umfeld von Schutzgebieten lebt und die dortigen natürlichen Ressourcen als Lebensgrundlage nutzt.
Die Maßnahme zum Schutz der Biodiversität fügt sich thematisch in verschiedene Prozesse und Strategien der jemenitischen Regierung ein und trägt damit wesentlich zur politischen Reformagenda bei. Besonders relevant ist das Thema im Zusammenhang mit der Notwendigkeit der Anpassung ländlicher Produktionssysteme an den Klimawandel.
Als Beispiele für bisherige Aktivitäten seien genannt:
- Institutionenstärkung: Erweiterung der Dienstleistungskapazität der Umweltbehörden auf nationaler und lokaler Ebene (Strategieentwicklung, Trainings, Peer Learning)
- Beratung zur Umweltgesetzgebung: Revision bestehender Gesetze und Beratung zu Umsetzungsstrategien internationaler Konventionen
- Konfliktsensible Gemeindeentwicklung: Unterstützung bei Entscheidungsfindungsprozessen und Gremienberatung
- Beratung bei der Gründung eines externen Biodiversitäts-Fonds zur Finanzierung von Schutz und Forschung
- Ländliche Wertschöpfungskettenentwicklung: Nutzung und Vermarktung von typischen natürlichen Ressourcen (beispielsweise Aloe, Drachenblutharz, Dattelpalmen) und Wiedereinführung traditioneller Anbaumethoden wie Terrassenrehabilitierung zum Hirseanbau

Context
Widespread poverty and rapid population growth are increasing the pressure on natural resources in Yemen. Long-term degradation of livelihoods is accelerating, especially among the rural population. Although several important biodiversity strategies and programmes have been developed with international support, implementation is still in the early stages. To date, there are only few examples of positive economic development through biodiversity conservation.
Objective
The sustainable management of natural resources makes an increasing contribution to local economic development and biodiversity conservation.
Approach
The project supports the preparation, testing and further development of co-management approaches at local level. The political framework for these approaches is created at national level. The pilot areas for these measures are on the island of Socotra, which is a UNESCO World Heritage Site and the most important area of biological diversity in the Horn of Africa. In cooperation with the Yemen Environmental Protection Authority (EPA) and other governmental and non-governmental partners, joint activities are planned in further nature reserves in Yemen.
The target group is the (poor) population who live in or near protected areas and who use local natural resources to secure a livelihood.
The biodiversity protection measure is thematically consistent with various processes and strategies of the Yemeni Government and thus makes an important contribution to the political reform agenda. Biodiversity protection is especially relevant against the backdrop that rural production systems need to be adapted to the process of climate change.
Examples of activities conducted so far:
1.Strengthening of institutions: expansion of the capacity of the environmental authorities at national and local level to offer services (strategy development, training, peer learning)
2.Advice on environmental legislation: amendment of existing laws and advice on the implementation strategies of international conventions
3.Conflict-sensitive community development: support in the decision-making process and advice for official bodies
4.Advice on the establishment of an external biodiversity fund to finance protection measures and research
5.Development of rural value chains: use and marketing of typical natural resources (for example aloe, dragon's blood resin, date palms) and the reintroduction of traditional cultivation methods such as rehabilitation of terraces for growing millet.
