Ausgangssituation
Mit der „Vision 2020" strebt Ruanda an, bis 2020 ein Land mittleren Einkommens zu werden. Der Anteil der Armen soll auf unter 30 Prozent sinken. Hierfür benötigt Ruanda in den nächsten Jahren hohe Wachstumsraten. Dies soll im Zeitraum zwischen 2013 und 2018 durch die Strategie für wirtschaftliche Entwicklung und Armutsreduktion erreicht werden.
Bereits 2008 wurde eine Reformstrategie für das Management der öffentlichen Finanzen auf den Weg gebracht, die makroökonomische Aspekte umfasst und als Grundlage für die Entwicklungsstrategie aktualisiert wurde. Die von den wirtschaftspolitischen Fachleuten erstellten Planungen basieren jedoch nicht ausreichend auf fundierten makroökonomischen Analysen. Um die Investitionsziele des Landes zu erreichen, müssen zudem Strukturen und Verfahren zur Nutzung neuer und innovativer Finanzierungsquellen (öffentlich-private Partnerschaften, Kapitalmarktinstrumente) geschaffen werden.
Ziele
Wirtschaftspolitische Planungen basieren vermehrt auf fundierten makroökonomischen Analysen. Verfahren zur Nutzung neuer und innovativer Finanzierungsquellen sind vorhanden.
Vorgehensweise
Neben makroökonomischer Stabilität als Voraussetzung für ein dynamisches und breitenwirksames Wachstum sind die Gestaltung einer nachhaltigen staatlichen Fiskalpolitik sowie die Finanzierung und Steuerung staatlicher und privater Investitionen wichtige Instrumente für die Armutsreduktion. Dies betrifft die Qualität makroökonomischer Analysen sowie ihre Übersetzung in die Politiken des Ministeriums für Wirtschaftsplanung und Finanzen (Ministry of Economic Planning and Finance, MINECOFIN). Entsprechend besteht das Vorhaben aus zwei Handlungsfeldern: Makroökonomisches Management sowie Investitionsplanung und -finanzierung.
Das Vorhaben agiert landesweit. Es unterstützt Regierungsinstitutionen mit Politik-, Fach-, Organisations- und Prozessberatung. Dabei besteht – auch als Reaktion auf die starke Nachfrage der Partnerseite – ein beträchtlicher Anteil der Leistungen in aufgabenorientierter Fortbildung direkt am Arbeitsplatz (Training on the Job).
Zentraler Empfänger der Leistungen ist das MINECOFIN. Weitere Partner sind die ruandische Zentralbank, das nationale Statistikinstitut NISR, das nationale Investitionskomitee NIC und darin vertretene Sektorministerien.
Das Vorhaben stärkt die Analysefähigkeit der ruandischen wirtschaftspolitischen Institutionen und ihrer Mitarbeiter durch verschiedene Maßnahmen mit dem Ziel, die Qualität der Berichterstattung und makroökonomischen Planung verbessern. So wurden Mitarbeiter zu Analyse und Programmierung des von der Weltbank in Ruanda eingeführten Simulationsmodells „Marumo" geschult.
Ein wichtiger Partner ist das Netzwerk Ruandischer Ökonomen (EPRN), dessen Mitglieder aus verschiedenen Institutionen des Landes bestehen. Mit Unterstützung des Vorhabens hat das EPRN die erste wissenschaftliche Konferenz zu wirtschaftspolitischen Fragestellungen in Ruanda durchgeführt. Während der eintägigen Konferenz im Dezember 2014 waren die wichtigsten Institutionen des Landes vertreten. Schirmherrschaft und Keynote Speach hatte der Gouverneur der ruandischen Zentralbank übernommen. Die Papiere und die anschließenden Diskussionen über die Politikempfehlungen waren auf einem hohen Niveau. Ausgewählte Artikel werden 2015 in internationalen Fachjournalen veröffentlicht.

Context
Guided by its "Vision 2020" policy, Rwanda aspires to become a middle-income country by the year 2020, with less than 30% of the population classified as ‘poor’. The Economic Development and Poverty Reduction Strategy 2013 -2018 is designed to produce the high rates of economic growth necessary to achieve this aim.
A strategy for reforming the management of public finances (including macroeconomic aspects) initiated in 2008 has been updated as a basis for the development strategy. However, the planning is not yet sufficiently founded on macroeconomic analysis, and structures and processes for using new and innovative sources of financing (public private partnerships, capital market instruments) must be created.
Objectives
Economic planning is increasingly based on well-founded macroeconomic analysis. Processes exist for using new and innovative financing sources.
Approach
While macroeconomic stability is a prerequisite for dynamic and widespread growth, financing and steering public and private investments and designing a sustainable public fiscal policy are also important instruments for poverty reduction, concerning both the quality of macroeconomic analysis and its translation into MINECOFIN policies. The programme therefore consists of two intervention areas: macroeconomic management, and investment planning and financing.
The programme operates across the country, supporting government institutions with both political and technical-, organisational-, and process-related advice. At the partners’ request, a considerable part of the program also consists of task-oriented on-the-job trainings.
While MINECOFIN is the main recipient of the services, other partners include the Rwandan central bank, the National Institute of Statistics (NISR), the National Investment Committee (NIC), and various sector ministries.
The programme uses several measures to increase the analytical capacity of Rwandan economic institutions and their staff, with the aim of increasing the quality of reporting and macroeconomic planning. A number of people have been trained in analysis and programming with the "Marumo" simulation model, which the World Bank introduced to Rwanda.
The Economic Policy Research Network (EPRN), whose members come from different institutions across the country, is another important partner. With the programme’s support, EPRN organised the first scientific conference on economic topics in Rwanda. The country’s most important institutions were present during the day-long conference in December 2014. The governor of the Rwandan central bank was the patron of the conference and delivered the keynote speech. The documents and the subsequent discussions on policy recommendations reflected very high standards, and selected articles will be published in 2015 in international professional journals.
